About this file

This document is a detailed specification file for cattle backtags required by the USDA Animal and Plant Health Inspection Service. The specifications outline requirements for waterproof paper stock tags in white or yellow that must withstand adverse weather conditions for 14 days without degradation and maintain print quality in high humidity environments (83°F/83% RH for 24 hours).

The tags must be oval-shaped (3" x 3.75"), printed with permanent black ink in modified Gothic Style, featuring either 3 or 4 large digits with specific prefix coding requirements. Each tag requires two bar codes meeting ANSI grade "B" standards and includes a wallpaper pattern of a cow on the reverse side. The contractor must provide online ordering capability for 65 users, maintain a tracking system for tag sequences, and deliver to 1,200 different markets across the US within 48 hours of order receipt (24 hours for emergency orders). Tags are to be delivered in pads of 50 with adhesive binding, with an estimated monthly production volume of 2 million tags. The contractor must also provide monthly transaction reports to various USDA offices and maintain a quality control program with corrective action procedures for defective tags.

Bar Codes

There shall be two bar codes 1 13/16 to 2 inches long and 7/16 inches high. The bar codes shall be clearly distinguishable from the large numbers with at least 1/8 inch clearance. The bar codes shall be 39 and have a density of 6 characters per inch. The bar coding shall meet the American National Standards Institute (ANSI) standards grade of “B” or better.

Numeric values are assigned to each Code 39 character:

0-0 F-15 U-30 1-1 G-16 V-31 2-2 H-17 W-32 3-3 I-18 X-33 4-4 J-19 Y-34 5-5 K-20 Z-35 6-6 L-21 “-36 7-7 M-22 ‘-37 8-8 N-23 Space-38 9-9 O-24 $-39 A-10 P-25 /-40 B-11 Q-26 +-41 C-12 R-27 %-42 D-13 S-28 E-14 T-29

The check digit is the modulus 43 sum of all the character values in a given message and is printed as the last data character. The output of the bar code reader will not indicate or record the check digit which in our example _T_. For example the sum of the values of the following data would be:

Data: 12345ABCDE/Sum of Value=1+2+3+4+5+10+11+12+13+14+40+115 115/43=2 remainder 29.

The check digit is the character corresponding to the value of the remainder, which in this example is 29 or “T”.

The data above with its check digit reads: 12345ABCDE/T.

Binding/Packaging

The tags shall be in pads of 50 with adhesive bound on one edge. A gauze strip at least one inch wide and extending the depth of the pad shall be part of the binding. The tags in each pad must be in numerical sequence.

Orders will indicate the sequence of numbers and letters required. Delivery orders may be placed for less than a complete series of 10,000 tags. Since, some locations use two identical tags on each animal, delivery orders may require a duplicate number sequence.

Oval Tags

The tags shall be oval in shape 3 inches high by 3¾ inches wide. The long dimension of the tag shall be parallel to the grain of the paper. The large 3 or 4 digit numbers shall be positioned in the middle of the tag. A solid black bar, 1/8 inch high shall be 1/8 inch below the bottom bar code. On the left end of the tag the legend “State-Federal” shall be printed. On the right end of the tag the legend “Do Not Remove” shall be printed. The legend printing shall be 1/8 inches high. Production date printed center bottom.

The prefix shall be printed in the upper arc:
