Bituminous surface treatment shall meet the requirements PENNDOT PUB 408
SUPERPAVE.
Bituminous tack coat
Bituminous tack coat shall conform to PENNDOT PUB 408. Apply tack coat at the locations shown on the drawings. A tack coat should be applied to every bound surface (asphalt or concrete pavement) that is being overlaid with asphalt mixture and at transverse and longitudinal joints. Apply the tack coat when the surface to be treated is clean and dry. Immediately following the preparation of the surface for treatment, apply the bituminous material by means of the bituminous distributor, within the limits of temperature specified herein. Apply the bituminous material so that uniform distribution is obtained over the entire surface to be treated. Treat lightly coated areas and spots missed by the distributor by spraying with a hand wand or using other approved method. Following the application of bituminous material, allow the surface to cure without being disturbed for period of time necessary to permit setting of the tack coat.
Apply the bituminous tack coat only as far in advance of the placing of the overlying layer as required for that day’s operation. Maintain and protect the treated surface from damage until the succeeding course of pavement is placed.
3.4.1. Cold Weather Installation
The tack coat shall be applied only when the underlying surface is dry enough to promote uniform coverage and the desired penetration into the treated surface. The tack coat shall be applied only when the atmospheric temperature in the shade is 50 degrees F or above and when the temperature has not been below 35 degrees F for the 12 hours prior to the application. Unless otherwise directed, bituminous surface treatment shall not be constructed when temperature of the pavement surface is below 40 degrees F.
Equipment
All plant, equipment, and tools used in the work shall be subject to approval before the work is started and shall be maintained in satisfactory working condition at all times.
The equipment shall be adequate and have the capability of meeting grade controls, thickness control, and smoothness requirements specified herein. The asphalt plant shall be of such capacity to produce the quantities of bituminous asphalt required.

Tack Coat
Spray area to receive tack coat with asphalt cement at rate of 0.22-0.29 gallon per square yard. Keep newly placed binder areas shall be free of traffic and debris until asphalt overlay is complete. Apply tack-coat along interface of new asphalt with all existing concrete and asphalt; also tack-coat the top of binder course prior to placement of wearing course. See plans (attached) for details.
Base Course
4.4.1. Place and compact, 6” gravel base course (PA DOT 2A) as needed on roadway to ensure positive drainage away from the building and to meet pavement transitions. Compact each layer of the base course, as specified, with approved compaction equipment. Maintain water content during the compaction procedure to within plus or minus 2 percent of the optimum water content determined from laboratory tests as specified in this Section. Begin rolling at the outside edge of the surface and proceed to the center, overlapping on successive trips at least one-half the width of the roller. Slightly vary the length of alternate trips of the roller. Adjust speed of the roller as needed so that displacement of the aggregate does not occur.
Compact mixture with hand-operated power tampers in all places not accessible to the rollers. Continue compaction until each layer is compacted through the full depth to at least 95 percent of laboratory maximum density. See plans (attached) for details.
Transporting and Placing Asphalt
4.5.1. Transporting
Transport the hot-mix asphalt from the mixing plant to the site in clean, tight vehicles.
Schedule deliveries so that placing and compacting of mixture is uniform with minimum stopping and starting of the paver. Hauling over freshly placed material will not be permitted until the material has been compacted as specified, and allowed to cool to 140 degrees F. To deliver mix to the paver, use a material transfer vehicle operated to produce continuous forward motion of the paver.
4.5.2. Placing
Place and compact the mix at a temperature suitable for obtaining density, surface smoothness, and other specified requirements. Upon arrival, place the mixture to the full width by an asphalt paver; it shall be struck off in a uniform layer of such depth that, when the work is completed, it will have the required thickness and conform to the grade and contour indicated. Regulate the speed of the paver to eliminate pulling and tearing of the asphalt mat. Unless otherwise permitted, placement of the mixture shall begin along the centerline of a crowned section or on the high side of areas with a one-way slope. Place the mixture in consecutive adjacent strips having a minimum width of 10 feet. The longitudinal joint in one course shall offset the longitudinal joint in the course immediately below by at least 1 foot; however, the joint in the surface course shall be at the centerline of the pavement. Transverse joints in one course shall be offset by at least 10 feet from transverse joints in the previous course. Transverse joints in adjacent lanes shall be offset a minimum of 10 feet. On isolated areas where irregularities or unavoidable obstacles make the use of mechanical spreading and finishing equipment impractical, the mixture may be spread by hand tools. See plans (attached) for pavement thicknesses and other details.
4.5.3 Bituminous Tack Coat
All areas that are to receive the bituminous surface treatment overlay, and pavement transitions shall be sprayed with a bituminous tack coat. Immediately before applying the bituminous tack coat, remove all loose material from the surface to be treated by means of a power broom or blower. The surface shall be dry and clean at the time of treatment. The tack coat shall be applied uniformly at an application rate of not less than
0.05 gallons per square yard of pavement interface or surface.
4.5.4 Bituminous Binder Course
The entrance drive shall receive a 4” overlay of bituminous binder course as indicated.
Prior to the overlay, the base and subbase shall be free from deleterious materials. No water shall be present prior to placement of overlay. Bituminous binder course shall be placed in accordance with the applicable requirements of PA DOT Pub 408. The bituminous base shall be applied in a manner so that uniform distribution is obtained over all the areas treated. Compaction and rolling equipment shall follow as closely behind the paving machine as possible. Areas inaccessible to rollers shall be compacted by mechanical vibratory tampers. Compaction shall continue until no marks or tracks are left from the compaction or rolling equipment. The bituminous binder shall be constructed in two compacted lifts equal to a minimum of 2 inches in thickness. The Contractor shall be responsible for any shoulder or transition from the new bituminous surface treatment to the existing grade. Any areas that result in an earthen grade of greater than 1:3 be transitioned with topsoil, seeded, and mulched. Unless otherwise directed, the bituminous binder shall not be placed when temperature of the surface of the existing pavement is below 40 degrees F. See plans (attached) for pavement thicknesses and other details. Paving mixture shall be compacted to the density identified in the contractors mix design according to procedures in PennDOT PUB 408 Superpave mix design.
4.5.5 Bituminous Wear Course
The entrance drive and the parking lot shall receive a 2” overlay of bituminous surface treatment as indicated. Prior to the overlay, the existing asphalt shall be cleaned from dirt and debris and be coated with a bituminous tack coat as described above. No water shall be present prior to placement of overlay. Bituminous surface treatment shall be placed in accordance with the applicable requirements of PennDOT Pub 408. The bituminous overlay shall be applied in a manner so that uniform distribution is obtained over all the areas treated. Compaction and rolling equipment shall follow as closely behind the paving machine as possible. Areas inaccessible to rollers shall be compacted by mechanical vibratory tampers. Compaction shall continue until no marks or tracks are left from the compaction or rolling equipment. The bituminous surface treatment shall be constructed in one compacted lift equal to a minimum of 2 inches in thickness. The Contractor shall be responsible for any shoulder or transition from the new bituminous surface treatment to the existing grade. Any areas that result in an earthen grade of greater than 1:3 be transitioned with topsoil, seeded, and mulched.
Unless otherwise directed, the bituminous surface treatment overlay shall not be placed when temperature of the surface of the existing pavement is below 40 degrees F. See plans (attached) for pavement thicknesses and other details. Paving mixture shall be compacted to the density identified in the contractors mix design according to procedures in PennDOT PUB 408 Superpave mix design.
4.5.6 Thickness Control
As the bituminous surface treatment is placed, the Contractor shall monitor the thickness to verify conformance with the design thicknesses. The thickness of the asphalt concrete wearing course shall be measured at intervals of no less than 25 linear feet along the centerline of the roadway or parking lot. The total measured thickness of the overlay shall be within +/- ¼-inch of their total combined design thickness. The overlay areas that do not comply with the minimum thickness shall be removed and replaced by the Contractor. Such areas shall be corrected by removing the bituminous surface treatment to its full thickness and placing and compacting additional new overlay to the proper design thicknesses. No additional payment will be made for areas that receive additional thickness of bituminous surface treatment.
4.5.7 Existing Paving Interface
Where the new bituminous surface treatment pavement meets the existing pavement a straight, smooth joint shall be constructed. The surfaces of the existing pavement at the interface shall be cleaned of all loose material and dirt and painted with a suitable asphalt joint sealant material conforming to ASTM D 3381, AC-20. Joints between old and new pavement shall be made in accordance with the applicable requirements of PennDOT Pub 408 specifications. The hot-applied asphalt sealant shall be applied along each joint between the new and existing pavement sections for a minimum width of six inches on each side of the joint.
4.6 Compaction of Mixture
After placing, the mixture shall be thoroughly and uniformly compacted by rolling.
Compact the surface as soon as possible without causing displacement, cracking or shoving. The sequence of rolling operations and the type of rollers used shall be at the discretion of the Contractor. The speed of the roller shall, at all times, be sufficiently slow to avoid displacement of the hot mixture and be effective in compaction.
