Specifications Document Project: Custom Lactating Cow Protein Feed Mix (256 tons)
GENERAL INFORMATION
1.0 Scope of Work: The USDA-ARS is requesting bids for a 12-month supply of bulk custom lactating cow protein feed mix (256 tons protein mix in 16 loads containing 16 tons/load) for USDA-ARS/Marshfield Agricultural Research Station. The protein mix is used for balancing diets of lactating dairy cows.

CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
1. Protein feed mix must meet the ingredient composition listed below. The vendor quote must provide the actual ingredient composition and the estimated nutrient composition of the quoted mix. The mix nutrient composition must include at minimum the concentration of crude protein, non-protein nitrogen (NPN), fat, neutral detergent fiber (NDF), ash, Ca, P, salt, Na, Cl, Mg, K, S, vitamin E added, and monensin.

2 .Deliver 256 tons of custom protein feed mix (16 loads with 16 tons/load) to the UW Marshfield Agricultural Research Station, 208356 Drake Ave., Stratford, WI 54484.
3. Protein feed mix should be delivered by an elevator or auger truck that can unload into a bin at a height of 25 feet.
4. Deliveries will begin at time of award for 12 months with possibility of an additional four one-year options, if exercised by the government.
5. Exact delivery dates will be coordinated by Will Cordes (MARS Supervisor;
715-650-7429) depending on usage.
6. Quotes must include all delivery fees, surcharges, and all other costs.
4.0 Government Furnished: The USDA-ARS/Marshfield Agricultural Research Station will furnish feed bins for delivery of one load of protein mix at a time.
Because the research station is an operating dairy farm, there will be employees on site during business hours (7:00 am to 4:30 pm) daily. However, deliveries on weekends or holidays are discouraged. All deliveries will be coordinated in advance with Will Cordes (MARS Supervisor; 715-650-7429).
5.0 Deliverables / Schedule:
o Schedule of Deliveries: The 16 deliveries will occur at approximate 3-4 week intervals beginning at time of award for 12 months. All deliveries will be coordinated in advance by Will Cordes (MARS Supervisor; 715-650-7429) because storage capacity is limited.
o Reporting Requirements: The contractor/vendor must leave a delivery receipt with full and empty truck delivery weights at the UW Marshfield Agricultural Research Station Office (208356 Drake Ave., Stratford, WI 54484) for each load to determine actual amount delivered. The research station has a truck scale to obtain weights.
6.0 Travel: Deliveries of protein mix to the Marshfield Agricultural Research Station are the responsibility of the contractor/vendor.
7.0 Contractor’s Key Personnel: Truck driver/operator.
8.0 Security Requirements:
Coordination with Will Cordes (MARS Supervisor) prior to any delivery.
