Self-Contained Breathing Apparatus Air Compressor

General Information:
1. Background:
Current mobile Self-Contained Breathing Apparatus (SCBA), Breathing Air Compressor was purchased on 9 Jan 2009.
The current mobile air compressor for resupplying SCBA bottles is 15 years old and needs to be replaced with a fixed installed primary source for resupply in accordance with (IAW) OSHA stand 1910.134 and NFPA 1981 for firefighting and rescue operations. The current mobile air compressor has undergone maintenance and since has been in continuous use for resupplying SCBA bottles, it has been not serviceable due to the constant continuous use. With the current compressor deemed unserviceable, Goodfellow Fire and Emergency Services (GFES) will not have a breathing air compressor system to resupply SCBA bottles and puts GFES in a vulnerable situation for emergency refilling capability and forces the need for an outside agency dependence during emergencies. By replacing the mobile air compressor with an installed fixed system, gives Goodfellow FES the capability to perform testing of masks and air packs IAW National Fire Protection Association (NFPA) Standards. With out this system, GFES will not be compliant with local automatic aide agreements and base response structure IAW Air Force Instruction (AFI) 32-2001. The fixed installed air compressor system will provide an updated and more reliable system supplying clean uncontaminated air for firefighters to breathe in contaminated environments. 2. Description of Service:
2.1 General Services:
Purchase, install, and warranty maintenance of a new all-in-one fixed breathing air compressor, in building 3321, that is
In Accordance With (IAW) current National Fire Protection (NFPA) 1989 standard. The breathing air compressor must have the capability to refill Self Contained Breathing Apparatus (SCBA) cylinders IAW Occupational Safety and Health (OSHA) standard
1910.134 and NFPA 1981. The contractor shall provide a 6,000 PSI, 18 CFM Charging Rate; 15 H.P. three phase electric motor, (Specify Voltage upon order); PLC Controller with Multicolor HMI Touchpad Panel Mounted Display and Carries Full UL Listing; Four (4) Bank Cascade Control System; Emergency Stop Switch; Integral Three Position, NFPA 1901 Approved Full Containment Fill Station accommodates SCBA OR SCUBA Cylinders; Automatic Condensate Drain System with Collection Reservoir and Level Indicator; P-5 Secure Electronic Filter Monitoring System; Compressor High Temp and Low Oil Protection System; Sound Attenuating Enclosure with Hinged Door Access; installed with the Optional Gas Tek CO Monitor wired for alarm and shutdown; Four (4) ASME Code Cylinders installed in an integral designed rack in rear of unit; 100’ Hose and enclosed Hose Reel; Fire Edition paint scheme. In addition, the air compressor system will need to have the capability of supplying breathable air through an approved 130' airline into the SCBA Maintenance room, in room 124. The entire standalone compressor system must meet the following dimensions for the compressor and the water tender vehicle to fit in the same stall:
126"L x 39"W x 79"H.
In addition for clarification, the all-in-one fixed breathing air compressor must meet the following salient characteristics:
- High Pressure Breathing Air Compressor
- The system is available in either 6,000 psig variant
- Discharge capacities ranging from 13 standard cubic feet per minute (scfm) charge rate to 26 scfm charge rate
- Access doors with Snap pin technology – pull the pin and lift the door, no hand tools are required
- Should have accessibility to the back operations panel
- Need requisite panels with sound attenuated material
- An integral rack built to accommodate four (4) storage cylinders with the piping
- Provide four (4) ASME coded air storage cylinders as a part of the standard scope of supply
- Request the unit be painted Fire Edition Red paint scheme
- National Electrical Manufacturer Association (NEMA) 4 rated electrical enclosure with Underwriter’s Laboratory (UL) listed control panel
- Carbon Monoxide (CO) monitoring system
- Hydrogen Sulfide (H2S) monitoring system with audible alarm
- 100ft high pressure cabinet enclosed hose reel
- Additional air storage cylinders
- Panel mounted remote fill hose connection
- Dual fill 3 position
- Tri Fill 3 position
- Compressor low oil pressure and high temperature safety shutdowns
- Emergency Stop push button
- Hinged cascade fill control panel with Lexan laminate air flow / fill schematic
- Audible alarm on safety shutdowns
- Inlet filter maintenance indicator
- Zero loss automatic condensate drain system with non-corrosive condensate reservoir, integrated float sensor, and automatic “FULL” indication with compressor shutdown
- Four (4) ASME code stamped air cylinders installed in the integral rack designed to hold four cylinders
- Sound Attenuating enclosure with slam action latches and lift-off type hinges
- NFPA 1901, 2016 edition compliant 3 position containment fill station accommodates SCBA or Self-Contained Underwater Breathing Apparatus (SCUBA) cylinders up to 31” overall length
The airline will need to be installed by the contractor. The airline will enter the SCBA maintenance room through an outside wall and connect into a Posi-check machine for SCBA testing. The end connection on the high-pressure line terminating inside the SCBA maintenance room, needs to be a female end and be able to connect to a male quick connection on our Posi Check and on our MSA G1 SCBA bottles. The fill stations at the air compressor also need to be fitted with quick connections to fit the MSA G1 SCBA. Also, on the high-pressure airline, we need to have a pressure gauge that can measure up to max 7500 Pounds per Square Inch (PSI), inside the SCBA room and a quarter turn ball valve to control the air flow.
2.1.1 The contractor shall be knowledgeable of and shall comply with all applicable federal, state, and local laws, codes, permits, DoD, AF, and base requirements and instructions required for the performance of the duties in this Statement of Work (SOW).
2.1.2 The contractor shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental risks. These policies shall be in compliance with Federal and Installation policies and procedures.
2.1.3 The contractor shall provide a 6,000 PSI, 18 CFM Charging Rate; 15 H.P. three phase electric motor, (Specify

Four (4) ASME Code Cylinders installed in an integral designed rack in rear of unit; 100’ Hose and enclosed Hose Reel; Fire Edition paint scheme. In addition, the air compressor system will need to have the capability of supplying breathable air through an approved 130' airline into the SCBA Maintenance room, in room 124 (SCBA Maintenance Room). In addition, along the wall inside the truck bay to the Posi Check in the SCBA Maintenance Room with 1/4” high pressure flex stainless steel tubing. The entire standalone compressor system must meet the following dimensions for the compressor and the water tender vehicle to fit in the same stall: 126"L x 39"W x 79"H.
In room 124, the airline will need to be installed by the contractor. The airline will enter the SCBA maintenance room through an outside wall and connect into a Posi-check machine for SCBA testing. The high-pressure airline will be installed approximately eight feet above the truck bay floor and run along the exterior South wall. The airline will enter the SCBA Maintenance Room through the exterior wall. The hole in the wall will be sealed with an approved fire rated sealant. After entering the maintenance room, the airline will be at approximately eight feet above the floor and run along the East wall for approximately 13 feet. The airline will turn 90 degrees to the left and run down the East wall approximately five feet to the top of the work bench. The end connection on the high-pressure line terminating inside the SCBA maintenance room, needs to be a female end and be able to connect to a male quick connection on our Posi Check and on our MSA G1 SCBA bottles. The fill stations at the air compressor also need to be fitted with quick connections to fit the MSA G1 SCBA. Also, on the high-pressure airline, we need to have a pressure gauge that can measure up to max 7500 Pounds per Square Inch (PSI), inside the SCBA room and a quarter turn ball valve to control the air flow.
2.2 Installation Services:
2.2.1 The company providing the installation of the SCBA Air compressor and the 130’ high pressure air supply line, shall provide all necessary, tools, equipment, parts, labor, software installation to install the air compressor at the fire department, Building 3321. The contractor must be a manufacturer’s certified company of the SCBA Air Compressor they will be providing for installation. In addition, the 130’ high-pressure air supply line will be installed from the compressor into the SCBA Maintenance Room number 124. Once system is installed, the compressed air must meet Grade D requirements as prescribed by OSHA 29 CFR 1910.134 (i)(1)(ii) (***see Inspection and Acceptance section for additional requirement***)
2.2.2 Goodfellow Air Force Base Fire Department (GAFD) Point of Contact (POC) will provide access to the work area for the installation of the new SCBA Air Compressor. The contractor shall accomplish the design, programming (if needed), installation, and training on the SCBA Air Compressor. The contractor shall provide any approved drawings and documents related to the SCBA Air Compressor installation and operation of the system.
2.2.3 The contractor will be liable for any damages incurred while in the performance of building, programming (if needed), installing, and testing the SCBA Air Compressor System including all components needed. The contractor shall provide all unused government owned equipment and installation component items back to the government to the indicated SCBA Air Compressor POC at the end of the installation process.

2.2.4 The government technical representative for this project is the 17th Civil Engineer Squadron, Goodfellow AFB, TX.
2.2.5 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700-1700 hours Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of Work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
Recognized US Federal Holidays are as follows: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday.
2.2.8 Vehicle registration, proof of insurance and a valid driver’s license shall be presented to gain base access. Lost vehicle and entry passes shall be reported immediately to the Security Police as well as the Government Acceptor in accordance with the local security forces policy.
2.2.9 Security Clearances: The contractor will not be required to have a security clearance to perform work in the fire department.
2.2.10 Certifications: Only the required certifications to validate the contractor has the proper technical skills and knowledge to install the SCBA Air Compressor in accordance with the manufacturer’s standards.
2.3 Inspection/Acceptance
Validation between the contractor and the Government Acceptor that all SCBA Air Compressor components are fully functional and operating in accordance with industry standards. In addition, the compressed air must meet Grade D requirements as prescribed by OSHA 29 CFR 1910.134 (i)(1)(ii) and confirmed via air sampling results submitted by 17 CES/CEF. The SCBA Air compressor will not be brought into operation until the air sampling results are obtained.

Upon completion of all contract requirements, the contractor will submit to the Government Acceptor the Inspection/Acceptance Checklist. The Government Acceptor will complete the Inspection/Acceptance Checklist and return it to the contractor. The Contractor may then submit a final invoice in the Wide Area Workflow system (WAWF) (https://wawf.eb.mil/) and will attach an electronic copy of the signed Inspection/Acceptance Checklist to the invoice submission.
3.0 Base/Installation Specifics
3.1 All commercial trucks must enter through South Gate of Goodfellow AFB, which is Chadbourn Street, for inspection. In accordance with the Installation, base entry procedures must adhere to delivery vehicle process requirements mandated by the Wing: AFI 31-113, AFMAN 31-116, and the Goodfellow Integrated Defense Plan. Once at South Gate, the driver must have a current pass or contact the customer at 325-654-3605, and must be able to show:
- A current Vehicle Registration
- A current Proof of Insurance
- A valid and current Driver's License for the driver
- A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.
Gate Procedures:
- Once at South Gate, be prepared to exit the vehicle and allow for vehicle inspection. At this time you may ask for directions to your final destination.
- If the final destination requires the driver to leave South Gate, and re-enter the base through an alternate gate, the pass received will be sufficient documentation for entry into both gates, within a pre-established time directed by the Security Forces representative.
- Arrival at the appropriate gate after the designated allotted time will result in non-admittance to the installation.
- This procedure will occur each time a commercial truck requests access to the base.
3.2 The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. Personnel should have the following items when entering the installation.
3.3 The contractor shall submit a written request on company letterhead to the Civil Engineering Point of Contact (CEPOC) listing the following: contract number, location of work site, start and stop dates, time, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The CEPOC will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, valid vehicle insurance certificate to obtain a vehicle pass.
3.4 During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. Failure to comply with these requirements may result in withholding of final payment.
Mission Essential Services: Contractors are not considered mission essential.
3.5 Prohibitions: Firearms may not be brought on base under any circumstances. Individuals with criminal records are not allowed on base. Contractor personnel are prohibited from sponsoring guests onto the installation.
3.6 Contractors are advised that the Commander has placed restrictions on the smoking of tobacco products in AETC facilities.
AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is http://www.wawf.eb.mil/ permitted only in designated smoking areas. Additional information, to include locations of designated smoking areas, will be provided to the contractor upon request.
3.7 The contractor shall follow the procedure contained in clause 5352.242-9000, CONTRACTOR ACCESS TO AIR FORCE
INSTALLATIONS:
3.7.1 ACCESS: Installation access is restricted to only authorized persons and their vehicles. Authorization to enter Goodfellow AFB will be granted following a process of identity proofing and vetting, at minimum, each unescorted visitor, to determine fitness of the individual requesting and/or requiring access to the base and issuance of access credentials. Prior to allowing access to Goodfellow AFB, a minimum of a National Crime Information Center (NCIC) will be completed on all visitors (16 years of age and older), requesting unescorted access to validate the visitors fitness.
3.7.2 DENIALS: Authorization to enter Goodfellow AFB will be immediately denied in instances revealing the following items: felony conviction within 10 years, any violence within 7 years, indecent acts with minors, violence with a weapon, terrorist threats, repetitive history of criminal activity or any other misconduct the commander determines may have a negative effect on good order and discipline or installation security. All information is subject to review and recommendation by Chief, Security Forces as delegated by TRW/CC. All personnel denied will be issued a letter containing instructions on how to appeal the decision.
