About this file

This is a Salient Characteristics Document for a federal equipment procurement issued by the United States Department of Agriculture – Agricultural Research Service (USDA-ARS). The USDA-ARS is requesting quotes for the purchase of a Soil Moisture Retention Curve System (brand name LAB023V1, 5 bar and 15 bar Application Range, 110V) to support the Soil Thermal Project at the Environmentally Integrated Dairy Management Unit in Marshfield, Wisconsin. The system measures soil moisture and thermal properties essential for understanding thermal heat flow, manure breakdown, and soil moisture availability for forage crops. The equipment must include specific components: a 1600F1 Extractor with PV5 Pressure Vessel, a PV15 Pressure Vessel rated for 15 bar, two manifolds (0700G3F1 for 5 bar and 0700G2 for 15 bar), four ceramic plates at various pressure ratings (1, 3, 5, and 15 bar), soil sample retaining rings by the dozen, and a 0500F1G3 Air Compressor rated for 110 volts. No government-furnished equipment is provided.

Delivery is anticipated between March 1, 2026, and April 30, 2026, at the USDA-ARS Dairy Forage Research Center (DFRC) Madison lab 275 located at 1925 Linden Drive, Madison, Wisconsin 53706. All delivery and setup must occur during normal business hours (8 a.m. to 5 p.m., Monday through Friday) unless scheduled in advance with facility staff. Contractors must notify the USDA technical point of contact, Pradip Adhikari (715-391-3245), at least one week before the anticipated implementation start date to coordinate schedules. All travel for setup, testing, training, and delivery of materials to the site must be included in the quote. Key contractor personnel must include a technical representative to identify the correct instrument and staff responsible for implementation. No security requirements apply.

Salient Characteristics Document

Project: Soil Moisture Retention Curve System

Environmentally Integrated Dairy Management Unit

2615 Yellowstone Dr.

Marshfield, WI 54449

GENERAL INFORMATION

1.0 Scope of Work: The United States Department of Agriculture – Agricultural Research

Service (USDA-ARS) is requesting quotes for the purchase of a new Soil Moisture

Retention Curve System for the Soil Thermal Project

2.0 Background: Soil moisture and thermal properties are essential physical parameters to understand thermal heat flow, the breakdown of applied manure, and the availability of soil moisture for forage crops. These properties are needed to integrate into soil/crop models to estimate impacts of soil moisture on crop production.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

The Soil Moisture Retention Curve System controls and applies air pressure to soil samples, forcing water out and allowing it to measure the exact amount of water remaining at different controlled external pressures.

Brand name:

(LAB023V1) Soil Moisture Retention Curve System, 5 bar and 15 bar Application

Range, 110V

Equipment must include:

• 1600F1 Extractor (PV5 Pressure Vessel)

• PV15 Pressure Vessel, 15 bar (1500F2 Extractor Plus 1080G1 Hinge)

• 0700G3F1 Manifold, 5 bar (SB5 Pressure Stabilizer)

• 0700G2 Manifold, 15 bar (SB15 Pressure Stabilizer)

• 0675B01M3, Ceramic Plate, 1 bar (EP1H Extraction Plate)

• 0675B03M1 Ceramic Plate, 3 bar (EP3 Extraction Plate)

• 0675B05M1 Ceramic Plate, 5 bar (EP5 Extraction Plate)

• 0675B15M1 Ceramic Plate, 15 bar (EP15 Extraction Plate)

• 1093F2 soil sample retaining rings, per dozen

• 0500F1G3 Air Compressor, 110 Volt (PM20-1 Air Compressor)
