Statement of Work:

As a part of the solicitation response for this requirement, the Contractor shall furnish a technical proposal, cost proposal, and five reference projects of similar scope which the contractor has completed in the last 5 years with contact info for each project. For the work covered in this Statement of work, the Contractor shall furnish all labor, materials, and supplies to perform the following window replacement for U. S. Department of Agriculture, Agricultural Research Service, Coastal Plains Soil, Water, and Plant Research Center (CPSWPRC), 2611 West Lucas Street, Florence, SC 29501.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions of the project. All dimensions provided in this document are approximate and shall be verified by the contractor.

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am‐5pm) at the site.

Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer Representative (COR) at the site at least three days prior to the need.

Contractor shall notify and schedule utility outages at least 24 hours in advance.

During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. Contractor shall secure all window and door openings from weather and water intrusion during the demolition and installation work. Contractor shall complete the installation of all windows/doors during the same day in which each window/door is removed. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

Building 1

Contractor shall provide all materials, labor, and equipment to replace 23 windows in Building 1 with energy efficient window units. The existing windows vary in dimensions (pictures 1, 2, 3, 4). There are 3 windows with dimensions of approximately 49‐1/2”w x 65‐1/2”h. There are 4 windows with dimensions of approximately 52”w x 71”h. There are 16 windows with dimensions of approximately 55”w x 72”h. The existing windows are a fixed‐over‐ project‐out unit (picture 4). The proposed replacement window units shall be a fixed‐over‐fixed window unit to match the style and finish of the existing windows (clear anodized aluminum). The new windows shall be Vitro Architectural Glass gas‐filled 1” insulating glass unit with a thermally broken frame, a U‐factor of ≤ 0.35, SHGC of ≤

0.30 and Solarban 60 Optigray + clear Low‐E glass. Windows shall be installed per the manufacturer’s recommendations.

Contractor shall minimize the impact to interior/exterior finishes and shall repair all impacted interior/exterior finishes to a fine finish to match existing. Contractor shall use DowSil 791 Silicone Weatherproofing Sealant or equivalent and Armacell FillPro backer rod or equivalent to seal around the windows to provide a maintenance‐free weatherproof seal of the building exterior.

Building 2

Contractor shall provide all materials, labor, and equipment to replace 11 windows in Building 2 with energy efficient window units. The existing windows were originally in banks of 3 units (picture 5). The center window in the bank of 3 were removed and walled up for mounting Bard heat pumps some years ago (picture 6). The existing windows have dimensions of approximately 49‐1/2”w x 65‐1/2”h. The existing windows are a fixed‐over‐project‐out unit (picture 7). The proposed replacement window units shall be a fixed‐over‐fixed window unit to match the style and finish of the existing windows. The new windows shall be Vitro Architectural Glass gas‐filled 1” insulating glass unit with a thermally broken frame, a U‐factor of ≤ 0.35, SHGC of ≤ 0.30 and Solarban 60 Optigray + clear Low‐E glass. Windows shall be installed per the manufacturer’s recommendations.

Contractor shall minimize the impact to interior/exterior finishes and shall repair all impacted interior/exterior finishes to a fine finish to match existing. Contractor shall repair one of the wall sections in the window bank that has some weather damage and apply new weatherproof coating to match the exterior coating of the other similar wall sections (picture 8). This repair may require the temporary removal of the Bard HVAC unit mounted on this wall section. Contractor shall use DowSil 791 Silicone Weatherproofing Sealant or equivalent and Armacell FillPro backer rod or equivalent to seal around the windows to provide a maintenance‐free weatherproof seal of the building exterior.

Building 3

Contractor shall provide all materials, labor, and equipment to replace 12 windows in Building 3 with energy efficient window units. The existing windows have dimensions of approximately 49‐1/2”w x 65‐1/2h. The existing windows are a fixed‐over‐project‐out unit (picture 9 & 10). The proposed replacement window units shall be a fixed‐over‐fixed window unit to match the style and finish of the existing windows. The new windows shall be Vitro Architectural Glass gas‐filled 1” insulating glass unit with a thermally broken frame, a U‐factor of ≤ 0.35, SHGC of ≤

0.30 and Solarban 60 Optigray + clear Low‐E glass. Windows shall be installed per the manufacturer’s recommendations.

Contractor shall minimize the impact to interior/exterior finishes and shall repair all impacted interior/exterior finishes to a fine finish to match existing. Contractor shall replace 2 exterior door units in Building 3 Rm1 & Rm3 (picture 12). The existing doors are approximately 36”w x 84”h steel doors. The new door units shall meet the minimum following requirements:

polystyrene core; A‐60 galvanized 16ga door; Narrow Lite 1” insulated; and 12ga welded masonry frame. Contractor shall provide installed door hardware as follows (or equivalent):

Exit Device: Von Duprin 9875‐L x 996L‐M x SNB US26D 3’ (LHR or RHR to match existing)

Cylinder: Corbin‐Russwin 1080‐114‐A01‐5‐S‐981 626 (keyed to existing key set)

Closer: Hager 5100 ALM

Threshold: Pemko 171A 36” ES10L

Weatherstripping: Pemko 303AV‐1

Door sweep: Pemko 3452 series nylon brush 36”

Door bottom: Pemko 430CRL series 36”

Contractor shall apply a minimum of two (2) coats of an industrial paint coating equivalent to Sherman Williams Pro Industrial Sher‐Cryl HPA semi‐gloss to the new door unit. The paint color shall match the existing doors (Picture 13).

Contractor shall provide a weatherproof masonry seal around the new door units with fine fit and finish to match the existing building.

Inspections and Completion:

1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the COR and/or other owner representatives.

2. The Contractor shall perform a water penetration test per ASTM E 1105 on one window per building. The results shall be reported to the EPM and COR.

3. In addition to manufacturer’s warranty, the contractor shall issue a one year, labor and materials, no dollar limit warranty to cover all work done under this contract.

4. Contractor shall remove all excess materials, debris, and equipment from the site.

5. Upon completion of all project requirements and inspections, the COR shall approve payment.

Site Visit:

Contractors are expected to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a quote is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. The scheduled site visit date/time will be posted with the solicitation. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Utilization of Bio‐Based Products:

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.

8102(c) (3)), the Offeror certifies, by signing this offer, that bio‐based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio‐based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor shall utilize products and material based from bio‐based materials as applicable, (e.g. bio‐based greases; bio‐based hydraulic fluids, bio‐based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer (CO). Products can be found at: https://www.biopreferred.gov

Recycling:

Contractor shall make best effort to recycle any construction debris created during the contract.

Safety:

The contractor will submit a Site‐Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 14 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities.

Contractor Responsibility:

1. Contractor will verify all dimensions and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor will provide daily reports of work performed to the COR.

5. Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.

6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

7. Contractor must always have a project manager or superintendent onsite during the performance of work.

8. Contactor will provide their own restroom facility.

Material / Submittals:

The material for the entire work shall be as specified above. Submittals on all material, including shop drawings and specifications to be used on this project shall be submitted to the Contracting Officer and COR for approval prior to the start of work.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work within working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall coordinate final inspection with the COR.

Project Schedule:

The completion of this project shall not exceed 90 days from date of notice to proceed. In the event of excusable delays, a request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays.

Site Access During Covid‐19 Recovery:

Contractor shall follow all Covid federal and local protocols that may be in place at the site.
