Specification for Kidney Bean Mold Manufacturing (Spec) Portsmouth Naval Shipyard
THE PURCHASE DESCRIPTION SET FORTH BELOW REFLECTS THOSE CHARACTERISTICS
WHICH ARE ESSENTIAL TO THE MINIMUM NEEDS OF THE GOVERNMENT.
1.0 Background: Portsmouth Naval Shipyard (PNSY) requires a mold to be manufactured to create a rubber gasket using compression molding. The mold required to create this gasket is no longer available and PNSY does not have the capacity to manufacture it in house.
2.0 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to manufacture the mold as defined in this Spec except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
3.0 Objectives: The objective of this contract is to obtain a manufactured mold following PNSY provided drawings, for the purpose of manufacturing molded rubber using compression molding.
4.0 Scope: This specification covers the general design and performance requirements for the purchase of the manufactured mold required for shop 976’s rubber creation process.

6.0 Order of Precedence: In the event of conflict between the text of this specification and that of the references cited above, the text of this specification shall take precedence. Nothing in this specification, however, shall supersede applicable laws or regulations unless a specific exemption has been obtained.
7.0 Requirements
7.1 General Description: The specification covers the minimal government requirements for the mold. Used in compression molding, the mold will be placed between 2 heated platens and then compressed for a certain length of time.
7.2 Performance: The mold shall be capable of performing its intended function in accordance with the operation and performance requirements specified herein.
The mold shall be manufactured following the design provided by the shipyard and be able to withstand temperatures of up to 500°F and tonnages up to 1000 tons.
7.3 Personnel Safety and Health Requirement: Mold shall comply with all specific requirements of “OSHA Safety and Health Standard (29CFR1910), General Industry” that are applicable to the mold.
7.4 Operating Environment: The proposed system shall be operated in a heavy industrial environment and shall be capable of continuous operation over an extended period of time with minimal maintenance and upkeep. The equipment shall be suitable for operation in an indoor industrial environment, at variable ambient temperatures of 60oF to +120oF, with humidity levels up to 100%, in a dust-laden atmosphere.
7.5 Construction: The mold shall be designed for continuous operation. The mold shall be engraved with the mold number, plan and piece number which shall be provided by PNSY post award.
(a) The mold shall be manufactured following the design provided by the shipyard.
(b) If changes are made to the PNSY provided drawings, detailed drawings shall be sent to PNSY for review and acceptance for a period of up to 10 business days before starting manufacturing of the mold.
(c) For drawings not accepted, contractor shall work with PNSY to modify drawings for acceptable end product.
7.6 Inspection: PNSY shall evaluate the contractor’s performance under this contract. Finished mold will be sent to PNSY’s inside machine shop who will perform profile measurements and inside diameter measurements as well as any other applicable measurements corresponding to the accepted drawing.
8.0 General Information
8.1 Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
8.2 Recognized Holidays: The contractor shall not conduct business with PNSY on any of the recognized Federal Holidays listed herein.

8.3 Hours of Operation: The contractor is responsible for conducting business with PNSY, between the hours of 06:30 a.m. and 3:00 p.m. Monday thru Friday except Federal holidays or when the Government facility is closed due to local or N4523A19A1300 Page 15 of 26 national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
8.4 Period of Performance: The work to be performed under this contract shall be performed within twelve weeks of award.
8.5 Place of Performance: The work to be performed under this contract will be performed at the Contractor’s place of business.
8.6 Type of Contract: The government will award a firm-fixed-price commercial service blanket purchase agreement (BPA).
8.7 Special Delivery Instruction: The contractor shall notify the receiving activity of the scheduled arrival date of the mold and any special handling requirements. Notification shall be made not less than 72 hours prior to the delivery date. This notification is necessary to ensure off-loading services are arranged. If proper notification is not given, the Government will not responsible for any delays and expenses caused by the inability to off-load the supplies upon delivery. Portsmouth Naval Shipyard will not accept deliveries after 1300 hours Monday through Thursday and not after 1200 hours on Fridays. No deliveries will be accepted on Saturday or Sunday.
8.8 Post Award Conference/Periodic Progress Meetings: The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
8.9 Contracting Officer Representative (COR): The (COR) will be identified by separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies; coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.
8.10 Key Personnel: The follow personnel are considered key personnel by the government: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 a.m. to 4:30p.m., Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.
8.11 Data Rights: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
8.12 Organizational Conflict of Interest: Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 9.5. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the Contracting Officer may affect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI.
