STATEMENT OF WORK

PARKING LOT RESURFACING & CRACK SEALING

KAIBETO BOARDING SCHOOL

AUGUST 2023

A. PURPOSE:

Kaibeto Boarding School has a requirement for parking lot resurfacing, crack sealing, striping parking areas and cross walks. The parking lot loca�on(s) is (1) the East Side Main Parking Lot of Building 1913, and (2) Kitchen Loading Area west side of Administra�on Building 1913.

B. SCOPE OF WORK:

The contractor shall furnish all supervision, labor, travel, material, supplies, equipment, and all other incidentals for this project.

Contractor shall:

1. Provide Traffic Control Plan: The Contractor shall coordinate with the BIA Agency

Road Construc�on Office to set up traffic control signage, barriers, and warning light devices and block off sec�on(s) of main street to divert traffic from area of construc�on zone. Contractor shall submit a traffic control plan to COR for implementa�on during construc�on.

a. The Contractor shall furnish and install all necessary barricades, fences, guards, or other temporary protec�on to prevent injury to the general public and to his own employees. The Contractor shall conduct and execute his work in a safe working manner to avoid hazards to persons or property.

b. If property damaged occurs due to negligence and/or failure to provide proper protec�on, the Contractor shall be held responsible for the replacement and/or repair cost at no addi�onal cost to the Government. If trenches are le� open, cau�on lights or lamps shall be required.

2. Remove all debris and vegeta�on (weeds) from cracks using proper equipment such as air compressor, etc. Clean all areas and remove loose gravel, dirt and mud build up.

3. Fill in all gaps and cracks with an approved crack sealing material. Cracks vary in size from ¼” to 3” wide in various loca�ons.

• Sealing material shall be hot rubberized crack sealant and all sealants must be filled so it is flush with exis�ng pavement height.

4. Fog seal East parking lot and West loading area of Building 1913. Allow proper drying �me for fog seal before Striping process.

5. Stripe all parking lot space lines, handicap symbol and spaces, traffic lines and fire lanes, and direc�onal arrows. Striping shall match exis�ng color. Approved Epoxy paint shall be used for striping.

6. Period of Performance/Schedule:

i. Period of Performance shall be 30 days from No�ce to Proceed.

ii. Contractor shall work Monday-Friday 8 am - 4:30 pm unless other arrangements are made by the school.

7. Other Requirements:

i. Access: BIE Facility Management personnel is responsible for providing access to the areas in accordance with BIE policy. The contractor shall minimize disrup�on of classroom instruc�ons and normal school ac�vi�es.

ii. Cleaning: The Contractor shall always keep work area clean. Contractor shall accomplish a complete cleanup at the end of the project. The Contractor shall properly dispose of all debris at an approved dumping site.

i. Disposal: The Contractor shall be responsible for disposal of waste in accordance with the local, state, and federal guidelines and regula�ons.

8. Products:

i. Warranty: The contractor shall provide a writen warranty on the material and workmanship from date of acceptance by the Government. All work performed under this contract shall be warranted for materials and labor from the date of final acceptance.

ii. Materials: The contractor shall provide a writen statement no�ng that all material is asbestos free, and no hazardous chemicals are to be added.

9. Codes and Standards:

Where applicable, Contractor shall adhere to all Federal and State statutes pertaining to archaeological, historical, and environmental clearances which may affect this project.

All work performed must follow the most current edi�ons of the following regula�ons, codes, standards, and guidelines.

i. BIA Office of Road Construc�on Handbook Sec�ons 406, 414, 415, 418, 634, 635,

ii. OSHA 29 CFR 1926, Subpart C, General Safety and Health Provisions

iii. ASTM – American Standard for Tes�ng and Materials

iv. OSHA -Federal Regula�ons – Safety

v. EPA – Environmental Protec�on Agency – Tribal, State and Federal Regula�ons
