This SOW sets forth the requirements for a Sustainment, Restoration & Modernization (SR&M)

Acquisition contract for a site specific survey efforts for analysis of select pavements located on Tyndall

AFB, Florida. The Contractor shall adhere to the following guidance during this project: Unified Facilities

Criteria (UFC) 3‐250‐01, Pavement Design for Roads and Parking Areas; UFC 3‐250‐03, Standard Practice

Manual for Flexible Pavements; Air Force Standards; Department of Defense (DOD) Directives; Florida

State Statutes; Florida Department of Transportation (FDOT); Occupational Safety and Health

Administration (OSHA) Requirements; Department of Environmental Protection (DEP) Regulations;

Environmental Protection Agency (EPA) Regulations. If there is a conflict between these codes, regulations and specifications the most stringent requirements shall apply at all times. Documents listed by and/or provided by the Government are for reference only and do not relieve the Contractor from adherence with applicable codes not specifically addressed.

2.2 Description of Work

The project intent is to perform existing condition assessment surveys of various pavements across

Tyndall AFB. The survey report shall document the pavement thickness and number of lifts; base type and thickness; sub‐grade visual classification and thickness; groundwater table depth (if encountered);

rehabilitation recommendation; and core/boring location. Collected data may be presented in boring logs with a Core/Boring Location Map. Core samples will be delivered to the 325th Civil Engineer

Squadron (CES).

Survey will consist of core samples and hand auger borings to a depth of five (5) feet below existing grade or to ground water table at select locations along the pavement alignment. The Contractor shall implement means and methods that will limit disturbance to the natural vegetation, dune systems, water bodies and base activities to the greatest extent practicable throughout the project performance. Standard Maintenance of Traffic (MOT) guidelines shall be followed. Unless noted otherwise, work is anticipated to be performed during normal working hours. The Government provided documents and existing field conditions shall be reviewed by the contractor to identify any potential discrepancies and develop necessary Requests for Information (RFIs) prior to survey mobilization.
