B. Paint Scheme

1. Description of Services. The contractor shall provide all services, material, labor, and equipment to complete a full sanding and full paint application to the F-15 static display at the corner of Nomad Way and Eglin Boulevard, Eglin Air Force Base (AFB), Florida in accordance with this (Statement of Work). The contractor shall comply with all Federal, State, Air force Instructions (AFIs), County, Local, and Eglin AFB regulations in performance of this contract.

1.1 Specific Repair and Paint Functions. Contractor shall remove all areas of corrosion, remove or fill dents from aircraft and external fuel tanks, prime all bare areas, seal airframe, and seal canopies to prevent water seepage. Contractor shall also remove all surface contamination such as oil, grease, loose paint, mill scale, dirt, foreign matter, rust, mold, and mildew to assure sound bonding to the tightly adhering old paint. Any loose, cracked, or spider webbed existing coating shall be power tooled clean to bare metal. All bare areas shall be primed with an appropriate primer. After all repairs and prepping procedures are complete, the aircraft shall be painted to historically match colors and sheen. Contractor will be responsible for the painting of plexiglass windscreen (canopy). The methods and materials used under this contract shall provide a minimum lifespan of five to seven years.

After completion of paint and repairs, all aircraft markings shall be replaced in accordance with the applicable aircraft Technical Order. All windows, doors, and hatches shall be secured and all vents, nozzles, wheel wells, cowlings, cowl flap areas, intakes, air scoops, and exhausts shall be bird proofed. Contractor shall repair/replace any broken windows, canopies, missing panels, and provide structural maintenance to include modification, manufacture, and replacement of sheet-metal, fiberglass, plastic components, bird-screens, and related hardware for historical/static display aircraft. Additionally, the contractor must check arresting hook for security and if found unsecure, secure as required.

1.2 Specific Maintenance Functions Covered Under Included 1 Year Warranty. Upon completion of the F-15 static display restoration and paint project, the contractor shall agree upon the terms of a sustainment warranty lasting no longer than 1 year. The warranty will include a bi-annual inspection of the static F-15 to include: all minor corrosion defects, minor paint touchups, and maintenance of the bird-proofing system. The contractor shall be responsible for correcting. Maintaining these areas as necessary to maintain the condition of the static display as it was immediately after the initial refurbishment. The bi-annual sustainment inspection will be coordinated through the 33d Maintenance Squadron (MXS) Corrosion Control Non-Commissioned Officer in Charge, hereafter referred to as Project Manager, and/or their designated representative. The bi-annual inspections shall take place 5 and 11 months after the initial refurbishment is completed and accepted. Upon completion of the bi-annual inspections, the Contractor shall submit a report annotation all discrepancies and their work priority to the Project Manager. The Project manager or their designee, will serve as the approving official on necessary repair requirements in conjunction with the contractor and his or her crew.

1.3 Place of Performance. All static display renovation and maintenance will be accomplished at the site of the F-15 Static Display, as is. Deviations will be on a case-by-case basis and will be coordinated through the Project Manager.

1.4 Hours of Operation. Work is to be performed Monday through Friday. Any deviations must be coordinated with this office and the Project Manager.

1.5 Supervision. Contractor shall provide/ identify a supervisor, who may be a member of the paint/repair crew. The supervisor will perform a walk around with the Project Manager and designated maintenance representative(s) to check and inspect the aircraft for any damage before work begins and after completion of the repairs and painting. During this initial walk-around, the contactor and Project manager will coordinate any support requests/ requirements prior to work beginning. Contractor shall give seven calendar days’ notice to the Project Manager before beginning any paint and repairs.

1.6 Safety. The Contractor is required to provide and enforce the use of necessary safety equipment. All equipment used under this contract shall meet all OSHA, EPA, and any other applicable guidelines necessary. All safety equipment must be used for its original and intended purposes. The Contractor shall also make available to his or her crew the Material Safety Data Sheets (MSDS) for all paints, solvents, and chemicals used during the work. Contractor is responsible for ensuring all personnel are aware of the purpose and precautions associated with these documents.

1.7 Environmental and Weather. Contractor shall apply paint coats when ambient temperature is between 55 to 110 degrees Fahrenheit. No painting shall occur above 85% humidity or immediately after rain, in foggy weather, or when rain is predicted. Painting shall cease four hours prior to sundown to allow the coating sufficient time to cure prior to dew and moisture setting in. Additionally, contractors will comply with all Federal, State, County, City, Base Bio-Environmental, OSHA, EPA, and other applicable guidelines pertinent to the outdoor preparation and painting of aircraft, to include collection and disposal of waste materials. The most current versions of AFI 32-7086, and Eglin Supplement to AFI 32-7086, will apply.

1.8 Quality of Service. Repairs do not have to meet aircraft airworthiness standards;

however, they must meet the original shape and cosmetic appearance and uphold to “Museum Quality” standards. All work shall be accomplished in accordance with, but not limited to: Technical Orders (TOs) 1-1-8, 1-1-691, 1F-15A-23; AFI 84-103; Historical Property Agreement, or as directed by Contracting Officer. Technical data and AFIs will be made available to the contractor. In the event of any conflict between the referenced documents or this Statement of Work (SOW) the stricter standard shall be adhered to unless directed otherwise by the Contracting Officer.

1.9 Inspection and Acceptance. Contractor shall give a 24-hour notice of work completion to ensure adequate time for inspection and acceptance by the Project Manager and the necessary maintenance representative(s). If any discrepancies exist upon inspection, the contractor shall perform the necessary repairs and services in a timely manner and have the work re-inspected. Upon re-inspection, if no discrepancies exist, the work will be accepted.

2. Service Delivery Summary (SDS). The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

3. Government Furnished Property. No government furnished property shall be provided to the contractor.

4. General Information.

4.1 Contractor Accountability. The Contractor shall clean up the work area and ensure grass areas around the static display is not damaged. The contractor shall be held responsible for any damage to the vegetation and land surrounding the work area unless noted prior to the start of the work during the initial inspection. If any damage is noted prior to beginning the work, it will be noted, and the contractor will not be held accountable. If any further damage to the already damaged areas is found, the contractor assumes full liability for all additional damage to the area to include shrubs and any additional vegetation such as grass, flowers, trees, etc.

4.2 Overspray. Contractor assumes all responsibility for over-spray on all vehicles, buildings, landscaping, etc.

4.3 Clean-up. Paint/repair equipment and supplies shall be removed from the worksite after work has been completed. Project site shall be cleaned of all existing debris daily, and debris must be removed from the installation daily. If required, the Contractor will arrange for delivery and pick-up of a dumpster, and any other equipment needed for any portion of this project. If a dumpster is needed for any portion, the Project Manager will give instructions and guidance as to where the dumpster and other stationary equipment can be placed while work is being accomplished.
