101.04 Definitions.
Delete these definitions and replace the following:
Bid Schedule — The Schedule of Items.
Bridge — A structure, including supports, erected over a depression or an obstruction such as water along a road, a trail, or a railway and having a deck for carrying traffic or other loads.
Contractor — The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “Purchaser”.
Culvert — Any structure with a bottom, regardless of fill depth, depth of invert burial, or presence of horizontal driving surface, or any bottomless (natural channel) structure with footings that will not have wheel loads in direct contact with the top of the structure.
Drawings — (Public Works Contracts) Design sheets or fabrication, erection, or construction details submitted to the CO by the Contractor according to FAR Clause 52.236-21 Specifications and Drawings for Construction. Also refers to submissions and submittals.
Notice to Proceed — (Public Works Contracts) Written notice to the Contractor to begin the contract work.
Right-of-Way — A general term denoting (1) the privilege to pass over land in some particular line (including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2) Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.
Solicitation—(Public Works Contracts) The complete assembly of documents (whether attached or incorporated by reference) furnished to prospective bidders.
Add the following definitions:
Adjustment in Contract Price — “Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.
Change — “Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.
Forest Service — The United States of America, acting through the Forest Service, U.S. Department of Agriculture.
Neat Line — A line defining the proposed or specified limits of an excavation or structure.
Pioneer Road — Temporary construction access built along the route of the project.
Purchaser — The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.
Protected Streamcourse — A drainage shown on the plans or timber sale area map that requires designated mitigation measures.
Road Order — An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.
Shop Drawings — (Timber and Stewardship Contracts) Referred to as “Drawings” in FP-14, include drawings, diagrams, layouts, schematics, descriptive literature, illustrations, lists or tables, performance and test data, and similar materials furnished by Purchaser to explain in detail specific portions of the work required by the contract.
Utilization Standards — The minimum size and percent soundness of trees described in the specifications to determine merchantable timber.

Add the following to Subsection 105.02c:
105.02(c) Contractor-located sources.
All material (e.g., soil, gravel, sand, borrow, aggregate, etc.) transported onto National Forest System land or incorporated into the work shall be weed-free. The Contracting Officer may request written documentation of methods used to determine the weed-free status of any and all materials furnished by the contractor. Contractor-provided expertise and methods to establish weed-free status must be appropriate for the weeds of concern in the local area. The following applies to this contract:
A Forest Service weed specialist will inspect proposed sources to determine weed-free status. Provide the Contracting Officer written notification of proposed material sources 21 days prior to use. Written approval of the specific source will be provided to the contractor by the CO. If weed species are present in the proposed source, appropriate mitigation measures may allow conditional use of the source as required by the Contracting Officer.

106.01 Conformity with Contract Requirements.
Follow the requirements of FAR Clause 52.246-12 Inspection of Construction.
References to standard test methods of AASHTO, ASTM, GSA, and other recognized standard authorities refer to the methods in effect on the date of solicitation for bids.
Perform all work to the lines, grades, cross-sections, dimensions, and processes or material requirements shown on the plans or specified in the contract.
Incorporate manufactured materials into the work according to the manufacturer’s recommendations or to these specifications, whichever is more strict.
Plan dimensions and contract specification values are the values to be strived for and complied with as the design values from which any deviations are allowed. Perform work and provide material that is uniform in character and reasonably close to the prescribed value or within the specified tolerance range. The purpose of a tolerance range is to accommodate occasional minor variations from the median zone that are unavoidable for practical reasons.
When standard manufactured items are specified (such as fence, wire, plates, rolled shapes, pipe conduits, etc., that are identified by gauge, unit mass, section dimensions, etc.), the identification will be considered to be nominal masses or dimensions. Unless specific contract tolerances are noted, established manufacturing tolerances will be accepted.
The Government may inspect, sample, or test all work at any time before final acceptance of the project.
When the Government tests work, copies of test reports are furnished to the Contractor upon request.
Government tests may or may not be performed at the work site. If Contractor testing and inspection is verified by the Government, the Contractor’s results may be used by the Government to evaluate work for acceptance. Do not rely on the availability of Government test results for process control.
Acceptable work conforming to the contract will be paid for at the contract unit bid price. Four methods of determining conformity and accepting work are described in Subsections 106.02 to 106.05 inclusive.
The primary method of acceptance is specified in each Section of work. However, work may be rejected at any time it is found by any of the methods not to comply with the contract.
Remove, repair, or replace work that does not conform to the contract, or to prevailing industry standards where no specific contract requirements are noted. Removing, repairing, or replacing work;
providing temporary traffic control; and any other related work to accomplish conformity will be at no cost to the Government.
(a) Disputing Government test results. If the accuracy of Government test results is disputed, promptly inform the CO. If the dispute is unresolved after reasonable steps are taken to resolve the dispute, further evaluation may be obtained by written request. Include a narrative describing the dispute and a proposed resolution protocol that addresses the following:
Sampling method;
Number of samples;
Sample transport;
Test procedures;
Testing laboratories;
Reporting;
Estimated time and costs; and Validation process.
If the evaluation requires additional sampling or testing be performed, mutually agree with the Government on witnessing procedures and on sampling and testing by a third party laboratory. Use a third party laboratory accredited by the AASHTO accreditation program. Provide proof of the laboratory’s accreditation for the test procedures to be used. Do not use the same laboratory that produced the disputed Government test results or that produced the test results used as a basis for the dispute.
The CO will review the proposed resolution protocol and may modify it before final approval and execution.
The Government will use the approved resolution protocol test results to determine the validity of the disputed testing. If the Government test results are validated, the Contractor will be responsible for all costs associated with developing and performing the resolution protocol. If the Government test results are not validated, the Government will be responsible for all costs associated with developing and performing the resolution protocol. If the validity of the Government test results cannot be determined, the Contractor and Government will equally share all costs associated with developing and carrying out the resolution protocol.
(b) Alternatives to removing and replacing non-conforming work. As an alternative to removal and replacement, the Contractor may submit a written request to:
1. Have the work accepted at a reduced price; or
2. Be given permission to perform corrective measures to bring the work into conformity.
The request must contain supporting rationale and documentation. Include references or data justifying the proposal based on an evaluation of test results, effect on service life, value of material or work, quality, aesthetics, and other tangible engineering basis. The CO will determine disposition of the nonconforming work.

Acceptance is based on visual inspection of the work for compliance with the specific contract requirements. Use prevailing industry standards in the absence of specific contract requirements or tolerances.

Construction Requirements
156.03 General. Accommodate traffic according to MUTCD, approved traffic control plan and this section. Perform work in a manner that ensures safety and convenience of the public. Unless otherwise provided for in Table 156-1, keep existing roads open to all traffic during road improvement work, and maintain them in a condition that will adequately accommodate traffic. Delays may not exceed N/A minutes at any one time followed by an open period of no less than N/A minutes. Accommodate public traffic on roads adjacent to and within the project until the project is accepted according to Subsection 106.07(b).
Submit traffic control plan at least 30 days prior to intended use. Perform no work that interferes or conflicts with traffic or existing access to the roadway surface until a traffic control plan has been approved.
Post construction signs and traffic control devices in conformance with MUTCD and Forest Service EM 7100-15. All required signs will be in place and approved prior to beginning work on project.
If the Contractor agrees in writing to allow public traffic to use a new road being constructed prior to completion, it will be considered an existing road for traffic control purposes.
156.04 Temporary Traffic Control. Install and maintain temporary traffic control devices adjacent to and within the project as required by the approved traffic control plan and the MUTCD. Install and maintain traffic control devices as follows:
(a) Furnish and install traffic control devices before the start of construction operations.
(b) All detours outside of clearing limits will be approved in writing by the Contracting Officer as part of the traffic control plan.
(c) Install only those traffic control devices needed for each stage or phase.
(d) Relocate temporary traffic control devices as necessary.
(e) Remove devices that no longer apply to the existing conditions.
(f) Immediately replace any device that is lost, stolen, destroyed, or inoperative.
(g) Keep temporary traffic control devices clean.
(h) Remove all temporary traffic control devices upon contract completion or when approved.
(i) When required, use flaggers certified by the American Traffic Safety Services Association, the National Safety Council, the International Municipal Signal Association, a state agency, or other acceptable organization. Perform the work described under MUTCD Part 6. Use type III, VII, VIII, or IX retroreflective sheeting on flagger paddles. Do not use flags. Flaggers must wear high visibility safety apparel as required by MUTCD 6E.02.
156.05 Temporary Closures. Road segments may be closed as shown in Table 156-1. The maximum consecutive days of closure shall be followed by a minimum number of consecutive days open to traffic as shown. Maintain traffic control devices during closure period(s). Appropriate barricades and signs will be erected and maintained as shown in the traffic control plan or as otherwise designated.
Prior to closing roads during construction, give written notice to the Contracting Officer at least 10 days in advance.

Add the following:
Any draft suction hose used by the Contractor to withdraw water from a live stream or pond located on National Forest land, shall utilize one of the following methods of screening on the inlet.
(a) Perforated Plate: Screen openings shall not exceed 3/32 or 0.0938 inches.
(b) Profile Bar Screen: The narrowest dimension in the screen openings shall not exceed 5/64 or 0.0781 inches in the narrowest direction.
(c) Woven Wire Screen: Screen openings shall not exceed 3/32 or 0.0938 inches in the narrow direction.
All screens or plate shall be cleaned frequently with a wire brushing, flushing, or any other acceptable method approved by the CO.

PART 1 - GENERAL
1.1 SUMMARY
A. Section Includes:
1. Cast-in-place concrete, including concrete materials, mixture design, placement procedures, and finishes for the Trash Screen Wall for the Dee Wright Restroom.
B. Related Requirements:
1. Section 031000 "Concrete Forming and Accessories" for form-facing materials, form liners, insulating concrete forms, and waterstops.
2. Section 032000 "Concrete Reinforcing" for steel reinforcing bars and welded-wire reinforcement.
3. Section 312000 "Earth Moving" for drainage fill under slabs-on-ground.
1.2 DEFINITIONS
A. Cementitious Materials: Portland cement alone or in combination with one or more of the following: blended hydraulic cement, fly ash, slag cement, and other pozzolans materials subject to compliance with requirements.
B. Water/Cement Ratio (w/cm): The ratio by weight of water to cementitious materials.
1.3 PREINSTALLATION MEETINGS
A. Preinstallation Conference: Conduct conference at Project site Dee Wright Observatory Parking Area.

1.6 QUALITY ASSURANCE
A. Ready-Mixed Concrete Manufacturer Qualifications: A firm experienced in manufacturing ready-mixed concrete products and that complies with ASTM C94/C94M requirements for production facilities and equipment.
1. Manufacturer certified in accordance with NRMCA's "Certification of Ready Mixed Concrete Production Facilities."
1.7 PRECONSTRUCTION TESTING
A. Preconstruction Testing Service: Engage a qualified testing agency to perform preconstruction testing on each concrete mixture.
1. Include the following information in each test report:
a. Admixture dosage rates.
b. Slump.
c. Air content.
d. Seven-day compressive strength.

1.8 DELIVERY, STORAGE, AND HANDLING
A. Comply with ASTM C94/C94M and ACI 301 (ACI 301M).
B. Steel Reinforcement: Deliver, store, and handle steel reinforcement to prevent bending and damage.
1.9 FIELD CONDITIONS
A. Cold-Weather Placement: Comply with ACI 301 (ACI 301M) and ACI 306.1.
B. Hot-Weather Placement: Comply with ACI 301 (ACI 301M) and ACI 305.1
(ACI 305.1M).
PART 2 - PRODUCTS
2.1 CONCRETE, GENERAL
A. ACI Publications: Comply with ACI 301 (ACI 301M) unless modified by requirements in the Contract Documents.
2.2 CONCRETE MATERIALS
A. Cementitious Materials:
1. Portland Cement: ASTM C150/C150M, Type I or Type II.
2. Fly Ash: ASTM C618, Class C or F.
3. Slag Cement: ASTM C989/C989M, Grade 100 or 120.
4. Blended Hydraulic Cement: ASTM C595/C595M, Type IS, portland blast-furnace slag Type IP, portland-pozzolan cement.
B. Normal-Weight Aggregates: ASTM C33/C33M, coarse aggregate or better, graded. Provide aggregates from a single source.
1. Maximum Coarse-Aggregate Size: 1 inch (25 mm) nominal.
2. Fine Aggregate: Free of materials with deleterious reactivity to alkali in cement.

2.5 CONCRETE MIXING

B. Project-Site Mixing: Measure, batch, and mix concrete materials and concrete in accordance with ASTM C94/C94M. Mix concrete materials in appropriate drum-type batch machine mixer.
1. For mixer capacity of 1 cu. yd. (0.76 cu. m) or smaller, continue mixing at least 1-1/2 minutes, but not more than five minutes after ingredients are in mixer, before any part of batch is released.
2. For mixer capacity larger than 1 cu. yd. (0.76 cu. m), increase mixing time by 15 seconds for each additional 1 cu. yd. (0.76 cu. m).
3. Provide batch ticket for each batch discharged and used in the Work, indicating Project identification name and number, date, mixture type, mixture time, quantity, and amount of water added. Record approximate location of final deposit in structure.

PART 3 - EXECUTION
3.1 FORMWORK
A. Design, erect, shore, brace, and maintain formwork, according to ACI 301, to support vertical, lateral, static, and dynamic loads, and construction loads that might be applied, until structure can support such loads.
B. Construct formwork so concrete members and structures are of size, shape, alignment, elevation, and position indicated, within tolerance limits of ACI 117.
3.2 INSTALLATION OF EMBEDDED ITEMS
A. Place and secure anchorage devices and other embedded items required for adjoining Work that is attached to or supported by cast-in-place concrete.
1. Use setting drawings, templates, diagrams, instructions, and directions furnished with items to be embedded.
2. Install anchor rods, accurately located, to elevations required and complying with tolerances in Section 7.5 of ANSI/AISC 303.
3.3 STEEL REINFORCEMENT
A. General: Comply with CRSI's "Manual of Standard Practice" for placing reinforcement.
3.4 JOINTS
A. Construct joints true to line, with faces perpendicular to surface plane of concrete.
B. Construction Joints: Coordinate with concrete placement sequence.
1. Install so strength and appearance of concrete are not impaired, at locations indicated or as approved by CO.

C. Control Joints in wall: Form weakened-plane control joints, sectioning concrete into areas as indicated. Construct control joints for a depth equal to at least ten percent of concrete thickness as follows:
1. Grooved Joints: Form control joints after initial floating by grooving and finishing each edge of joint to a radius of 1/8 inch (3.2 mm). Repeat grooving of control joints after applying surface finishes. Eliminate groover tool marks on concrete surfaces.
2. Sawed Joints: Form control joints with power saws equipped with shatterproof abrasive or diamond-rimmed blades. Cut 1/8-inch- (3.2-mm-) wide joints into concrete when cutting action does not tear, abrade, or otherwise damage surface and before concrete develops random cracks.
3.5 Use a bonding agent at locations where fresh concrete is placed against hardened or partially hardened concrete surfaces CONCRETE PLACEMENT
A. Before placing concrete, verify that installation of formwork, reinforcement and embedded items are complete and that required inspections are completed.
B. Notify COR and testing and inspection agencies 24 hours prior to commencement of concrete placement.
C. Do not add water to concrete during delivery, at Project site, or during placement unless approved by Architect in writing, but not to exceed the amount indicated on the concrete delivery ticket.

3. Deposit concrete in horizontal layers of depth not to exceed formwork design pressures and in a manner to avoid inclined construction joints.
4. Consolidate placed concrete with mechanical vibrating equipment in accordance with ACI 301 (ACI 301M).
a. Do not use vibrators to transport concrete inside forms.
b. Insert and withdraw vibrators vertically at uniformly spaced locations to rapidly penetrate placed layer and at least 6 inches (150 mm) into preceding layer.
c. Do not insert vibrators into lower layers of concrete that have begun to lose plasticity.
d. At each insertion, limit duration of vibration to time necessary to consolidate concrete, and complete embedment of reinforcement and other embedded items without causing mixture constituents to segregate.
3.6 FINISHING FORMED SURFACES
A. As-Cast Surface Finishes:
1. ACI 301 (ACI 301M) Surface Finish SF-1.0: As-cast concrete texture imparted by form-facing material.
a. Patch voids larger than 1-1/2 inches (38 mm) wide or 1/2 inch (13 mm) deep.
b. Remove projections larger than 1 inch (25 mm).
c. Tie holes do not require patching.

3.7 CONCRETE CURING

3. If forms remain during curing period, moist cure after loosening forms.
4. If removing forms before end of curing period, continue curing for remainder of curing period, as follows:
a. Continuous Fogging: Maintain standing water on concrete surface until final setting of concrete.
b. Continuous Sprinkling: Maintain concrete surface continuously wet.
c. Absorptive Cover: Pre-dampen absorptive material before application; apply additional water to absorptive material to maintain concrete surface continuously wet.
d. Water-Retention Sheeting Materials: Cover exposed concrete surfaces with sheeting material, taping, or lapping seams.
e. Membrane-Forming Curing Compound: Apply to wall uniformly in continuous operation by power spray or roller in accordance with manufacturer's written instructions.
1) Recoat areas subject to heavy rainfall within three hours after initial application.
2) Maintain continuity of coating and repair damage during curing period.
3.8 FIELD QUALITY CONTROL
A. Special Inspections: Contractor will engage a special inspector to perform concrete plant tests and inspections and prepare testing and inspection reports.
B. Testing Agency: Contractor will engage a qualified testing and inspecting agency to perform tests and inspections and to submit reports on the concrete mix design.
1. Testing agency to immediately report to COR, Contractor, and concrete manufacturer any failure of Work to comply with Contract Documents.
2. Testing agency shall submit results of tests and inspections, in writing, to C.O.
and COR in the Concrete Mix Design submittal.
a. Test reports to include reporting requirements of ASTM C31/C31M, ASTM C39/C39M, and ACI 301, including the following as applicable to each test and inspection:

Batch Tickets: For each load delivered, submit three copies of batch delivery ticket to testing agency, indicating quantity, mix identification, admixtures, design strength, aggregate size, design air content, design slump at time of batching, and amount of water that can be added at Project site.
1. Batch Ticket inspection and testing information for the concrete will be reviewed on-site for specified concrete testing results for slump, air entrainment and temperature. Batch ticket inspection and testing information that’s not within the required concrete design mixture tolerances shall result in rejection of the concrete as specified.
D. Inspections:
1. Verification of use of required design mixture.
2. Concrete placement, including conveying and depositing.
3. Curing procedures and maintenance of curing temperature.
4. Verification of concrete strength before removal of shores and forms from beams and slabs.
E. Concrete Tests: Testing of composite samples of fresh concrete obtained in accordance with ASTM C 94/C 94M shall be performed in accordance with the following requirements:
1. Additional Tests:
a. Testing and inspecting agency to make additional tests of concrete when test results on batch ticket indicate that slump, air entrainment, or other requirements have not been met, as directed by COR.
2. Additional testing and inspecting, at Contractor's expense, will be performed to determine compliance of replaced or additional work with specified requirements.
3. Correct deficiencies in the Work that test reports and inspections indicate do not comply with the Contract Documents.

3.9 PROTECTION
A. Protect concrete surfaces as follows:
1. Protect from petroleum stains.
2. Diaper hydraulic equipment used over concrete surfaces.
3. Prohibit placement of steel items on concrete surfaces.
4. Prohibit use of acids or acidic detergents over concrete surfaces.
5. Protect flat work during periods of precipitation with adequate waterproof covering. Support covering so that finishing may be performed and initial set obtained without damage. Dragging of tarpaulin or other covering across unset concrete will not be permitted.
PART 4 - MEASUREMENT
4.1 METHOD OF MEASUREMENT
A. Measurement will be made on a square foot basis of completed vertical wall face section, not including the footing area. The footings for the completed walls are considered incidental to these items and will not be paid separately.

B. Hot-Weather Requirements: Comply with hot-weather construction requirements contained in TMS 602/ACI 530.1/ASCE 6.
PART 2 - PRODUCTS
