STATEMENT OF WORK

SPRING TESTER

1. SCOPE. This Statement of Work (SOW) defines the requirement for one (1) hardware and software upgrade of an existing automatic spring tester at Anniston Army Depot (ANAD), Anniston, AL, and one (1) new automatic spring tester. The spring tester upgrade and new spring tester shall meet the requirements herein.

2. APPLICABLE DOCUMENTS. There are no documents referenced herein.

3. REQUIREMENTS

3.1 Upgrade of Existing Spring Tester. The existing Larson Systems Inc. FLASH 11

Model No. 050-0000-0121-00B SN 2775012608 automatic spring tester shall be upgraded to the latest shipping revision and/or version. The upgrade shall include the following.

3.1.1 Standard Service / Calibration. The existing tester shall be serviced and calibrated off-site at the Contractor’s facility. Service shall include cleaning, performance of any OEM recommended service and evaluation of the tester. Any repairs shall be quoted separately, and no repairs shall be performed without written authorization from the Contract Officer.

Calibration shall include the tester and up to two (2) load cells. A calibration certificate shall be provided to ANAD.

3.1.2 Software Update. The existing tester’s FLASH testing software shall be updated to the latest shipping version. Any test procedures, settings/preferences, and results unique to the tester shall be retained after the software update. Retaining this data will allow the tester to be put back into our existing production process without disruption. This requirement does not apply to data that is corrupted or otherwise unreadable due to the condition of the existing hard drive.

3.1.3 Windows 10 Upgrade. The existing tester’s operating system shall be updated to

Windows 10. Windows 10 shall be fully activated and licensed to ANAD. Tester hardware shall be replaced as required to be compatible with the new operating system.

3.2 New Spring Tester. A new automatic spring tester shall be provided to ANAD. The tester shall be new and the latest shipping revision and/or version. The tester shall be a tabletop model with a 1,000 lb. servo drive motor, Windows 10 touch screen interface, quick interchangeable load cells and clear guarding. In addition, the tester shall meet the following requirements.

3.2.1 Compatibility. The new tester shall be compatible with the existing Larson Systems

Inc. FLASH 11 Model No. 050-0000-0121-00B automatic spring tester after that tester is upgraded per Paragraph 3.1. Spare parts and test software specification files shall be interchangeable between the new and existing testers. Spring tester operation and graphical user interface (GUI) shall be the same as the existing spring tester after upgrade. The purpose of compatibility is to lower the new spring tester acquisition cost, reduce overall maintenance and operational cost of the spring testers, and provide redundant spring testing capability.

3.2.2 Testing Capability. Testing shall include measurement of spring rate and load at height, comparison of these measurements to a specific range and visually indicating pass if the measurement is withing the range and fail if it is not. These measurements shall have an error of

0.5% of reading or less. The new spring tester shall include everything required to test the following compression springs.
