STATEMENT OF WORK
for
Four Hand-Painted Canvas Floor Cloths:
Philip Schuyler House Reception Hall, Father’s Office, and Upper Hall
SARATOGA NATIONAL HISTORICAL PARK
May 2023
1.0 INTRODUCTION
In accordance with the Terms and Conditions of the contract, the contractor shall perform the work for National Park Service (NPS), as described below.
2.0 BACKGROUND
The Philip Schuyler House, a unit of Saratoga National Historical Park of the National Park Service, is seeking four hand-made, hand-painted on canvas late 18th century style floor cloths of the same design, based on a William Carwitham 1739 design (attachment 1). All four floor cloths will be installed in the Philip Schuyler House, a furnished historic house museum interpreting the residency of Philip Schuyler and his son, John Bradstreet Schuyler, between 1785-1800. Floor Cloth #1 will be created and installed wall-to-wall in the first floor Reception Hall of the Schuyler House. Floor Cloth #2 will be a 10 foot by 10 foot hand-painted on canvas rug which will be laid in the first floor room known as “Father’s Office”. Floor Cloth #3 will be a 13 foot by 11 foot 6 inch rug that will be laid in the Upper Hall. Floor Cloth #4 will be a short runner measuring 3 feet wide by 8 feet 2 inches long that will be laid adjoining the northwest corner of Floor Cloth #3, the Upper Hall rug, and terminate at the doorway of the North Bedroom.
The National Park Service acquired the Philip Schuyler House in 1950, and began to restore the house to its late 18th century appearance. In 1977, a painted green with tan flecks floor cloth was installed wall-to-wall in the Reception Hall of the house. The 1977 floor cloth was based on a sample said to have been found by park staff in the house, but recent research indicates that sample piece dated to the late 19th century and was not historically appropriate for the period of interpretation. In addition the 1977 floor cloth had deteriorated and by 2016 the seam between the two pieces had separated and curled up, becoming a tripping hazard. After 39 years of use, the 1977 floor cloth was removed, leaving the original 1777 pine floorboards exposed to heavy foot traffic.
The floor in Father’s Office was covered with wall-to-wall strips of straw matting in 1967 that was nailed to the floorboards. This matting was recycled from another NPS property, and was already worn. In addition, the straw matting strips were improperly installed. In the Upper Hall, the floor boards are bare, covered with 1990s brown synthetic woven commercial carpet runners to help protect the original 1777 pine boards from foot traffic.
Saratoga NHP seeks to acquire one wall-to-wall painted floor cloth for the Reception Hall, one floor cloth rug for Father’s Office, one floor cloth rug for the upper hall, and one short runner for the upper hall area adjacent to the rug. This will provide historically appropriate floor coverings while protecting the original 1777 pine floor boards from excessive wear.
3.0 SCOPE OF WORK
The floor cloths will be produced and installed in the General Philip Schuyler House of the Saratoga National Park.
1. Floor Cloth #1: For the Reception Hall: one 240 square foot wall-to-wall floor cloth (single piece) covering the entire room made of:
Heavy weight cotton duck canvas
• Primed.
• Top surface hand-painted with base coat.
• Design hand-painted, based on Carwitham 1739 published plate, see attachment # 1.
Diamond pattern of alternating 18-inch squares imitating solid color tiles; every other tile will be hand-painted with marbling on cream-colored ground. Smaller black-painted square tile designs painted on the diagonal and on each corner of the 18-inch squares, making the larger squares into octagons. There will be no border on the Reception Hall floor cloth. Final color selections will be made in consultation with SARA Curator.
• Top patterned surface coated with protective coating.
• Padding of some type (non-latex) to go under the floor cloth when installed wall-to-wall in the Reception Hall only. Padding shall not have any effect on the underlying flooring.
• Floor cloth pieces for the Office and Upper Hall will be rugs, and will be laid on the wood floor with thin padding. A separate runner will be installed with thin padding between the Upper Hall and the doorway of the North Bedroom.
Cost will include shipment or transportation to the Philip Schuyler House, Wall-to-wall Installation of the floor cloth in the Philip Schuyler House Reception Hall will include stretching and tacking the floor cloth around the perimeter of the room. Floor tacks shall be small enough to avoid being detected and spaced to avoid bunching or stretching.
2. Floor Cloth #2 for the room known as “Father’s Office” on the first floor of the Philip Schuyler House, adjoining the Reception Hall on the west end; one area rug sized floor cloth (single piece) measuring 10 feet by 10 feet. There will be 18” x 18” square tile designs painted in an identical pattern as the Reception Hall floor cloth for a total of 9 feet by 9 feet, with a 6 inch border around the tile pattern to create a 10 foot by 10 foot rug.

• Design hand-painted checkerboard pattern of alternating squares imitating tiles; the lighter tile hand-painted with marbling.
• Hand-painted border will be used to trim the rug.
• Top patterned surface coated with protective coating.
• Cost will include shipment or transportation to the Philip Schuyler House Installation of the floor cloth by the contractor in the Philip Schuyler House Father’s
Office is included in the price. The padding will be think wool felt, no thicker than ¼ inch, cut to fit under the rug. The rug and padding will not be tacked to the floor.
3. Floor Cloth #3 for the room known as “Upper Hall” on the second floor of the Philip Schuyler House, at the top of the stairs leading from the first floor Reception Hall to the second floor bedrooms; one area rug sized floor cloth (single piece) measuring 13 feet by 11 feet 6 inches. There will be 18” x 18” square tile designs painted in an identical pattern as the Reception Hall floor cloth with a three inch border around the tile pattern.

• Design hand-painted checkerboard pattern of alternating squares imitating tiles; the lighter tile hand-painted with marbling.
• Hand-painted border will be used to trim the rug.
• Top patterned surface coated with protective coating.
• Cost will include shipment or transportation to the Philip Schuyler House
• Installation of the floor cloth by the contractor in the Philip Schuyler House Upper Hall is included in the price. The padding will be think wool felt, no thicker than ¼ inch, cut to fit under the rug. The rug and padding will not be tacked to the floor.
4. Floor Cloth #4 for the room known as “Upper Hall” on the second floor of the Philip Schuyler House, one floor cloth runner (single piece) measuring 3 feet wide by 8 feet 2 inches long There will be 18” x 18” square tile designs painted in an identical pattern as the Reception Hall floor cloth with a narrow three inch border around the tile pattern.

• Design hand-painted checkerboard pattern of alternating squares imitating tiles; the lighter tile hand-painted with marbling.
• Hand-painted border will be used to trim the rug.
• Top patterned surface coated with protective coating.
• Cost will include shipment or transportation to the Philip Schuyler House
• Installation of the floor cloth by the contractor in the Philip Schuyler House Upper Hall is included in the price. The padding will be think wool felt, no thicker than ¼ inch, cut to fit under the rug. The rug and padding will not be tacked to the floor.
4.0 PROJECT DELIVERABLES
The contractor shall submit to NPS the following deliverables:
• Wall-to-wall hand-painted canvas floor cloth (240 square feet) with a checkerboard design based on Cartwitham Design (attachment #1) hand-painted base layer and coated with a protective top coating for the Reception Hall, a room measuring (floor plan attached)
• 10 feet x 10 feet area rug (100 square feet) hand-painted canvas floor cloth with a checkerboard design based on Carwitham Design (attachment #1), hand-painted base layer and coated with a protective top coating for Father’s Office, a room adjacent to the Reception Hall, measuring (floor plan attached).
• 13 feet x 11 feet 6 inches area rug (156 square feet) hand-painted canvas floor cloth rug with a design identical to that of the Father’s Office including a border (Carwitham Design attachment #1). Hand-painted base layer and coated with a protective top coating for the Upper Hall, the open area at the head of the stairs (floor plan attached).
• 8 feet x 3 feet (24 square feet) runner of the same pattern (Carwitham Design attachment #1) as the other floor cloth rugs, to be placed adjacent to the northwest corner of the Upper Hall rug, and extending down the short hall from the Upper Hall main area to the doorway of the North Bedroom (floor plan attached)
• Transportation to the Philip Schuyler House, Schuylerville, NY, and wall-to-wall installation of the Reception Hall floor cloth. Installation of three area rugs, not secured to the floor.
• Routine Cleaning and Maintenance Instructions. Written list of instructions on how to clean the floor cloth, the products to be used, products to be avoided, and general care and maintenance instructions, such as types of footwear that can be harmful to the surface of the floor cloth. Contractor will submit this written list of instructions to the Curator and COR at the time the floor cloth is installed. Contractor will include one hour of in person instruction on the care and maintenance of the floor cloths.
• Warranty: Contractor will warranty the floor cloth for 7 years with normal wear.
5.0 GENERAL STIPULATIONS
The contractor shall comply with the following general stipulations during completion of the work:
• The contractor will make arrangements to measure the spaces (Reception Hall and Father’s Office) or send his/her delegate to measure the spaces to ensure the exact measurements prior to the construction of all floor cloths.
• The contractor shall submit a written and illustrated mockup of a physical sample with paint colors for approval by the park curator within one month of the award of the contract.
The mock-up can be submitted as a digital photo file.
• The contractor shall provide all materials, personnel, and services to perform all tasks necessary to perform the design and execution of the floor cloths and the proper installation of the floor cloths.
• The installation of the floor cloths will take place during normal business hours, Monday
– Friday from 8:00am to 5:00pm. No work shall be performed on federal holidays.
• The contractor shall provide maximum protection, take every reasonable measure and exercise care to prevent damage to the historic structure. All unauthorized damage to site features by the contractor shall be repaired by the contractor under the direction of a government representative at no additional expense to the Government.
8.0 PERIOD OF PERFORMANCE AND SCHEDULE
The work for this task agreement shall be provided from approximately July 2023 through November 2023. A phone conference with SARA Staff (Curator and COR) and Contracting Officer to review project goals and expectations, project schedule and deliverables will occur within 14 days of the contract award date.

9.0 AUTHORITIES
(a) Mark Barber is the Contracting Officer for this contract and is the only individual authorized to enter into or terminate this contact, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer’s Representative (COR) at the time of award. The COR will be responsible for technical monitoring of the contractor’s performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the contractor. Changes to this delegation will be made by written changes to the existing appointment by issuance of a new appointment.
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
1. Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
2. Waive or agree to modifications of the delivery schedule;
3. Make any final decision on any contract matter subject to the Disputes Clause;
4. Terminate, for any reason, the Contractor’s right to proceed;
5. Obligate in any way, the payment of money by the Government.
(d) The contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative acting within the scope and authority of the appointment memorandum. The contractor need not proceed with direction that it considers to have been issued without proper authority. The contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the COR has taken an action or has issued direction (written or oral) that the contractor considers to exceed the COR’s appointment, within three days of occurrence. Unless otherwise provided in this contract, the contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting Officer’s response issued under paragraph (e).
(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d). A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor’s risk.
10.0 GOVERNMENT REPRESENTATIVES
• Mark Barber is the Contracting Officer for this project. Only the Contracting Officer has the authority to modify this contract. The Contracting Officer will designate a COR to assist in administration of the technical aspects of this contract.
• Jeffrey Wells is the COR and Project Manager for this contract. Mr. Wells will be responsible for monitoring performance and the technical management of the work and will provide general coordination for completion of the work including all fieldwork scheduling and will ensure all requirements for the overall project are met.

11.0 INVOICE AND PAYMENT
Payments for the project will be made in the following manner:
• Payment will be made upon the completion of all floor covering installations at the General Philip Schuyler House of the Saratoga National Park. The invoice will be submitted in accordance with the instructions detailed in the contract award.
