About this file

This document is a Statement of Work (SOW) for a federal contract opportunity issued by the Bureau of Land Management (BLM) Colorado Region. The BLM intends to acquire stereo digital frame overhead imagery to monitor 14 extractive sites within the Royal Gorge Field Office jurisdiction. The imagery must meet specific technical requirements, including a ground sample distance of 3 inches or less, 12-bit 3-band natural color, and stringent quality control parameters. The contractor will be responsible for all personnel, equipment, materials, and transportation to capture and deliver the imagery, which must be provided within 30 calendar days after collection. The contract is a firm-fixed-price commercial item acquisition, with price as the primary evaluation factor. The opportunity is a total small business set-aside under NAICS code 541360, Geophysical Surveying and Mapping Services, with a size standard of $28.5 million. Imagery will be acquired sometime in 2024 or 2025, during the months of May through September, after the BLM issues a notice to proceed.

Project and Data Specifications

– Imagery will be collected at a ground sample distance (GSD) of less than or equal to 3 inches.

– Imagery will be no less than 12-bit, 3-band natural color (RGB).

– Imagery will be collected with a large-scale, frame format digital mapping camera with 6 inch lens or equivalent.

– A minimum of 2 flight lines will be flown per site to ensure adequate look angles in areas of steep slopes and near vertical faces. These lines need to be parallel and preferably in a North/South direction. If this can’t be achieved site specific coordination will be needed to assess if the lines can be perpendicular to each other.

– All areas within each site perimeter will be visible from a minimum of 2 flight lines.

– All site perimeters need to be buffered by 30-50 meters.

– Imagery will be collected with 60% overlap in the line of flight (55% minimum, 65% maximum).

– Imagery will be collected with 60% or more overlap between parallel flight lines (55% minimum).

– Imagery will be collected at a high sun angle (40 degree minimum).

– Crab will not exceed 10 degrees (as measured from line of flight) on any series of 2 or more consecutive images. Crab will not exceed 12 degrees (as measured relative to each other – such as 8 degrees left and 6 degrees right) on any series of 2 or more consecutive images.

– Tilt will not exceed 4 degrees on any image and will not average more than 2 degrees on any flight line.

– The overhead imagery mission will be undertaken when weather, cloud cover, wind, sunlight and atmospheric conditions are favorable for obtaining sharp, clear, well defined images.

– Images will be sharp and clear in detail and contrast. Images will be free from clouds, shadows, smoke, haze, light streaks and other imperfections. Proper allowance will be made for illumination conditions on the ground and for presence of water bodies, deep shadows or other conditions effecting exposure.

– Imagery will be delivered in TIFF format on a USB 3.0 portable hard drive supplied by the contractor.

– A digital file of image centers derived from airborne GPS will be delivered for each site. The 3D positional accuracy of the image centers will not exceed 30 centimeters RMSE (combined spherical error). This file should be an ASCII text file, comma delimited, with the following data:

– Site name (refer to attached digital files)

– Acquisition date (MM-DD-YYYY) and time (local or GPS time)

– Image file name

– Longitude of each image center (decimal degrees)

– Latitude of each image center (decimal degrees)

– Altitude (AGL) of each image center (NAVD88, meters)

– Optional data if available:

– Omega, Phi, Kappa

– Yaw, Pitch, Roll

– The contractor will provide a digital flight line index map for each project site. All flight lines and image centers will be accurately portrayed on these maps.

– A factory/manufacturer camera calibration report (preferably less than 3 years old) must be provided.

The report will have sufficient information to process the stereo imagery using state of the practice structure from motion (SFM) photogrammetric software (e.g., Agisoft Metashape).

– An FGDC compliant metadata file will be delivered.

– During the time the imagery is in the possession of the contractor, he/she may make only such uses of the imagery as are authorized by this contract or the Contract Officer (CO).

Permits and Clearances

It is the contractor’s responsibility to obtain any necessary permits or clearances to enter, fly over or image any areas with restricted access.

Government Furnished Materials and Services

The government will provide:

1. A shapefile with the name, location and spatial extent of each site.

2. Placement of targets on the ground for each site, prior to the flight.

3. There will be no additional government furnished materials.

Contractor Furnished Materials and Services

The contractor will furnish all personnel, equipment, materials, transportation and quality control (QC) to ensure the capture and production of high-quality overhead imagery.

An electronic file that includes the flight lines and photo footprints for the 14 sites will be provided to RGFO for review and approval prior to the flight.

All deliverables are subject to inspection by the CO or their designee. The contractor will be notified in writing if any or all of the deliverables are rejected. In the event of a rejection the contractor will promptly repeat the work to fully comply with the specifications of this contract. Any work repeated as the result of rejection will be performed at the contractor’s expense.

Final inspection and acceptance will be made after all materials have been delivered to the specified location. The decision of the CO will be final.

Timeline

Imagery will be acquired sometime in 2024 or 2025, during the months of May, June, July, August or September after BLM issues a notice to proceed, weather and conditions permitting.

All deliverables will be delivered to the specified location within 30 calendar days after imagery is collected.

All deliverables acquired under this contract will reside in the public domain.

Deliverables

All deliverables will be sent to the following address:

Bureau of Land Management 3028 E. Main St.

Canon City, CO 81212 Attn: Amber Pike

Evaluation Factors

Price will be the primary evaluation factor after proposals are determined to be technically acceptable.

Technically acceptable will be determined using past performance and a technical narrative not to exceed 5 pages that describes the Offeror’s plan to meet the product and data specifications outlined above.

Specific attention should be given to the technology and processing methodology to ensure the Government’s 30 centimeter RMSE (combined spherical error) requirement for photo center locations will be met. The Government will give preference to proposals that can clearly demonstrate an ability to exceed this 30 centimeter minimum requirement. For past performance, Offeror’s shall provide 3 examples of similar projects within the last 3 years with contact information for the customer.
