About this file

This is a Requirements/Specification Document for procurement of an outdoor small Uncrewed Aircraft System (sUAS) by the National Institute of Standards and Technology (NIST) Communications Technology Laboratory, Public Safety Research Division.

The Public Safety Research Division requires one modular, sub-55-pound multirotor sUAS airframe and operator control unit capable of outdoor flight for drone simulator testing and link loss research. The aircraft must be NDAA and/or TAA compliant with durable construction capable of surviving crashes. Technical specifications include: 2.4/5 GHz and 5G/LTE capability; IP55 rating for the aircraft and IP54 for the operator control unit; sub-60 second startup time; minimum 40-minute flight time; GPS-denied position-hold operation; true 360-degree obstacle avoidance; 4K minimum video resolution with infrared and telephoto navigation cameras; gimbal stabilization with lights (~1000 lumens); two 256 GB micro-SD cards; three batteries and one dual charger; ruggedized custom-fit storage case; spare propellers; and minimum windspeed handling of 11.17 m/s (25 mph). The procurement also includes one lot of attachments: RTK/PPK GPS, payload dropper, parachute, spotlight, and speaker. Vendors must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) on SAM.gov at time of award. Delivery is required by August 19, 2026, to NIST-Boulder (325 Broadway, Boulder, CO 80305), with partial delivery acceptable. Base manufacturer warranty of one year including labor and parts is required, along with a one-year maintenance plan that includes spare parts, software updates, and manuals. Autonomy drone software license and acceptance within seven business days are also specified requirements.
