About this file

This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) for the procurement of a Small Uncrewed Aircraft System (sUAS). The Communications Technology Laboratory, Public Safety Research Division (671.00) requires a lidar mapping, indoor-flight capable sUAS to develop indoor flight configurations and standard test methods for link loss research in their Public Safety Innovation Technology Center, with the system intended for laboratory demonstrations and scientific research supporting first responder UAS applications.

The primary item specification calls for one multirotor sUAS airframe and operator control unit no more than 0.6 meters (2 feet) wide, capable of indoor flight in confined spaces with GPS-denied position-hold capability, real-time object awareness, and floor-plan creation autonomy. The system must include propeller guards, crash recovery mode (turtle mode), onboard white and blue LED lights, a lidar mapper with forward-facing tracking cameras, 4K video recording with gimbal stabilization, FLIR camera, 2-way audio communications, glass breaker, payload dropper, and robot mount capabilities. Additional requirements include durable crash-resistant construction, 15-20 minute flight time, NDAA compliance under the American Security Drone Act of 2023, two batteries, power supply, USB cables, spare propellers or accessory kit, and a ruggedized custom-fit hard storage case. The second item specifies a three-year warranty/training package including comprehensive support, unlimited repairs and maintenance, one airframe replacement per year, accessory kit with spare parts and tool kit, on-demand training, in-person training for up to three trainees covering operation, maintenance, troubleshooting, and safety, and visualization/operation software with three-year storage. Vendors must possess an Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Delivery is required by July 19, 2026, to NIST-Boulder (Mail Stop 671, 325 Broadway, Boulder, CO 80305), with partial delivery acceptable. Acceptance is expected within 7 business days, and inspection will occur on-site.
