About this file

This document is a Statement of Work (SOW) for the acquisition of hematology analyzers and related services for the 673d Medical Group at Joint Base Elmendorf-Richardson, Alaska. The SOW describes the required capabilities of the hematology analyzers, including automated slide preparation, digital cell identification, and integration with the laboratory information system. It also outlines the contractor responsibilities for providing the analyzers, reagents, maintenance, and training. The related federal contract opportunity is a sole-source notice for the acquisition of a Sysmex XN3100-201 hematology system, citing the statutory authority for other than full and open competition. The 673d Contracting Squadron intends to award a firm fixed-price purchase order to Sysmex America, Inc. for the lease, service, and maintenance of the hematology system. Interested organizations have until August 27, 2024, to submit their capabilities in writing to the Point of Contact.

SECTION 1

DESCRIPTION OF SERVICES

1.1 Scope of Work: Multiple hematology analyzers capable of performing on-board standard hematology, integrated units. Each analyzer must be adapted for and must meet the specific testing workload and workflow for the Joint Base Elmendorf-Richardson (JBER) 673d Medical Group. The analyzers shall be capable of performing testing with minimal to no manual preparation of samples by technicians. Automatic repeat testing from the original sample tube is required. The analyzers must be capable of bar code reading and sample level sensing, to include clot detection. The analyzers will accommodate a variety of sample tubes to include primary collection tubes and micro sample tubes. The system will utilize random access sampling to allow for Short Turn-Around Time (STAT) or As Soon As Possible (ASAP) sample loading.

1.2 The analyzers must have the capability of auto verification resulting.

1.3 The analyzers must have an integrated slide maker/stainer plus an attached automated digital cell identification analyzer. The slide maker stainer shall be fully automated, mixing, aspirating and making a wedge type smear – based on patient hematocrit information to optimize the smear such that cells are distributed evenly, labeling and staining the smears.

1.4 The analyzer operating system shall include the capability to track and store, at a minimum, 90 days of calibration, quality control (QC) and patient result data and provide for visual display of graphs and curves for QC data. The analyzer must have the ability to read/write quality control, calibrations, and patient results to Digital Video Recorder (DVR) for peer group correlation/review purposes. The operating system shall interface with the customer’s laboratory information system (LIS) via RS 232C bidirectional interface and accommodate American Standard Code for Information Interchange (ASCII) query capability to process specimen identification and work orders from the LIS. The operating system must meet the USAF cyber security requirements (i.e. Windows, etc.). The fully operational interface (both hardware and software) shall be immediately available for implementation to the MHS Genesis computerized hospital information system.

1.5 The analyzers must meet all necessary power and waste requirements as dictated by the current laboratory workspace.

2.1.2. The analyzer(s) will have the capabilities of: priority run interruptions, STAT 30-minute turnaround time, onboard calibrators and controls which can run automatically at preselected intervals, performing linearity, precision and verification studies, onboard sample aliquots which can be used for reruns and panic repeats without operator intervention, pediatric (micro samples) low volume capabilities, minimum throughput of 100 samples/day and 3300 tests/month.

2.1.3. Instrument must have an integrated slide making-staining unit which function as part of the line where the operator does not have to manually transfer samples and/or rack from the analyzer to the smear preparation unit. Integrated slide maker/stainer must be able to determine via interface which samples require a slide to be prepared and must be capable of labeling the slide with the unique identifier number and date to comply with regulatory requirements.

2.2. The Contractor shall supply all reagents, consumables, calibrators, quality controls, and supplies required when ordered by the Government. The ordered supply level will be based on the needs of the institution.

Calibration intervals will be specifically matched to testing performed by each Government institution.

Orders are placed by the Government on an as-needed basis.

2.2.1. Reagents:

2.2.1.1. All reagents should be “ready-to-use” and require no user performed reagent preparation for any standard testing method.

2.2.1.2. Reagents must have a bar-code identification containing the lot number, expiration date, and unique identification code.

2.2.1.3. Bulk deliveries of reagents shall contain the same lot number for each reagent delivered.

2.2.1.4. If needed all reagent kits must contain all calibrators/quality controls (QC) necessary to calibrate/QC each reagent lot.

2.2.1.5. Reagents and consumables will be shipped to 673
