About this file

This is a Requirements/Specification Document for the National Institute of Standards and Technology (NIST) Communications Technology Laboratory. The document specifies procurement requirements for vector network analyzer equipment and related components to support radio-frequency circuit characterization and spectrum studies.

The primary requirement is for two (2) new vector network analyzers with the following specifications: 2-port configuration, 3.5mm connectors, maximum frequency of 20 GHz, spectrum analysis capability to 20 GHz, integrated or external noise source for Y-factor measurements, required software for Y-factor measurements, fully automatic 2-port calibration unit with compatible connectors, and integrated screen. Equipment must be new (not refurbished), covered by the original manufacturer's full warranty, and serviced by the manufacturer's U.S.-based service organization. The procurement also includes two (2) removable batteries compatible with the vector network analyzers. Delivery is required to NIST-Boulder, Building 3 Room 3A-119, 325 Broadway, Boulder, CO 80305, addressed to Aric Sanders, Mail Stop 675.01. Required electronic media includes software and electronic manuals. Inspection and acceptance is on-site with acceptance not expected to exceed 7 business days. The document specifies that each purchased item requires a certificate of calibration from the manufacturer. Base manufacturer warranty is acceptable. Training and facility/utility considerations are marked not applicable. No government-furnished material or equipment is required.

Requirements / Specification Document

TITLE: Vector Network Analyzer

Requesting Laboratory / Division / Group:

Communications Technology Laboratory 675 Spectrum Technology and Research Division Applied Systems Metrology Group .01

General Statement of Need:

The Spectrum Technology and Research Division requires 2-port vector network analyzer(s) to characterize radio-frequency circuits up to a frequency of 20 GHZ. This capability is required to measure the scattering parameters of systems used in impact and in-situ spectrum studies. To ensure the highest quality measurement, an automatic calibration unit is required. To assist in the real time diagnostic feedback, the ability to do spectrum analysis to 20 GHz and an integrated screen are required. The equipment must be new (not refurbished or reconditioned) and covered by the original manufacturer’s full warranty with service provided by that manufacturer’s U.S.-based service organization.
