SPECIFICATIONS FOR AUSTERE LOCATION FORCE PROTECTION KIT (ALFPK)

1. SPECIFIC REQUIREMENTS

1.1. The contractor will deliver and install the ALFPK in the designated location and ensure the

ALFPK systems works and there is no fault with the system. If the ALFPK is found to be faulty, contractor shall replace it free of charge within thirty (30) calendar days after notification or detection of faulty equipment.

1.2. Contractor shall provide all hardware, peripherals, and equipment necessary for a complete installation of the ALFPK. Contractor shall provide their standard manufacturer’s warranty.

1.3. The contractor shall be responsible for repairing any damages caused by his/her actions at no additional cost to the Government.

1.4. DELIVERY LOCATION:

1.5. DELIVERY TERMS: FOB Destination

1.5.1. Delivery is to be completed within 180 calendar days after date of contract (ADC).

2. GENERAL INFORMATION

2.1. HOURS OF OPERATION: Contractor shall perform the installation between the hours of 0900 –

1500 until completion. Schedule coordination will be conducted at contract award.

2.2. STANDARDS OF CONDUCT: Contractor personnel must adhere to standards of conduct as established by the Installation Commander.

2.3. SECURITY REQUIREMENTS:

2.3.1. Contractor/Employee Base Pass and Identification

2.3.1.1. The Contractor shall comply with all requirements and procedures IAW FAR

5352.242-900, Contractor Access to Air Force Installations. Contractor employees shall be required to obtain and display identification passes. The pass is to be used for entry onto Cannon AFB for the sole purpose of completing contract work assignments only and may not authorize additional base privileges. The individuals requesting the passes must have in their possession their social security card and a valid State or Federal form of picture identification. If requesting to drive on Cannon AFB, the individual(s) must have a valid driver’s license, insurance documents, and vehicle registration. Anticipate delays in getting commercial vehicles on base and allow time for commercial vehicles to reach their destination. Drive designated routes at posted speed limits throughout the base. Procedures for commercial vehicle access to the base are subject to change without prior notice.

2.3.2. While performing contract services on Cannon AFB, contractor personnel shall have their issued identification pass on their person at all times.

3. GOVERNMENT FURNISHED PROPERTY (GFP) AND SERVICES:

3.1. The U.S. Government will not provide any equipment, fuel, personnel, utilities, or facilities to the contractor for the execution of this contract. Should an emergency arise, only the necessary basic lifesaving and life support measures will be provided during the emergency or event.

4. ALFPK SPECIFICATIONS

*Any reference to a particular item manufacturer, product, and specifications below merely reflects the salient physical and functional characteristics of the items and are not intended to limit or restrict competition.

The ALFPK system shall consist of the following items:

a) Lightweight, foldable camera masts with four legs, capable of fitting into two (2) lightweight Pelican cases.

b) Two (2) each, EO/IR cameras capable of detecting movement out to 1.5 kilometers.

c) Two (2) each, ground sensing radars capable of detecting movement out to 1 kilometer with 45-degree arc.

d) One (1) each mCORE, lightweight processor capable of integrating with the InstantEye Mark IV

Gen 5 small unmanned aerial system, to assist with dispatch to areas of concern.

e) User interface (rugged laptop) with necessary software to operate the system and receive feeds from the camera system.

5. CONTRACTOR CAPABILITY STATEMENT REQUIRED

a) Potential contractors are required to provide a capability statement showing that they can provide the equipment listed in Section 4 AND that their system is currently capable of integrating with the InstantEye Mark IV Gen 5 small unmanned aerial system.

b) Contractors who cannot currently provide the integration as stated in paragraph “a” of this Section will not be considered for award.
