About this file

This document is a Statement of Work for a federal contract opportunity to provide laboratory analysis of water and sediment samples. The Bureau of Reclamation is seeking an accredited laboratory to test samples for nutrients, metals, organic carbon, and contaminants as part of their Colorado River Water Quality Improvement Program and Lake Mead/Las Vegas Wash program.

The contractor will be responsible for providing sample bottles, chain of custody forms, and analysis of up to 20 water and 20 sediment samples per year over a 5-year ordering period under an Indefinite Delivery/Indefinite Quantity contract. Detailed reporting requirements and analytical methods with desired reporting limits are specified for each analyte group, including nutrients, metals, perchlorate, PAHs, SOCs, pesticides, PCBs, dioxins/furans, and PFAS. The contractor must maintain appropriate laboratory certifications throughout the contract performance period. Samples will be collected and delivered to the Bureau of Reclamation's Lower Colorado Basin Regional Office in Boulder City, Nevada.

Document Title Water and Sediment Analysis

Laboratory Analysis of Water and Sediment Samples

1. Introduction

The Bureau of Reclamation (Reclamation), Interior Region 8: Lower Colorado Basin Regional Office monitors water and sediment for environmental contaminants as part of the Colorado River Water Quality Improvement Program (CRWQIP) and the Lake Mead/Las Vegas Wash (LMLVW) program. This data supports regional oversight and complements data collected by local agencies. Reclamation is seeking an accredited lab to test water and sediment samples for nutrients, metals, organic carbon, and commonly occurring contaminants. Up to 20 water and 20 sediment samples will be collected under each program each year depending on funding availability and sampling needs identified in previous years. No samples will be collected under the CRWQIP in Year 1.

2. Background Under P.L. 93-320, the Colorado River Basin Salinity Control Act of 1974, the Bureau of Reclamation (Reclamation) is authorized to enhance and protect the quality of water in the Colorado River and its tributaries. Results of laboratory analysis described herein will contribute to a long-term study tracking changes in water quality associated with rapid population growth in the Lower Colorado Basin. This information will support robust management decisions to ensure water quality remains high through changing climate, drought, and land use conditions.

Under P.L. 106-541, the Water Resources Development Act of 2000, Reclamation was directed to participate in implementing the Lake Mead/Las Vegas Wash program in accordance with the Comprehensive Adaptive Management Plan (CAMP). The CAMP includes 44 specific action items related to water quality, habitat management, and erosion control along the Las Vegas Wash (Wash). Results of laboratory analysis described herein will be used to investigate whether contaminants stored in sediment pose a risk to water quality in Lake Mead and the Lower Colorado River.

3. Scope

(1) The contractor is responsible for providing all labor, equipment, methods, standards, materials, and supplies necessary to meet the requirements of this Statement of Work. The contractor shall provide coolers containing sample bottles with necessary preservatives one week before each sampling event. The contractor will also provide a Chain of Custody form which will serve as documentation of the number and types of samples submitted for analysis. The chain of custody form must become part of the complete report of analysis.

(2) The contractor will measure concentrations of the contaminants listed in Table 1 and provide a report of results to the Contracting Officer’s Representative (COR) within 30 calendar days of sample receipt.

Batch quality assurance/quality control (QAQC) data (spikes, replicates, lab-fortified samples, etc.) for each analyte must accompany each report of analysis. Successful offeror must maintain appropriate laboratory certifications (e.g. National Environmental Laboratory Accreditation Program (NELAP) and Environmental Laboratory Accreditation Program (ELAP)) throughout the duration of the contract.
