About this file
This is a Requirements/Specification Document from the National Institute of Standards and Technology (NIST) for the procurement of vector network analyzer equipment and related items.
NIST's Communications Technology Laboratory, Spectrum Technology and Research Division, requires two 2-port vector network analyzers (VNAs) capable of characterizing radio-frequency circuits up to 20 GHz frequency to measure scattering parameters for spectrum studies. Each VNA must include the following specifications: 3.5mm or compatible connectors, spectrum analysis capability to 20 GHz, integrated or external noise source for Y-factor measurements with associated software, fully automatic 2-port calibration unit with compatible connectors, and integrated screen display. Additionally, two removable batteries compatible with the VNAs are required. All equipment must be new (not refurbished or reconditioned) and covered by the original manufacturer's full warranty with U.S.-based service support. The procurement also requires a certificate of calibration from the manufacturer for each purchased item. Delivery is specified to NIST-Boulder, Building 3 Room 3A-119 (which has a loading dock), addressed to Aric Sanders, Mail Stop 675.01. Inspection and acceptance will occur on-site and are not expected to exceed seven business days. Electronic media requirements include software and electronic manuals. No training, installation, maintenance, or facility/utility considerations are required. Base manufacturer warranty is acceptable, and no option periods have been selected.

Requirements / Specification Document
TITLE: Vector Network Analyzer
Requesting Laboratory / Division / Group:
Communications Technology Laboratory 675 Spectrum Technology and Research Division Applied Systems Metrology Group .01
General Statement of Need:
The Spectrum Technology and Research Division requires 2-port vector network analyzer(s) to characterize radio-frequency circuits up to a frequency of 20 GHZ. This capability is required to measure the scattering parameters of systems used in impact and in-situ spectrum studies. To ensure the highest quality measurement, an automatic calibration unit is required. To assist in the real time diagnostic feedback, the ability to do spectrum analysis to 20 GHz and an integrated screen are required. The equipment must be new (not refurbished or reconditioned) and covered by the original manufacturer’s full warranty with service provided by that manufacturer’s U.S.-based service organization.
