PURCHASE DESCRIPTION
This document sets forth the requirements for the purchase, receipt, inspection, testing, preservation, packaging, packing, and marking of TRS-3D / AN SPS-75 Air Search Radar
System parts referenced in 1.1. Items purchased must be complete and of the proper cited part number.

2.0 Applicable documents:
2.1. General: The purchase requirements described herein are considered minimum and are not intended to replace any procedures, controls, examinations or tests normally employed by the contractor to assure the quality of the product.
2.2. Document availability: To obtain the referenced documents see section 6.1 of this specification.
2.3. Government documents: The following documents form a part of this specification to the extent specified herein. The documents listed shall be by title and effective date, unless otherwise documented.

2.5. Specification order of precedence: In the event of a conflict between the text of this specification and the references cited herein, this specification shall take precedence.
Nothing in this specification, however, supersedes applicable laws and regulations unless a Specific exemption has been obtained.
3.0 Requirements:
3.1. General: Parts are defined as any items considered by the Original Equipment
Manufacturer (OEM) that makes up the TRS-3D / AN SPS-75 Air Search Radar System manufactured by Hensoldt GMBH Germany and listed in the Radars parts catalogs referenced in 2.4.4 and 2.4.5. In July of 2023 National Defense Industries (NDI) acquired Hensoldt, Inc. All parts purchases shall go through NDI, the only US distributor for Hensoldt GMBH. All parts must be new OEM parts. Reclaimed, recycled, or aftermarket parts are not acceptable and shall not be used. Commercial parts which are not manufactured by Hensoldt GMBH shall be identified by their marking or through the use of the technical manual for identification purposes.
3.2. Certificate of conformance: A Certificate of Conformance shall be supplied to the
Contracting Officers Representative, at the time of contract award.
3.2.1. The Certificate of Conformance shall state that all parts meet or exceeds the salient characteristics of Hensoldt GMBH, the Original Equipment Manufacturer (OEM), and shall be signed by a corporate office of the OEM.
3.3. Surface preservation: Any part typically painted prior to installation shall be painted prior to delivery. Internal components, mating surfaces and rotating/moving components shall not be painted.
3.3.1. Primer coat shall be a High Build Epoxy suitable for use with the finish coat.
Finish coat shall be in accordance with MIL-PRF-24635 Silicone Alkyd Enamel
Type II Class 1. Color shall be in accordance with Federal Standard 595 color number 16307 or match the OEM color. High Build Epoxy total paint thickness shall be a minimum of 5 to 6 mils Dry Film Thickness (DFT). Finish coat Silicone
Alkyd Enamel Type II Class 1 total paint thickness shall be a minimum of 2 to 3 mils DFT. Total DFT shall be between 7 - 9 mils.
3.4. Tracking report: The Contractor shall maintain and submit to the Contracting Officer, a
Cumulative Tracking Report for all parts. The Contractor shall develop the formatting and submit to the Contracting Officer for approval.
3.5. Warranty: If the item(s) required in the contract resulting from this solicitation are customarily warranted in the trade by a standard commercial warranty, such warranty shall be incorporated into this contract and thereby provided to the Government at no additional cost. Any standard commercial warranty provided shall be identical to the standard commercial warranty normally offered by the Contractor to the Contractor's most favored customer.
3.6. Testing Requirements: Contractor shall conduct testing on contractor supplied calibrated test equipment. There are two types of testing:
3.6.1 Operational testing shall be for the purpose of verifying operation and to identify areas requiring fault isolation.
3.6.2 Final performance and acceptance testing. A dynamic test will be conducted to confirm acceptability of alignment and function. This must be accomplished using a fully operational equipment mock-up, or the use of Automated Test Equipment
(ATE) with the ability to emulate live circuit conditions. The qualifying performance standard for the equipment shall be the test criteria contained in the equipment technical requirements.
3.7 All testing shall be in accordance with OEM specifications and procedures and shall be made available to the COR/ KO.
4.0 Quality assurance:
4.1. General: The Contractor shall maintain an inspection system, which shall ensure each item offered to the Government for acceptance conforms to contract requirements. The system shall be documented and in compliance with International Organization for
Standardization (ISO), ISO 9001:2008. The Coast Guard reserves the right to send a
Coast Guard Quality Assurance Rep (QAR), to witness or review all quality control procedures and tests. All testing will be accomplished on contractor supplied calibrated test equipment. All testing shall be accomplished IAW OEM specifications and procedures and shall be made available to the QAR.
4.2. Contractor’s calibration system: The Contractor as well as any subcontractors shall be required to maintain a calibration and maintenance system to control the accuracy of measurement and test equipment used in the fulfillment of this contract in accordance with ANSI/NCSL Z540.3. The system shall include as a minimum, prescribed calibration intervals, source of calibration, and a monitoring system to ensure adherence to calibration schedules. Calibration standards shall be traceable to the National Institute of Standards and Technology (NIST). Documentation in support of this requirement shall be readily available for Government review.
5.0 Preservation/packaging, packing, marking and bar coding:
5.1. General: Items will be identified in the parts list as requiring either commercial or military packaging. Both commercial and military packing shall be individually packaged and labeled.
5.2. Commercial Packaging: Each part is typically intended for long term warehouse storage and not for immediate installation. Therefore, it is critical that the Contractor ensure that the parts are correctly packaged, preserved, and labeled.
5.3. Military Packaging: Individually packaged in accordance with MIL-STD-2073-1 E
Method 10, cushioned in a double layer of 3/4 IN bubble wrap and packed in an appropriately sized ASTM-D6251 Type III, Class 1 Wood-Cleated Panelboard Shipping Box or ASTM-D6880 Class 2 Heavy Duty screwed Wooden Box. Marking IAW MIL-STD-

5.3.1. Preservation/packaging: Each part is typically intended for long term warehouse storage and not for immediate installation. Therefore, it is critical that the
Contractor ensure that the parts are correctly packaged preserved and marked IAW the following requirements. Items marked for military packaging in the parts list shall be individually packaged and labeled in crates.
a. The Contractor shall ensure the requirements for heat-sealable, electrostatic discharge protective, flexible barrier materials used for the military packaging of microcircuits, sensitive semiconductor devices, sensitive resistors, and associated higher assemblies as outlined in MIL-PRF-81705E (W/Amendment
1), Dated: 2/8/2010.
b. Any exposed threads shall be protected by a cardboard sleeve.
c. Each part shall be individually packaged in accordance with Method 51 of
MIL-STD-2073-1E w/Change 1.
d. Electronic parts from both commercial and military packing shall be in a sealed bag, with desiccant of the proper type and quantity, to prevent moisture/water damage. Parts shall be individually packaged and labeled IAW
MIL-STD-2073-1E dated 4/22/2019 Department of Defense Standard Practice for Military Packaging and MIL-STD-129P w/Change 4
5.3.2. Packing: Each part shall be packaged in a new shipping container capable of providing protection during multiple shipments by multiple carriers. The container shall be size proportionate to the part.
a. Items weighing over 50 pounds shall be individually packaged in its own framed in wooden crate, totally enclosed, with a skid mount to facilitate handling by a forklift IAW ASTM D6880/D6800M-11 Standard Specification for Wood Boxes. Wood screws directly into plywood will not be acceptable.
The crate shall be assembled with corrosion resistant wood screws. Each item shall be securely fastened to the shipping container using lag bolts, washers and nuts or wooden blocking. The areas where skid mount bolts penetrate the heat-sealed bag, a 1/8” thick rubber gasket and RTV shall be used to seal the bag from the entrance of moisture. Crates shall be capable of protecting the item from damage during multiple shipments by commercial carrier.
b. The Contractor shall place in each container, a plastic envelope with copies of all test and inspection results.
5.3.3. This marking shall consist of the STOCK NUMBER, ITEM NAME, PART
NUMBER, CONTRACT NUMBER, SERIAL NUMBER, GROSS WEIGHT (in lbs.), condition code CONDITION “A”, unit of issue with quantity (i.e. 1-EA).
