GAOA MT Kootenai: Boat Launches and Dock Replacements:
Alvord Specifications
Three River Ranger District Kootenai National Forest
Project Summary: The Kootenai National Forest is seeking to replace the old and damaged floating dock at the Alvord Outdoor Classroom and Trail with a high-quality floating dock and gangway that meet Forest Service Accessibility Standards. The current plastic dock is cracked and damaged and no longer has adequate floatation. The site is on a small, protected lake which is subject to moderate winds and natural wave action. The Dock will be left in the water year-round and should be designed to accommodate freeze thaw cycles with limited ice movement. The lake does not experience large fluctuations of water level, but it does change moderately between the seasons. The dock will serve as an observation and viewing location for users of the Alvord Trail.
Delivery/Installation Location: Delivery and installation location is approximately 6 miles northwest of Troy, MT off of Forest Road 14381. Dock to be installed on the western shore of Alvord Lake near the Outdoor Classroom at the following coordinate location: 48.498922, -115.886659. Water access to the lake can be found at the boat launch and trailhead on the northern end of the lake. See figures 5 and 6 for general and specific maps. Delivery and installation location may not be accessible depending on weather and snow levels.
Driving directions to the boat launch and trailhead: From US Hwy 2 in Troy, MT, head north on 3rd Street for .4 miles. Turn left onto Mill Road. After .4 miles turn right onto Roosevelt Parkway and head across the river. Turn left onto River Road and head straight for 1 mile. Continue straight onto Kilbrennan Lake Road. After 1.4 miles keep right on Kilbrennan road. In .4 miles keep right onto Rabbit Creek Road. In 1.5 miles turn right onto Forest Road 14381 (Alvord Lake Road) and keep straight. In .7 miles you will arrive at the Alvord Boat Launch and Trailhead.
Additional Site Information: The dock is to be installed near the Alvord Outdoor Classroom which is along the Alvord Lake Trail. There is not a road to the location where the dock will be installed.
However, there is an ADA trail to the site which has a 48” tread width and can accommodate a small excavator or skid steer. The Alvord Boat Launch is located at the very northern end of the lake and provides water access to the dock location which is just south of the boat launch by 800 feet. The floating sections of the dock will likely need to be launched from here and floated across by boat to the installation location. See the attached photos and maps for site layout.
Delivery Notice: After notice of award, the vendor shall deliver, assemble, and install the dock and gangway at the specified location (See Figure 5 and 6) within the period of performance of the contract.
The vendor will coordinate with Ben Bernall (406-291-4670) or another government provided contact at least seven (7) days prior to delivery and to schedule inspection.
Description of work: Supply, deliver, install, and anchor a prefabricated gangway and floating dock at the Alvord Lake Outdoor Classroom on the Kootenai National Forest, Montana.
Technical specifications:
Floats/Dock Construction:
1. Dock to consist of two (2) of 6’ by 20’ prefabricated floating dock sections and all connections (see photo 1 for layout). to be delivered and installed on site by vendor, ready for use by the public.
2. Dock frame to be constructed with either heavy-duty steel truss framing that is corrosion resistant (galvanized or painted) or marine grade aluminum.
3. Floats to be constructed of Ace Roto-Mold Float Drums filled with EPS foam, or industry equivalent CO approved polyethylene encased flotation.
4. Deck and floatation should support a minimum live load of 30psf or 300 pounds concentrated load on any 2 foot by 2 foot area. Dock free board should float 8” above the water level with live load.
5. Decking to be made of composite material such as MoistureShield or Trex that has a wood-like aesthetic and is constructed with recycled and sustainable materials.
6. Dock to have adequate construction and design to remain in water during freeze and thaw cycles. The dock should be able to be unhooked or loosened from anchors to prevent ice damage during the winter.
7. Any material used in the dock structure, attachment points, bolts, screws, and hardware shall provide for resistance to rust and corrosion.
Anchoring: Contractor to provide a recommended attachment method with anchor attachment points and adequate retention to keep the dock in position and anchored during use.
8. The preferred anchor system would tie the dock into the shore and not require interaction with the lakebed if possible.
9. Other acceptable methods include, but are not limited to, weighted cross chaining with deadmen, driven pile guides, or helical anchors.
10. Design and construct the dock anchor system including all necessary attachment points on the dock.
11. During installation, dock to be anchored according to designed attachment method.
12. Depending on the anchoring method, permits may be required. In this event, The Forest
Service will be responsible for obtaining the necessary permits for installation. Contractor to coordinate with the Forest Service so that proper permits can be obtained in advance of the dock delivery and installation.
ADA Accessibility: All aspects of the dock and gangway to comply with the ADA requirements for boating and recreation facilities.
13. Docks to be equipped with wheel-chair curbing (bull rails) around the perimeter of the dock that meet ADA accessibility standards.
14. Gangway, when installed, shall have a 1:12 or less (8.33 percent) gradient and transition plates to provide smooth transition onto the dock and meet ADA standards.
Gangway:
15. Gangway to be 4’ (minimum interior width) by 20’ and constructed out of lightweight marine grade aluminum. Include rollers on the dock-side to account for dock movement.
16. All aspects of the gangway to be ADA complaint including the transition plates, interior dimensions, and handrails.
17. Gangway to have attachment points and connections for anchor design as necessary.

Koocanusa Specifications
Libby Ranger District Kootenai National Forest
Project Summary: The Kootenai National Forest is seeking to replace the old and damaged floating dock at the Koocanusa Marina with a high-quality floating dock assembly that meet Forest Service Accessibility Standards. The current plastic dock is cracked and damaged and no longer has adequate floatation. The site is on a large reservoir which is subject to high winds and substantial natural and boat-caused wave action. The Dock will be removed from the water during the winter and should be designed accordingly. The reservoir experiences large fluctuations of water level throughout the year.
Dock Capacity: 4 (Number of 20’ boats)
Delivery Location: Delivery and assembly location is on the eastern shore of Lake Koocanusa approximately 25 miles northeast of Libby, MT off of Montana State Highway 37. The dock is to be delivered and assembled at the boat ramp of the Koocanusa Marina recreation site (48.483020, - 115.271364). See figures 11 and 12 for general and specific map locations.
Driving directions: From Libby, MT, head north on State Hwy 37. After 24 miles turn left into the Koocanusa Marina and follow the road down to the boat ramp.
Delivery Notice: After notice of award, the vendor shall deliver, assemble the dock and gangway within the period of performance of the contract. The vendor will coordinate with Micah Miller (406-260-2176) or another provided government contact at least seven (7) days prior to delivery to schedule inspection.
Description of work: Supply a prefabricated, movable floating dock and all connections that shall be delivered and assembled on site by vendor, and ready for use by public. To be delivered to the Koocanusa Marina Boat Launch on Lake Koocanusa, Kootenai National Forest, Montana.
Technical specifications:
Floats/Dock Construction:
Due to the constant fluctuation of water level in the Koocanusa reservoir, this dock is to be designed and constructed to be moved up and down the concrete boat ramp throughout the year. The dock assembly will consist of sections of floats attached to heavy rollers and arms that can be rolled up and down the ramp using a standard ½ ton truck and be chocked into place for use. The following specifications and criteria to be met.
1. Dock to consist of the following sections (See fig. 7)
a. Two (2) 6’x20’ floating sections at the end of the dock that extend out into the water.
Attached rollers and legs that adjust to the water depth as the dock is rolled up and down the concrete boat ramp. Legs to extend to a depth of 7’. (See fig. 8)
b. A 12’ span of steel or aluminum trusses and decking that attaches the large steel roller and gangway assembly to the floats. (See fig. 9)
c. A 7’-8” section of steel or aluminum trusses with decking attached to a large roller assembly and brake mechanism. (See fig. 10)
d. A 5’ long aluminum gangway that connects to the roller assembly and provides ADA access from the boat ramp onto the boat dock.
e. All sections to be ADA compliant and equipped with wheelchair curbing.
2. Dock to support a minimum weight of 60 lbs. per square foot, resist a 400-pound concentrated vertical load at any point on the deck surface without violation of the freeboard.
3. Dock frame should be constructed with either heavy-duty steel truss framing that is corrosion resistant (galvanized or painted) or marine grade aluminum.
4. Floats to be constructed with Ace Roto-Mold Float Drums filled with EPS foam, or industry equivalent CO approved polyethylene encased flotation.
5. Includes a chock block system to prevent the dock from rolling downhill during dry storage (see Fig. 10 for example).
6. Decking to be made from composite material such as MoistureShield or Trex that has a wood-like aesthetic and is constructed with recycled and sustainable materials.
7. Dock can withstand winds of 50MPH and accompanying wave action with minimal deflection both horizontally and vertically.
8. Modular design: can add or remove section to meet needs; sections easily attachable; when attached dock floats as a unit; connectors are rust resistant.
a. Install a removable bumper at the end of the dock to cover modular connections.
9. Dock has the capacity to be used by four 20’ boats.
Gangway:
10. Provide and install a gangway to be made of lightweight marine grade aluminum.
Dimensions to be 4’ wide by 5’ long.
11. Gangway to include handrails, transition plates, and skid plates.
12. includes mechanism that allows for dock to move with changes in water levels.
13. Capable of being moved a minimum 1 mile with a regular ½ ton pickup truck with standard ball hitch.
14. Meet ADA guidelines for accessible boating facilities; wheelchair curbing (bull rail), gangway 1:12 slope, transition plate, handrails on gangway, dock minimum interior width of 60", and gangway minimum interior width of 48".
15. Dock and gangway require minimum maintenance; materials will withstand sun, water, and traffic without the need to paint or resurface for 10 years.
ADA Accessibility:
All aspects of the dock and gangway to comply with the ADA requirements for boating and recreation facilities.
16. Gangway to have a minimum interior width of 36”
17. Docks to be equipped with wheel-chair curbing (bull rails) around the perimeter of the dock that meet ADA accessibility standards. Minimum of 60” width of clearance.
18. Gangway, when installed, shall have a 1:12 or less (8.33 percent) gradient and transition plates to meet ADA accessibility guidelines
