Southern Plains Indian Museum Lawn Care Department of the Interior, Indian Arts and Crafts Board

The Contractor shall furnish all personnel, equipment and materials necessary to perform all tasks related to mowing services covered by this Performance Work Statement (PWS).

The Southern Plains Indian Museum (SPIM) is located in Anadarko, Oklahoma. The facility was a purpose-built museum that opened to the public in 1948. The SPIM displays richly varied arts of western Oklahoma tribal peoples including the Kiowa, Comanche, Kiowa-Apache, Southern Cheyenne, Southern Arapaho, Wichita, Caddo, Delaware, and Ft. Still Apache. Their historic clothing, shields, weapons, baby carriers, and toys highlight the exhibits.

Mowing and lawn services are needed for approximately 3.2 acres at the Southern Plains Indian Museum.

1) GENERAL REQUIREMENTS

a) Time of Operation

Specific days/times shall be communicated and coordinated with the COR and Museum Curator prior to commencement.

b) Access to the Grounds

The worker can access the SPIM parking lot from the main road and park their equipment in the SPIM parking lot.

c) Materials Supplied by the Contractor

The Contractor shall provide all management, supervision, tools, equipment, and labor necessary to ensure the lawn care services are performed at the SPIM in accordance with the Performance Work Statement requirements contained herein.

d) Supplemental Instructions

i) The contractor shall procure, at his own expense, necessary licenses and permits, and shall conform to all laws, regulations, and ordinances applicable to performance of this contract.

ii) The Contractor shall correct deficiencies and/or incomplete work within 1 business day after a notification is issued.

iii) Site map is attached. Acreage figures and mowing boundary lines are approximate.

2) SCHEDULE OF WORK

a) Perform Weekly

April through October

i) The contractor shall mow the grass once a week, April through October.

ii) The contractor shall mow the grass so the height is no less than 2 inches and no more than 3 inches.

iii) The contractor shall edge around the front entrance of the SPIM. Edging shall be no wider than half an inch from edge of sidewalk to low surface.

iv) The contractor shall remove all grass and weeds from impacted parking areas, walkways and any other paved or concrete areas.

v) At each lawn cutting the contractor shall trim around trees, shrubs, buildings, storage container, fences, poles, post, fire hydrants boulder, in and around all flower beds, around HVAC units, in and around tipi pole cage, and any other fixes obstacles on the grounds. Trimming height shall match surrounding area grass height.

vi) After mowing and edging work is completed, the contactor shall blow any grass off the SPIM parking lot and sidewalks. The contractor shall remove all grass clippings, litter, and debris caused by mowing and trimming.

vii) The contractor shall remove all fallen leaves, twigs, tree limbs and branches from area cut.

viii) The contractor shall avoid string trim damage to trees.

b) Perform Monthly

April through December

i) The contractor shall trim all hedges behind museum, around the front entrance of the SPIM, and in flower beds. After trimming is completed, the contractor shall remove all clippings, debris, and litter from under and around shrubs.

ii) The contractor shall apply weed treatment on concrete sidewalks and paved parking area to avoid overgrowth.

iii) The contractor shall remove all leaves, branches, and litter from lawn, sidewalks, outdoor benches, and parking areas.

November and December

iv) The contractor shall mow the grass once a month, November and December.

v) The contractor shall mow the grass so the height is no less than 2 inches and no more than 3 inches.

vi) The contractor shall edge around the front entrance of the SPIM. Edging shall be no wider than half an inch from edge of sidewalk to low surface.

vii) The contractor shall remove all grass and weeds from impacted parking areas, walkways and any other paved or concrete areas.

viii) At each lawn cutting the contractor shall trim around trees, shrubs, buildings, storage container, fences, poles, post, fire hydrants boulder, in and around all flower beds, around HVAC units, in and around tipi pole cage, and any other fixes obstacles on the grounds. ix) After mowing and edging work is completed, the contactor shall blow any grass off the SPIM parking lot and sidewalks. The contractor shall remove all grass clippings, litter, and debris caused by mowing and trimming.

x) The contractor shall remove all fallen leaves, twigs, tree limbs and branches from area cut.

xi) The contractor shall avoid string trim damage to trees.

c) Additional Miscellaneous Work

i) Weed Treatment - The contractor shall perform three applications of chemical 2,4-D (broadleaf weeds) and Celsius (grassy weeds). This should occur 3 times with the first time the beginning of April, the second application in/around June, and the third application in/around September.

The applications should be at least 12 weeks apart.

ii) Aeration - During November, prior to the first snow fall of the season, the lawn should be aerated and fertilized in preparation for the winter months.

3) KEY PERSONNEL

The contractor shall provide a Project Manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the COR.

4) PLACE OF PERFORMANCE

The work is performed at the Southern Plains Indian Museum located at 801 E Central Blvd, Anadarko, Oklahoma 73005.

5) PERIOD OF PERFORMANCE

The period of performance for this requirement is date of award to December 31, 2025.

6) QUALITY CONTROL

The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The Quality Control Program (QCP) will be delivered to the Project COR within 14 calendar days of the contract award. After acceptance of the QCP, the contractor shall receive the contracting officer's representative acceptance in writing of any proposed change to his QC system.

7) QUALITY ASSURANCE

The Government will inspect and evaluate the contractor's performance to ensure services are received in accordance with requirements set forth in this contract. The Contracting Officer's Representative (COR) or onsite designee will be the individual(s) primarily

Performance Work Statement, SPIM Lawn 2025 Page 4 of 4 responsible for quality assurance. The COR or the onsite designee may perform surveillance by direct observation, performing weekly or monthly inspections.

The government will use these standards to determine the contractor’s performance:
