About this file
This document is an Attachment 1 - Specifications for a Request for Quotation (RFQ) issued by the USDA Agricultural Research Service for a smart chamber to measure soil gas fluxes. The solicitation (Number 1232SA25Q0272) seeks a specialized scientific instrument with specific technical requirements, including a 4244.1 cm3 chamber volume, automatic opening/closing capabilities, internal GPS, onboard flux computation, SDI-12 port for moisture/temperature probes, and Wi-Fi compatibility. The equipment must be compatible with a Gasmet analyzer and include accessories such as a cable assembly, tubing, and software for data processing.
The small business set-aside solicitation requires delivery and installation within 60 days after receipt (ARO) to the USDA ARS facility in Booneville, AR, with the actual installation occurring in Fayetteville, AR. Quotes are due by July 18, 2025, at 5:00 PM CST, and should be submitted via email to jennifer.busbea@usda.gov. The procurement follows FAR Part 12.6 and 13 procedures for commercial items, with the associated NAICS code 334516 and a small business size standard of 1,000 employees. Attachment 1 – Specifications
GENERAL INFORMATION
1.0 Scope of Work:
A smart chamber is necessary for assessing the spatial variability of soil gas fluxes in the environment. We cannot account for the complete loop of nutrient movement and without the addition of gas flux. Additionally, quantifying trace gas fluxes in soil can be very challenging and is heavily influenced by environmental and biological factors.
2.0 Background:
USDA requires a smart chamber for measuring real-time gas fluxes. The instrument must be compatible with a Gasmet analyzer. The instrument needs to be powered by a single battery, have GPS, an internal pump, multiple connectivity ports, and horsepower to compute fluxes. Additionally, the equipment needs to come with extra battery, soil moisture and temperature probe, soil collars, tubing, and cable assembly.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
1. Smart chamber; volume of 4244.1 cm3, soil area of 317.8 cm2.
