U.S. Border Patrol, Yuma Sector

Statement of Work (SOW) Adair Range Bathrooms Cleaning Service

1. BACKGROUND:

The U.S. Border Patrol, Yuma Sector currently has a contract for leasing the Yuma Range thru Adair Range. In this contract the Yuma Sector Border Patrol is responsible for the cleaning of the two bathrooms in the compound; therefore, Yuma Sector has a critical need to obtain cleaning services for these two restroom facilities located on Adair Ranges INC. Adair Range is used for Agent training purposes. The range has two bathrooms that require cleaning to be in compliant with Occupational Safety and Health Administration (OSHA) standards.

2. SCOPE:

The Adair Range has two restrooms, each approximately is 6’x4’ square footage. Each restroom contains 1 toilet and 1 sink. The contractor is responsible for performing restroom cleaning services so restrooms can be in a safe and clean condition when used by Agents in accordance with OSHA standards.

3. APPLICABLE DOCUMENTS:

3.1. The contractor shall comply with all Federal, (Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA)), State, and Local Laws, installation regulations, and orders as applicable to this type of service.

3.2. Commercial standards shall be utilized throughout performance.

4. SPECIFIC TASKS:

The contractor will be responsible for performing the following restroom cleaning services:

4.1 Sweep Floors The Contractor shall sweep floor surfaces, including corners and abutments, so after sweeping the floors are free of spills, trash, visible litter, dust, and debris. No dirt shall be left in corners.

4.2 Mopping Floors The Contractor shall damp mop flooring areas. After mopping, they should be clean and free of dirt, water streaks, rust stains, mop marks, string, gum, grease, tar and all foreign matter and present an overall clean and appearance. The Contractor shall display caution signs when cleaning floors until the floors are dry.

4.3 Remove Trash The Contractor shall empty and return to their initial location all wastebaskets and trash containers. Boxes, cans, and papers placed near a trash receptacle marked "TRASH" shall be removed by the Contractor. Any obviously soiled or torn plastic trash receptacle liners in such receptacles shall be replaced.

The Contractor shall dispose of trash in plastic bags secured with bag ties. The Contractor shall pick up any trash that may fall from the dumpsters during the removal of collected trash. All solid waste collected as a requirement of this contract shall be placed in dumpster containers on the site; approximately 100 yards from bathrooms.

4.4 Cleaning/Disinfecting Surfaces The Contractor shall clean and disinfect all bathroom surfaces using a germicidal detergent. To include (but not limited to) toilet (including inside of bowl), dispensers, faucets, mirrors, and other such surfaces. After cleaning, all surfaces shall be free of dirt, dust, streaks, and grime.

4.5 Supply Restrooms The Contractor shall initially supply restrooms with toilet paper, paper towels, plastic garbage bags, trash can liners, and hand soap. After this initial supply the rooms should be checked regularly and stocked so that supplies do not run out prior to the next re-supply period.

4.6 There is no running water to sinks. Contractor would need to provide mobile washing or able to provide own water.

4.7 Cleaning Schedule: Clean the two restrooms one time per week: Tuesday or

Wednesday. Timeframe to arrive and perform the cleaning services is from 2:00 pm to 3:00 pm Mountain Standard Time. This time frame may vary due to shift changes depending on the time of year/weather. Federal Holidays are observed, and no cleaning services would be permitted.

4.8 Prior to each arrival for service, the Contractor will need to contact the range POC (listed in Section 10) to gain access on the facility.

4.9 Shutdown to range for approximately a week due to shooting clubs and range maintenance will occur a couple times a year. During this time, no cleaning services would be permitted. The dates for any scheduled events would be provided 2 weeks prior to the event occurring.

4.10 Due to operational tempo and influx of detainees, range has been shut down for approximately 3 months. No cleaning services would be permitted during this time. Notification would be provided as soon as possible.

5. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION:

The Government does not anticipate providing any government furnished equipment or supplies.

6. PLACE OF PERFORMANCE:

Bathroom facilities are located on Adair Range, 4760 S US Highway 95, Yuma, AZ 85365.

7. PERIOD OF PERFORMANCE:

The Government intends to award a firm fixed price base period plus two-option year contract:

Base Year: June 25, 2022 – September 24, 2022 Option Year 1: September 25, 2022 – September 24, 2023 Option Year 2: September 25, 2023 – September 24, 2024

Exercising of option years is dependent on the needs and requirements of the Government.

8. SECURITY:

There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

9. SPECIAL CONSIDERATIONS:

9.1. Changes to the SOW

No changes to this SOW or price adjustments shall be incurred without written prior approval of the Contracting Officer (CO). Any changes or cost increases shall not take effect until the CO executes a written modification. The CO is the only individual with authority to amend.

9.2. Environmental Management

In order to comply with federally mandated environmental preference programs and Department of Homeland Security (DHS) "Green Procurement Program" (GPP) policy, U.S. Customs and Border Protection requires the use of environmentally preferable products and services.

These program elements include: recovered material products, energy and water efficient products, alternative fuels and fuel efficiency, bio-based products, non-ozone depleting substances, priority chemicals, and environmentally preferable products. These program elements are described on the Office of the Federal Environment Executive website (http://www.ofee.gov).
