Statement of Work for
"S&P Global Market Intelligence” January 21, 2021
1. BACKGROUND
The Office of Enforcement (OE) requests that the Commission contract with S&P Global, Inc. for its S&P Global Market Intelligence (Market Intelligence) service, a web-based application to support our oversight of energy markets. S&P Global, Inc. is an energy market information provider that focuses on business, financial, and regulatory information.
2. OBJECTIVE
Market Intelligence, which OE has used since 2008 (previously the SNL Unlimited service, owned and operated by SNL Energy, LLC), provides significant benefit to our ability to conduct energy market surveillance and investigations. As an example, Market Intelligence provides ownership and affiliate information that is utilized by our surveillance screens to accurately determine market positions and by investigations staff to verify ownership. Ownership, affiliation and market concentration of energy market entities are important elements of the Commission's market oversight program.
Additionally, Market Intelligence provides very accurate power plant information, such as configuration, control equipment, fuel source, fuel contract and power purchase agreement details. Market Intelligence also provides information on new and retired power plants and provides a useful and easy way to look up the fleet owned by any market participant. When conducting an inquiry in market participant offer behavior, Market Intelligence provides essential information about technology type, control equipment and fuel costs which allow staff to have a fuller, more complete picture of market participant costs. Staff is also able to quickly learn the size and makeup of a market participant’s generation fleet.
Market Intelligence also provides a large amount of market pricing, such as power, natural gas, and renewable energy certificate pricing, which is not easily available elsewhere and is utilized frequently by OE. This data is used to better understand market participant incentives and help staff develop views of market participant revenue streams. All of this data is available on the website, as easily downloaded excel reports, through a built-in excel query tool, or through database access.
Market Intelligence also has a strong news organization that collates information from multiple sources and allows staff to create automated email reports about any topic, such as the RTO they are monitoring, a company they are investigating, or an industry they are following. Market Intelligence follows most major developments in FERC’s jurisdictional markets as well as providing information on state regulatory proceedings.
