STATEMENT OF WORK
FOR
TINIAN KSPAN MATERIALS – CONCRETE AND BASE COARSE
25 AUG 2025
1. DESCRIPTION OF SERVICE
1.1. Purpose: The intent of this purchase is to provide construction Graded Crushed
Aggregates to support the 356th Expeditionary Theater Support Group’s rehabilitation projects on the island of Tinian, ensuring compliance with applicable standards and requirements
1.2. Scope: The contractor shall furnish all labor, equipment, materials, and services necessary to supply and deliver 100 CBR Graded Crushed Aggregate base course and ready-mix concrete, along with concrete pump truck services, to any location on Tinian, CNMI. These materials will support the construction of eight (8) KSPAN facilities as part of the Camp Tinian support complex
1.3. Location: The project site is located on Camp Tinian within the Military Leased Area (MLA), approximately 6 miles north of San Jose Village.
2. MATERIALS AND SPECIFICATIONS
2.1. Concrete
2.1.1. Design strength: minimum of 4000 psi, as specified per order
2.1.2. Slump: 3 to 6 inches, per customer direction
2.1.3. Air Content: 3%
2.1.4. Class of Aggregate used should be Well-graded gravel with nominal maximum aggregate size on .75" for paving mix
2.1.5. Desired W/C Ratio is .45
2.1.6. Pump mix option shall be required
2.1.7. Must be batched fresh and delivered within 60 minutes of mixing
2.1.8. Total quantity: 3,320 cubic yards
2.1.9. Up to 415 truck deliveries may occur under this contract
2.2. Base Course:
2.2.1. Unified Soil Classification System GP Mix type with gradation to accomplish a
100 CBR
2.2.2. Maximum Dry Density: 136.7 pcf
2.2.3. Must be compactable, clean, and suitable for structural construction
2.2.4. The expected percents passing based off ASTM C-136 and C-117:
2.2.5. Total quantity: 3,200 tons
2.2.6. Up to 180 truck deliveries may occur under this contract
3. TERMS AND CONDITIONS
3.1. Period of Performance: 8 September 2025 – 9 September 2026
4. DELIVERY REQUIREMENTS
4.1. Concrete Delivery
4.1.1. Delivered via concrete truck to Camp Tinian or any construction site on Tinian
4.1.2. Must meet batching (quantity, mix, slump) and delivery timing requirements.
Delivery tempo to be agreed upon by contractor and customer after award ( i.e.
trucks spaced 20 minutes apart, trucks arriving on site older than 60 minutes may be turned away, etc…)

4.1.3. The contractor shall be given a 72-hour minimum notice required for all concrete deliveries.
4.2. Pump Truck Services
4.2.1. Must be available upon 72-hour notice
4.2.2. Must include equipment, fuel, operator, and all incidentals
4.2.3. Service available at Camp Tinian
4.3. Base Course Delivery
4.3.1. Contractor shall deliver material via dump truck to locations as directed
4.3.2. Offload at designated site per Government instruction
4.4. Optional Government Pickup
4.4.1. Government may opt to pick up base course using its own equipment
4.4.2. Contractor shall coordinate and support loading upon request
5. DELIVERY SCHEDULE
5.1. Schedule: All materials and services must be delivered in accordance with the schedule established in Appendix A. This schedule is intended as a guideline and may be adjusted based on construction progress and unforeseen circumstances, subject to written notification and approval by Contracting Officer (CO).
5.2. Concrete must be delivered to the site within 60 minutes of batching. Failure to meet this window may result in material rejection. Orders for concrete or pump truck services will be placed with at least 72 hours advance notice. Orders for Base Course will be placed with at least 7 Calendar Days requested delivery.
5.3. Hours: Deliveries shall be made between 0700 and 1700, Monday through Saturday.
Any after-hours or weekend deliveries must be pre-coordinated with the 513th Expeditionary RED HORSE Squadron (ERHS) Site Officer-in-Charge (OIC).
5.4. Communication: The Contractor shall provide regular updates to ensure timely communication. The contractor shall promptly communicate delivery schedules and any issue affecting performance shall be provided to the Contracting Officer and 513 ERHS Site OIC. Beyond accidents, the Contractor shall immediately report any logistical or operational challenges that may delay delivery.
5.5. Material Acceptance: All deliveries are subject to Government inspection at the delivery site. Any materials not conforming to contract specifications—including incorrect slump, strength, contamination, or late delivery—will be rejected at no cost to the Government.
The contractor is responsible for removing and replacing the rejected materials.
6. GOVERNMENT RESPONSIBILITIES
6.1. Provide a specific mix design, slump, and delivery location
6.2. Coordinate site access and staging for trucks
6.3. Notify contractor of any site-specific constraints or changes
7. CONTRACTOR RESPONSIBILITIES
7.1. Provide all equipment, materials, labor, and transport
7.2. Ensure compliance with ASTM, ACI, UFC, and EPA regulations
7.3. Maintain batching and delivery logs as requested
7.4. Ensure proper cleanup and disposal of excess or waste materials
7.5. Provide licensed, insured, and qualified operators for all services
8. LIABILITY: The contractor shall be liable for any damage resulting from any carelessness or failure to follow proper safety, installation, engineering, or maintenance procedures and standards.
9. GENERAL INFORMATION
9.1. HOURS OF OPERATION: The normal hours of operation for the project are from 0700 to 1700, Monday through Saturday.
9.2. CONTRACTOR PERSONNEL: The contractor shall provide point of contact (POC) for all contractual matters during all hours of operation. The POC shall respond on-site within 1 hour during normal duty hours of operation and within 2 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas.
10. SECURITY
10.1. TRAFFIC LAWS: The contractor and its employees shall comply with base traffic regulations. Traffic regulations include, but are not limited to:
10.1.1. Employees shall wear seatbelts when operating or riding in any vehicle (military, company or private owned) while on installation.
10.1.2. All vehicle operators on the installation shall not use cell phones unless the vehicle is safely parked or they are using a 100% hands free device. The wearing of any other portable headphones, earphones or other listening devices while operating a motor vehicle is prohibited.
10.2. WEAPONS, FIREARMS, AND AMMUNITION: Employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within vehicles (military, contractor-owned, or privately owned) while on North Field, Tinian.
10.3. FOR OFFICIAL USE ONLY (FOUO): The contractor shall comply with DoD 5400.7-
R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
10.4. REPORTING REQUIREMENTS: Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified/unclassified defense information. Employees shall be briefed by their immediate supervisor upon initial on-base assignment.
10.5. PHYSICAL SECURITY: The contractor shall be responsible for safeguarding all
Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment and materials shall be secured.
