The aircraft must feature durable construction with propeller guards, GPS-denied position-hold capability, real-time object awareness and floor-plan creation autonomy, onboard white and blue LED lights, crash recovery mode (turtle mode), lidar mapper with forward-facing tracking cameras, 4K video recording with gimbal stabilization, FLIR camera, 2-way audio communications, glass breaker, payload dropper, and robot mount capabilities. Flight time must be between 15 to 20 minutes. The system must be NDAA Compliant under the American Security Drone Act of 2023 and include a ruggedized hard storage case, two batteries, power supply, USB cables, and spare propellers or accessory kit. A three-year warranty and support plan is required, including an accessory kit with unlimited repairs and maintenance, one airframe replacement annually, on-demand training, in-person training for up to three trainees covering operation, maintenance, troubleshooting and safety, and visualization/operation software with three-year data storage.
Delivery is required to NIST-Boulder (Attn: Donald Harriss, Mail Stop 671, 325 Broadway, Boulder, CO 80305) no later than July 19, 2026. Partial delivery is acceptable. Acceptance is not expected to exceed seven business days. Vendors must possess an Export Control Classification Number (ECCN) and an Active Unique Entity Identification Number (UEI) registered on SAM.gov at time of award.

TITLE: Small Uncrewed Aircraft System
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Public Safety Research Division (671.00)
General Statement of Need:
The Public Safety Research Division is in need of a lidar mapping, indoor-flight capable small UAS (sUAS) to develop indoor flight configurations and standard test methods for link loss research in our Public Safety Innovation Technology Center. This aircraft will be used for laboratory demonstrations and scientific research of first responder UAS. PSCR desires to purchase a specific sUAS that meets the required specifications.
