The VSG must feature 3.5mm or compatible connectors, spectral purity (harmonics) less than -30 dBc, phase noise less than -130 dBc at 1 GHz, and an integrated screen. Additionally, one unit of Additive White Gaussian Noise Generation (AWGNG) capability—either software or hardware—is required. The equipment must be new (not refurbished), covered by the original manufacturer's full warranty, and serviced by the manufacturer's U.S.-based service organization. Delivery must be made directly to NIST-Boulder, 325 Broadway, Boulder, CO 80305, Building 3, Room 3A-119, which has a loading dock. Electronic delivery of software and electronic manuals is required. On-site inspection and acceptance are required, not to exceed 7 business days. The vendor must provide a certificate of calibration from the manufacturer with each purchased item, and a 3-year calibration plan is specified. Base manufacturer warranty coverage is acceptable, with no additional warranty option periods selected. No installation, training, maintenance, facility utility considerations, government-furnished materials, or travel requirements are applicable to this procurement.

TITLE: Vector Signal Generator

General Statement of Need:

The Spectrum Technology and Research Division requires a two-channel vector signal generator (VSG) to test the impact of out of band signals. The VSG requires an operating frequency of up to 20 GHz. To emulate current communication bandwidths, a modulation bandwidth of 100 MHz or greater is required. The equipment must be new (not refurbished or reconditioned) and covered by the original manufacturer’s full warranty with service provided by that manufacturer’s U.S.-based service organization.
