About this file
This document is a Solicitation for a firm-fixed-price contract to purchase a CO2/H2O Trace Gas Analyzer and N2O/H2O Trace Gas Analyzer and associated hardware for the USDA Agricultural Research Service in Beltsville, Maryland. The solicitation outlines detailed technical requirements for the gas analyzers, including measurement ranges, accuracy, environmental operating conditions, and power specifications. The contract has a period of performance from the award date to January 31, 2025. The procurement will use Lowest Priced Technically Acceptable (LPTA) source selection, evaluating offers based on meeting the technical specifications and acceptable past performance. Offers are due by 9:00 AM EST on November 28, 2024 and must be submitted electronically. The government reserves the right to cancel the solicitation.

One (1) New CO2/H2O Trace Gas Analyzer and a N2O/H2O Trace Gas Analyzer and Associated Hardware.
Or equivalent.
CO2/H2O Analyzer Requirements
• Must be suitable for both long-term autochamber and survey measurements of soil CO2 flux.
• Must provide rapid and precise measurements of CO2 and H2O concentrations.
• Must allow a CO2 measurement range of 0-20,000 ppm and accuracy better than 1.5% of reading.
• Must allow H2O measurement range of 0-60,000 ppm and accuracy better than 1.5% of reading.
• Must operate under wide environmental conditions:
o Temperature: -5 deg to 45 degrees C to enable field deployment in the range of conditions typically encountered in Beltsville, Maryland, USA.
o Sample humidity: 0-99.9% non-condensing relative humidity
• Instrument(s) must be able to attain stated specifications when encountering both low
(winter) and high (summer) concentrations of CO2 and H2O typical in recirculating flux chambers deployed on surface soils in Beltsville, Maryland, USA.
• Must be compatible with recirculating air systems for chamber flux measurement.
• Must operate on DC power with appropriate adapter.
• Must be able to power off a battery.
• For field measurement, must provide low power draw, less than or equal to 5 W.
• Must be designed for field use.
• Must weigh less than 3 kg (batteries included) and reside in a compact, crushproof, weather resistant case to allow comfortable manual transport by field personnel.
• Must integrate in parallel with another trace gas analyzer for combined gas measurements from a single source.
• Must be compatible with LI-7820 trace gas analyzer, and allow real-time flux calculations with LI-COR SoilFluxPro software.
• Qty: 1 CO2/H2O gas analyzers
N2O/H2O Analyzer Requirements
• Must provide rapid and precise measurements of N2O and H2O concentrations with measurement of 1 sample per second.
• Must provide stable measurements with maximum N2O drift < 1 ppb per 24-hour period.
• Must have rapid response time for N2O measurement (< 2 seconds for 0 to 330 ppb).
• Must allow an N2O measurement range of 0-100 ppm and precision (1 standard deviation) of 0.4 ppb at 330 ppb with 1 second averaging and 0.2 ppb at 330 ppb with 5 sec averaging.
• Must allow H2O measurement range of 0-60,000 ppm with precision (1 standard deviation) of 45 ppm at 10,000 ppm with 1 second averaging and 20 ppm at 10,000 ppm with 5 second averaging.
• Must operate under wide environmental conditions:
o Temperature: -5 deg to 45 degrees C to enable field deployment in the range of conditions typically encountered in Beltsville, Maryland, USA.
o Sample line humidity: 0-99.9% non-condensing relative humidity
• Instrument(s) must be able to attain stated specifications when encountering elevated and rapidly increasing concentrations of N2O and H2O typical in recirculating flux chambers deployed on surface soils in Beltsville, Maryland, USA.
• Must include a controller and embedded data logger.
• Must include Ethernet and Wifi connectivity.
• Must be compatible with recirculating air systems for chamber flux measurement.
• Must operate on AC or DC power with appropriate adapter.
• Must be able to power off a battery.
• For field measurement, must provide low power draw, less than or equal to 200 W.
• Must be designed for field use.
• Must weigh less than 12 kg (batteries included) and reside in a compact, crushproof, weather resistant case to allow comfortable manual transport by field personnel.
• Must include remote access and control capability.
• Must integrate in parallel with another trace gas analyzer for combined gas measurements from a single source.
• Must be compatible with Li-Cor LI-870 to allow real-time flux calculations with LI-
COR SoilFluxPro software.
• Qty: 1 N2O/H2O gas analyzers.
Accessories
• Trace gas soil cable assembly is required for each set of analyzers (Qty: 1).
• 2-Analyzer split tubing is required for each set of analyzers (Qty: 1).
