Vehicle and Equipment Specifications: The specification requires an ISUZU FORWARD 7T wrecker (model FTR90U4-MCHYH-M, chassis prefix 2WG-FTR90U4) or equivalent performance. The vehicle must be in the GVW 14.5-ton class with a payload capacity of 7.0-7.5 tons. The engine specifications include a 4HK1-TCH direct injection diesel turbocharged engine with 5,193 cc displacement, producing approximately 177 kW (240 PS) at 2,400 rpm and 765 N·m torque at 1,600 rpm, paired with a 6-speed manual transmission. The chassis features leaf spring suspension, full air brakes with ABS, and 265/70R19.5-140/138J tires. The vehicle must be equipped with a UNIC URG37AHRA1 crane (3-section boom) or equivalent, featuring a maximum hook height of 9.5 meters, maximum working radius of 7.51 meters, boom length extension from 3.41m to 7.70m, and high-spec RA1 joystick remote control with LCD display. A 4-ton winch (HW42) must be included, along with additional hydraulic valves, apitong flooring truck bed, and automatic loading ramp.
Support Requirements, Documentation, and Delivery Terms: The contractor must provide on-site maintenance, repairs, and parts supply within the island, with Japanese-manufactured products preferred for parts availability and support. Technical documentation must include two complete sets each of shop maintenance manuals, manufacturer's parts catalogs, and operator's manuals in Japanese (paper preferred, CD acceptable). Training must be provided on-site covering installation, startup, load operation, shutdown, and optional functions. The vehicle shall be furnished with a deed of transfer (Jyouto Shomeisho). Delivery is scheduled 180-365 days after receipt of order (ARO) via door-to-door delivery coordinated with the Government Representative. The contractor is responsible for protecting equipment during delivery and storage from weather, humidity, temperature variations, dirt, dust, and contamination. All damages incurred during delivery shall be repaired or replaced at no cost to the U.S. Government. The primary mission is to serve as a centralized logistics and heavy-lifting asset supporting 10 geographically dispersed facilities for specialized craft units including carpentry, electrical, and civil engineering teams. Shipping address is 403D AFSB, LRC-Okinawa Torii Station, Maintenance Division, Bldg#352, Okinawa 904-0304, with points of contact identified for technical matters and payment processing.

Primary Objective: Integrated Logistics and Maintenance Support for Multi-Facility Operations. This vehicle is utilized as a centralized logistics and heavy-lifting asset to maintain and manage 10 geographically dispersed facilities. Its primary mission is to provide cross-departmental support, ensuring that specialized craft units—including carpentry, electrical, and meconial (Heating and A/C), civil engineering teams—have the necessary materials and equipment to perform critical infrastructure repairs and maintenance.
Mission impact if we don’t get: Inability to independently transport and hoist heavy materials (e.g., transformers, concrete blocks, structural timber) required by Electrical, Carpentry, and Civil units. Lack of an organic wrecker/recovery vehicle to retrieve immobilized maintenance equipment or clear debris (e.g., fallen trees, concrete) during typhoon recovery operations.
