About this file

This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) Communications Technology Laboratory for the procurement of a Power Sensor Check Standard. NIST's Radio Frequency Technology Division requires a calorimetric power meter to serve as a check standard for power calibrations performed with both connectorized and on-wafer equipment. The power meter must operate in multiple rectangular waveguide bands spanning frequencies from at least 75 GHz to 1.1 THz with typical relative power measurement accuracy of ±5% across all supported bands. Required specifications include measurement ranges from 1 µW to 200 mW, maximum continuous wave input power of at least 200 mW, a calibration factor switch, internal calibration capability using known DC power, USB port for instrument control, temperature drift compensation to less than 2 µW·°C⁻¹, and operational temperature range of 10°C to 30°C. Only new equipment will be considered.

The procurement also includes three waveguide taper items: two WR-10 to WR-6.5 tapers (110–170 GHz, 0.16 dB loss), two WR-10 to WR-4.3 tapers (170–260 GHz, 0.28 dB loss), and two WR-10 to WR-3.4 tapers (220–330 GHz, 0.32 dB loss). All items must be delivered to NIST-Boulder within 12 weeks of contract award. Vendors must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Inspection and acceptance will occur on-site and are expected to be completed within 7 business days. Base manufacturer warranty is acceptable. No training, installation, maintenance, calibration, or facility-specific requirements are specified.

Requirements / Specification Document

TITLE: Power Sensor Check Standard

Requesting Laboratory / Division / Group:

Communications Technology Laboratory Radio Frequency Technology Division Guided Wave Electromagnetics Group (672.01)

General Statement of Need:

The Communications Technology Laboratory (CTL) at the National Institute of Standards and Technology (NIST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of communications technology development, from fundamental characterization and discovery to production.

To support research and measurement services in radio frequency and microwave power, the Radio Frequency Technology Division in CTL requires a power sensor that can operate in multiple rectangular waveguide bands. The power sensor will serve as a check standard for power calibrations performed with both connectorized and on-wafer equipment. Only new equipment will be considered.
