ATTACHMENT 1 – Drawings
1. DESCRIPTION OF SERVICES
1.1. Objectives: The purpose of this project is to repair the interior of building 105.
1.2. This statement of work describes contractor requirements for the project titled “Repair BX B105.” The contractor shall provide, except as specified as Government Furnished, all tools, materials, equipment, transportation, removal of debris and trash, supervision, and management necessary to complete the items listed in this Statement of Work (SOW) and the attached concept drawings (Attachment 1). The contractor shall provide the government a complete and usable product at the completion of the project. All information included in this document, along with the instructions and standards referenced in the document, shall be considered as part of the
SOW.
2. SITUS OF WORK
2.1. All work will occur at Pennsylvania Air National Guard Base, 171st Air Refueling Wing, Pittsburgh International Airport, Coraopolis, Pennsylvania 15108-4217.
3. PROJECT SPECIFIC REQUIREMENTS

3.1. Architectural
3.1.1. Flooring:
3.1.1.1. Contractor shall demolish existing raised wood flooring (approximate area of raised flooring is 8’ x 12’) in its entirety in Room 105. For rooms 105 and 107, contractor shall prepare concrete floor and install new 12”x12” 1/8” thick vinyl composition tile (VCT), VCT shall be installed per manufacturers’ recommendations. VCT color and design shall be determined from material submittal.
3.1.1.2. Contractor shall remove all existing VCT in room 103 and replace with new
12”x12” 1/8” thick VCT. VCT shall be installed per manufacturers’ recommendations. New VCT for room 103 shall be installed after food service cabinets are installed (see paragraph 3.5) and right up to base cabinets. If Option CLIN is not exercised, VCT shall be installed in the entire room 103. VCT color and design shall be determined from material submittal.
3.1.1.3. Cove base molding shall be removed in room 103 in its entirety. Cove base molding shall be installed in rooms 103, 105 and 107. Base material for areas shall be 4” high x 1/8” thick rubber cove base. Color shall be determined from material submittal. Partial lengths of base shall not be used except where cutting is required to match length of wall. Adhere to walls with manufacturer's recommended adhesive.
3.1.1.4. Contractor shall saw cut, demolish, and excavate existing concrete flooring in rooms 103, 104, 105, 106, 107, as required, to install new water line system and new sanitary piping for sink drains and toilet. Contractor shall repair concrete flooring to match existing surrounding flooring surfaces. Contractor shall excavate all trenches at least 6" below the bottom of the pipe. Place an aggregate backfill, maximum of 3/4" gravel size, in the trench to grade of the pipe. Install the pipe keeping any gravel, dirt or water from entering the pipe. Place 6" of aggregate on top of the pipe ensuring uniform bedding to all sides of the pipe.
3.1.2. Walls and Doors:
3.1.2.1. Contractor shall demolish drywall half-wall structure (three half walls) in Room 105. Contractor shall demolish portion of wall (approximately 12’ long) that separates rooms 105 and 103. Demolition of the wall shall include all finishes, structure, and associated hardware. See drawing A-3 and A-4. Contractor shall repair drywall where the existing wall connected to the demolished wall. Contractor shall demolish existing TV monitor mount in room 105. Contractor shall repair all walls in room 105 to a Level 4 drywall finish.
3.1.2.2. Contractor shall remove existing wall vent between rooms 106 and 107.
Infill opening with adequate stud support to mount vanity mirror, insulation and gypsum board on each side of opening. Tape, sand and paint drywall repair to make seamless transition to adjacent wall surface. Contractor shall repair all walls in room 107 to a Level 4 drywall finish.
See A-5 drawing.
3.1.2.3. Contractor shall remove existing wall vent in room 101. Infill openings with concrete masonry unit (CMU) to match adjacent surfaces.
3.1.2.4. Contractor shall demolish existing exterior double door, frame and all associated hardware, except key cores, to 105. Key cores shall be turned over to the Government. Infill opening with CMU to match adjacent surfaces. Infill to be “toothed in” to existing wall.
3.1.2.5. Contractor shall remove and replace existing exterior doors, frame and all associated hardware, except key cores, to rooms 103 and 100. Key cores shall be turned over to the Government. New exterior doors shall be steel door with lite kit pak with ¼” clear tempered safety glass 24” x 32”. Contractor shall provide new door hardware and new locks. Contractor shall provide locks compatible with existing BEST Lock series cores and locks. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark to be determined by government at time of submittal.
3.1.2.6. Switch existing doors between rooms 106 and 107. Remove existing vented door from room 107 and re-install door to room 106. Remove existing solid door from room 106 and re-install it to room 107. Install self-closing door hardware to room 107.
3.1.2.7. Cove base molding shall be removed from room 103 and installed new in rooms 103, 105, and 107. Base material for carpeted areas shall be 4” high x 1/8” thick rubber cove base. Color shall be determined from material submittals. Partial lengths of base shall not be used except where cutting is required to match length of wall. Adhere to walls with manufacturer's recommended adhesive.
3.1.2.8. Contractor shall remove existing drywall necessary to recess-mount the new
250A subpanel in room 105. Contractor shall repair drywall around new 250A subpanel and repair any other drywall damaged after removing the existing 100A subpanel. Drywall shall be repaired to a Level 4 drywall finish. Refer to section 3.4.1.
3.1.2.9. Contractor shall remove existing drywall necessary to install new water lines and sanitary lines/drains for rooms 103, 104, and 107. Contractor shall repair drywall to a Level 4 drywall finish after new water lines and sanitary lines are installed. Refer to sections 3.2.3 and 3.2.4.
3.1.3. Paint:
3.1.3.1. Walls: Contractor shall paint all walls in rooms 103, 105, and 107, color white. Contractor shall touch-up paint all walls that have been infilled and around all new door openings, color to match existing wall colors. Interior paint shall be stain-gloss latex, low Volatile Organic Compound (VOC) compliant, compatible for interior applications to include masonry block, gypsum wallboard-drywall, and metal. Exterior paint shall be stain-gloss latex, low VOC compliant, compatible for exterior masonry block and metal applications. Paint shall be two coats of paint, final color selection to be determined from material submittal. Unpainted gypsum board shall receive the manufacturer's recommend primer coat prior to painting. All excess paint shall be removed from the site.
3.1.3.2. Doors: Contractor shall paint all newly installed doors/frames to rooms 100 and 103, and the two existing doors and frames to rooms 106 and 107. Paint color for doors and frames shall be determined from material submittal. Paint shall be two coats of paint.
3.1.4. Suspended Ceiling Tiles and Grid:
3.1.4.1. Contractor shall remove suspended ceiling in its entirety including ceiling panels, grid and all associated hardware in rooms 105 and 107 (see drawing A-3). Contractor shall remove the ceiling panels only in room 103, and keep existing grid system. All metal components shall be disposed of in the base Quality Recycling Program (QRP) dumpster behind B205. Coordinate metal recycling with Contracting Officer Representative (COR).
3.1.4.2. Contractor shall install new ceiling suspension system and ceiling tiles in rooms 105, 106, and 107 and tie into the existing grid system in room 103. New grid suspension system shall be standard fire rated 15/16" tee system. System shall be fabricated from galvanized steel, color white. System shall include main runners, cross tees, angle moldings, hangar wires, and all accessories required for a complete assembly in accordance with manufacturer's instructions. Install new grid at same height as existing grid. New ceiling panels shall be 24"x48"x5/8" modulated acoustical ceiling panel with edge reveal. See drawing A-6.
3.2. Site Work and Plumbing
3.2.1. General Civil Notes:
3.2.1.1. The location of existing utilities and storm drainage shown on the base maps are given for the convenience of the contractor. The Government assumes no responsibility for inaccuracy. It is the contractor’s responsibility to locate existing utilities. The contractor shall be responsible for coordinating installation of all new utilities with those that are existing. If existing utilities are in conflict with new utilities, the site contractor shall notify the COR before proceeding with construction.
3.2.1.2. All required erosion and sediment control measures shall be provided, installed, and maintained throughout the length of the project. Bracing, shoring, and temporary supports are the responsibility of the contractor.
3.2.1.3. Contractor shall saw cut and excavate only the portion of asphalt that is necessary to be removed for the installation and connection of the new sanitary pipe to the main sewer system in front of B105. Existing asphalt area is approximately 6-inches deep with some areas having up to one (1) foot of compacted subbase. Repair pavement with full-depth asphalt patch in accordance with UFC 3-270-01, O&M Manual: Asphalt and Concrete Pavement Maintenance and Repair, Chapter 3. All demolished and excess material shall be disposed of offsite.
3.2.2. Water Service:
3.2.2.1. Contractor shall install new 3/4-inch plastic pipe, (such as Advanced Drainage System (ADS) PolyFlexTM or equivalent), to supply water to B105. New water line service to B105 shall connect with existing 8-inch asbestos-cement pipe (ACP) (a.k.a. transite pipe) water main behind B105. Contractor is responsible for determining existing utility locations, and determining means and methods, within applicable plumbing and building codes, to connect the copper pipe to the ACP water main. Use of a double strap service saddle is recommended to connect 3/4-inch pipe to 8-inch ACP. Where 3/4-inch water line enters B105, install ¼-turn water shut-off ball valve. Install all necessary bracing and securing measures for piping and shut-off valves. Refer to section 3.2.4 for plumbing inside B105.
3.2.2.2. Service pipe shall be installed in accordance with all applicable plumbing codes. Pipe fittings, lubricants, solvents, sealants, solders shall be in accordance with the manufacturer’s recommendations.
3.2.3. Sanitary Sewer Service:
3.2.3.1. Contractor shall install new sanitary sewer pipe system for B105. Contractor shall use polyvinyl chloride (PVC) or chlorinated polyvinyl chloride (CPVC) pipe materials for the new sanitary sewer system. New sanitary sewer pipe to B105 shall connect with existing 8-inch vitrified clay pipe (VCP) under the asphalt pavement in front of B105. There is not an existing working sanitary sewer line for B105. Contractor is responsible for determining existing utility locations and means and methods to connect the sanitary sewer lateral to the VCP sewer main. Contractor shall comply with all applicable plumbing codes. Contractor shall maintain a slope of 1% (1/8-inch per foot) for 3-inch diameter pipe. Contractor shall maintain a slope of 2%
(1/4-inch per foot) for 2.5-inch or smaller diameter pipe. Install sanitary pipe clean-out with plug.
3.2.3.2. The sanitary system will require the installation of a vent pipe, which will require roof penetration. Contractor shall install vent roof boot and pipe flashing around the vent pipe. Contractor shall seal edges of flashing and all nail heads with roofing cement to prevent water penetration.
3.2.3.3. During excavation, the sewer line trench shall have a minimum 3 feet horizontal separation and 18-inch vertical separation from other pipelines such as water service lines, gas lines, and storm sewer lines. Contact the government COR if there are issues with maintaining these separation distances. Install sanitary pipe in accordance with the trench pipe zone detail on drawing C-1, which shows a trench horizontal width of the pipe diameter plus 2 feet or maximum 4 feet horizontal. Install 2B crushed limestone or crushed gravel 6-inches below the pipe and 12-inches above the pipe with compacted backfill material above the crushed stone as required. Refer to paragraph 3.2.1.3 for asphalt repair information.
3.2.3.4. Contractor shall install sanitary sewer drain connections inside B105 for the following fixtures. All sanitary sewer pipes shall be PVC or CPVC. Pipe shall be installed in accordance with all applicable plumbing codes. Pipe fittings, lubricants, solvents, sealants, solders shall be in accordance with the manufacturer’s recommendations.
3.2.3.4.1. Five sinks in room 104, which include the following: The 3-compartment sink shall have three lateral drains tying into one P-trap. The hand washing sink can be part of the lateral drain system if it makes sense, otherwise it shall have its own drain and trap system.
3.2.3.4.2. Sink and toilet in room 107.
3.2.3.4.3. Two vinyl drain tube(s) for food service equipment in room 103 – one drain against each wall.
3.2.3.5. Contractor shall provide, as a submittal for Government approval, a sanitary plan of the B105 sanitary sewer system showing its connection to the main sewer line and B105 internal sanitary plumbing lines. The plan must show how the slopes are maintained in connecting to the existing sanitary pipe. The contractor is not required to provide stamped architect-engineer design.
3.2.4. Plumbing:
3.2.4.1. After the main service ball valve (refer to paragraph 3.2.2.1), contractor shall install ¾-inch diameter pipe riser to supply water to rooms 103, 104, 106, and 107. Install ½-inch diameter pipe laterals coming off the ¾-inch riser pipe in order to supply water to the following fixtures and rooms. The pipe material may be copper or plastic and must be code compliant.
3.2.4.1.1. Hot water tank in room 106
3.2.4.1.2. Three sink faucets in room 104
3.2.4.1.3. Sink and toilet in room 107
3.2.4.1.4. Three 90-degree valves for food service equipment in room 103.
Requires pressure reducer if water pressure is greater than 40 pounds per square inch (psi).
3.2.4.2. Install ½-inch water supply lines concealed inside drywall. Install ¼ turn angle shut-off valves, size ½-inch to 3/8-inch, to supply water under sink faucets. Sink faucets shall be connected to shut-off valve with braided flexible stainless steel supply lines. Install PVC or CPVC plastic drain lines and traps for each sink. Refer to paragraph 3.1.2.9 for drywall repairs.
3.2.4.3. Room 103: Install three (3) ¼ turn angle shut-off valves, size ½-inch to 3/8-inch, to supply water for beverage equipment. Valves shall be installed 18-inchs above fixed floor. Install two (2) of the valves centered on the west wall (abutting room 104) and one (1) valve on the south wall (abutting room 107) about 30 inches from the corner.
3.2.4.4. Room 104: Install sinks at approximate locations shown on drawing A-5.
Install 16-guage 304 stainless steel, 3-compartment commercial sink with 18” right side drainboard, 9” high backsplash, 17” x 17” x 12” bowls, one wall-mounted faucet, and stainless steel drain hardware (see photo 1). Install one 12” x 16” wall mounted, 16-guage 304 stainless steel, hand washing sink with 8” gooseneck faucet (see photo 2). Install 16-guage 304 stainless steel, one-compartment, floor mop sink, with 20” x 16” x 6” bowl, and with wall-mounted faucet (see photo 3). Install 2-sided stainless steel splash guards on corner walls above mop sink.
Connect 3-compartment sink sanitary drain lines using three laterals connecting to one P-trap.

3.2.4.5. Room 106: Install 40-gallon natural gas, hot water tank to supply hot water to all sinks in rooms 104 and 107. Rework existing utilities including natural gas connections, flue/vent piping, and all other necessary utilities to properly complete installation of the hot water tank.
3.2.4.6. Room 107: Install bathroom vanity, sink, faucet, mirror, and toilet as shown on drawing A-5. Vanity shall be 24-inches wide, color light gray or wood colored, with white cultured marble vanity top/sink. Mirror shall be rectangular 24-inches wide x 32-inches tall.
Toilet shall include all necessary hardware to function and shall be standard residential toilet.
Faucet shall be single-handle bathroom faucet in chrome or brushed nickel.
3.3. Mechanical
3.3.1. Existing HVAC Systems to be Removed:

3.3.2. Remove HVAC:
3.3.2.1. Contractor shall remove two (2) existing Trane units, which includes the forced air furnace model # TUX060R936V2 Serial # Z141XT97G located in room 106 and associated air conditioner condensing unit model # TTP024C100A4 Serial # Z043S7P2F (Reference attached drawing note D1 and D2 on drawing M-1 “HVAC Demo Plan”). Any unused refrigerant lines, exhaust vents, intake vents, electrical switches and electrical circuits associated with the removed equipment shall be demolished. Disconnect and remove (unless otherwise stated) the thermostat and all associated wiring, duct work, and gas lines. Existing gas service lines up to the shut off valve are to remain intact to supply gas to new hot water tank (see paragraph 3.2.4.5). After removal of refrigerant, HVAC equipment shall be recycled in base’s scrap metal Qualified Recycling Program (QRP) dumpster below building 205.
3.3.2.2. The contractor shall use an existing wall penetration(s) from the removed furnace to vent the hot water tank (see paragraph 3.2.4.5). The Contractor shall seal all unused wall penetrations with the appropriate caulking according to NFPA regulations. Exterior Wall penetrations shall be sealed and be weather tight.
3.3.2.3. Ozone Depleting Substances (ODS): Contractor shall recover and reclaim all refrigerant in the demolished HVAC unit in accordance with (IAW) all Federal, State, and Local requirements. All R-22 refrigerant is property of US Government and shall be placed in Government owned containers for return to the Government. Minimize releases of ozone depleting substances (ODS) during repair, maintenance, servicing or disposal of appliances containing ODS’s by complying with all applicable section of 40 CFR 82 Part 82 Subpart F.
Provide proof / certification of ODS Reclamation to the COR within 14 calendar days after recovery of refrigerant. Disposal/Recycle reports are required as closeout documents.
3.3.3. Duct Work:
3.3.3.1. Remove ductwork as shown on drawing M-1. Approximately 10 feet of
6”duct shall be removed in room 103 to the point where it connects to the main 12” x 24” main trunk (see note D3 on drawing M-1 “HVAC Demolition Plan”). Patch existing 12”x24” main trunk where the 6” duct branch was removed.
3.4. Electrical
3.4.1. Service Panels:
3.4.1.1. Contractor shall replace existing 100 amp subpanel (see photos 4-5) with a new 250 amp subpanel in room 105. Contractor shall provide, mount, and wire one 250 amp subpanel in room 105 next to existing 100 amp subpanel location. The new subpanel shall be a commercial use, recessed mounted, 120/208 volt, 3 phase panel board with a 250 amp main breaker, and copper buss bars with full-sized neutral bar. The new subpanel shall have a #4 size copper ground wire. The new 250 amp panel board shall have a minimum of 42 circuit spaces.
Provide new breakers for 250 amp subpanel for all existing and new circuits as well as four (4) spare single pole breaker slots. Label new breakers and panel schedule. All existing receptacles, lighting, and HVAC circuits, except where noted, shall be moved from existing 100 amp panel to new 250 amp panel (see panel schedule in drawing E-6).

3.4.1.2. Existing 100 amp panel in B105 is feed from MDP Panel in Security Forces building 103 (see photos 6-8). Contractor shall install with new 250 amp, 3 pole, 240 VAC breaker in MDP panel to support new 250 amp subpanel. Contractor shall replace service wiring from MDP panel in B103 to new 250 amp panel in B105 with 4/0-size copper wiring complying with most updated electrical code requirements. Approximate conduit length between panels is 200 feet. Contractor is responsible for determining final wire length measurements. Contractor shall use existing 3-inch conduit.

3.4.1.3. Existing 100 amp electrical panel shall remain in service until the replacement 250 amp panel and service is ready to be installed. The contractor shall coordinate all electrical panel replacement work with the government Contracting Officer Representative
(COR).
3.4.2. Lighting:
3.4.2.1. Contractor shall demolish existing light fixtures and switches in accordance with provided drawings, and install new lighting fixtures, switches and wiring as indicated on the drawings. Light fixtures shall remain in original locations for rooms 100, 102, 103, 104, and 107.
New lighting fixtures and configurations shall be installed in rooms 105 and 106. Contractor shall replace all wiring devices (switches) where indicated on drawings. Contractor shall re-use existing electrical wiring where possible to comply with drawings. Contractor shall furnish and install new wiring in MC (metal clad) armored cable where required to comply with lighting power plan drawing.
3.4.2.2. The new lighting fixtures shall be Light Emitting Diode (LED). Size of LED panel shall depend on the drawings provided, either 2’x4’ or 2’x2’ panels. The LED fixtures shall meet the following specifications 4k Lumens, 4k Color, 120 VAC.
3.4.2.3. Contractor shall update all affected panel schedules and provide them to the government at completion of project, both electronically and on printed card stock for placement into panel sleeves.
3.5. Option CLIN
3.5.1. Install Cabinets and Countertop:
3.5.1.1. Furnish and install metal cabinetry as outlined in drawing A-2 and A-6. Base cabinets will be standard height, “black” color for cabinet bodies and bases, with laminated wood doors (see example in photo 9). Base cabinets shall appear as one continuous run under countertop, contractor is responsible to provide and install filler strips and end caps. Sizes are as follows:
3.5.1.1.1. One 30W” X 30D” base cabinet with two doors
3.5.1.1.2. Two 18W” X 30D” trash cabinets with stainless steel trash flap and base cabinet door
3.5.1.1.3. One 24W” X 30D” base cabinet with door
3.5.1.1.4. One 30W” X 30D” base beverage cabinet with two doors, cup and lid dispensers (3 each) above the base cabinet doors
3.5.1.2. Furnish and install 16 linear foot (LF) of solid surface counter top, configured in an “L” shape (see drawing A-2). Provide submittal specifying color and material. Cut out two 6” diameter trash chutes above trash base cabinets and three (3), 3” diameter water line access holes.

3.5.2. Architectural Changes – Room 102:
3.5.2.1. Move existing communications cabinet to opposite wall to allow for new door installation for room 102. See drawing A-3.
3.5.2.2. Contractor shall demolish existing interior door and frame for room 102 (see drawing A-3, keynote D-11) and infill opening with CMU to match adjacent surfaces.
Demolished door frame shall be recycled in QRP dumpster. Contractor shall keep door hardware and key cores and reuse them for new interior door (see section 3.7.1.4).
3.5.2.3. Contractor shall demolish a section of CMU wall in room 102 to prepare for the installation of a new interior door accessing rooms 101. See A-3 drawing. Locate opening to align with masonry joints. Patch CMU as required after demolition to prepare opening for door installation.
3.5.2.4. Install new interior door, frame, and hardware (see drawing A-5). Interior door shall be solid core, wood, slab front and painted per the material submittal. Contractor shall reuse door hardware and locks from demolished door (see section 3.7.1.2).
3.5.3. Architectural Changes – Room 101:
3.5.3.1. Contractor shall remove existing exterior door and frame and all associated hardware to room 101, and turn these items (door, frame, hardware) over to the Government.
Remove a portion of masonry cavity wall for the installation of a new exterior double door.
Locate the opening to align with masonry joints. Install new lintel for double door installation.
Patch CMU to match adjacent surfaces as required after demolition to prepare opening for installation of a new exterior double door.
3.5.3.2. Install new exterior double doors, frames, and hardware. Exterior doors shall be steel door, slab front and painted per the material submittal. Contractor shall provide new door hardware and locks compatible with existing BEST Lock series cores and locks. Locks shall be System type A, 7pin, PEAKS, Keyway B7 Core Mark to be determined by government at time of submittal. Lock core to be of the type mounted in the door handle.
3.5.4. Asphalt Repair: Contractor shall saw cut and excavate only the portion of asphalt that is necessary to be removed for the re-grading in front of the new exterior double door to room 101. Existing asphalt area is approximately 6-inches deep with some areas having up to one (1) foot of compacted subbase. Repair pavement in front of double door with full-depth asphalt patch in accordance with UFC 3-270-01, O&M Manual: Asphalt and Concrete Pavement Maintenance and Repair, Chapter 3. New asphalt shall be regraded to create a ramp up to door threshold to allow dolly deliveries access into room 101. The asphalt regrade shall also divert water away from the door threshold. All demolished and excess material shall be disposed of offsite.
3.5.5. Electrical Switches: Existing light switch in room 102 shall be relocated as indicated on drawings (see drawings E-1 and E-2).
3.5.6. Paint – Walls: Contractor shall touch-up paint all walls that have been infilled and around all new door openings, color to match existing wall colors. Interior paint shall be stain-gloss latex, low VOC compliant, compatible for interior applications to include masonry block, gypsum wallboard-drywall, and metal. Exterior paint shall be stain-gloss latex, low VOC compliant, compatible for exterior masonry block and metal applications. Paint shall be two coats of paint, final color selection to be determined from material submittal. All excess paint shall be removed from the site.
3.5.7. Paint – Doors: Contractor shall paint all newly installed doors/frames to rooms 101 and 102. Paint color for exterior double doors and frame shall be dark brown. Paint color for interior doors shall be clear acrylic polyurethane finish, and interior door frame color shall be white. Paint shall be two coats of paint. Final color selection to be determined from material submittal.
3.5.8. Contractor shall remove existing wall fan and existing vent port in room 101 (see drawing A-3, keynote D9). Infill openings with CMU to match adjacent surfaces. Provide all required moisture protection to prevent water intrusion.
3.5.9. Install new HVAC System:
3.5.9.1. Furnish and install one ductless mini split system consisting of a 1.5 Ton, 18,000 Btu 220V Dual Zone Heat Pump (exterior) with 2 indoor wall heads. Exterior heat pump and indoor wall heads shall be installed on the West facing wall of Room 101 and 102 (see drawing M-2 for proposed locations). Indoor wall heads shall be mounted approximately 6’ off the ground. Heat pump shall be mounted approximately 3’ off the ground. Contractor shall provide all mounting brackets as part of installation. Heat pump shall be charged with R-410A refrigerant.
3.5.9.2. System shall be sufficient to provide heating and cooling to room 101 and room 102. Room 101 shall have a 9,000 Btu indoor wall head with independent temperature control and be capable of heating and cooling. Room 101 is approximately 300 sq. ft. Room 102 shall have a 6,000 Btu indoor wall head with independent temperature control and be capable of heating and cooling. Room 102 is approximately 90 sq. ft.
3.5.9.3. Contractor is responsible to run a new 220V circuit from the electrical panel in order to power the new mini split system. For new wiring, the contractor shall use a minimum of 3/4” electrical metallic tubing (EMT) for all surfaced mounted conduit runs. EMT shall be connected at joints and ends using manufacturer recommended unions and or knock out stubs.
The contractor shall use a minimum of 90 degree Celsius rated wire for all conductors.
Contractor shall supply new breakers, wire and a disconnect switches as required. Outdoor unit shall have an exterior disconnect switch.
3.5.9.4. Contractor shall core and seal all wall penetrations with the appropriate caulking according to National Fire Protection Association (NFPA) regulations. Exterior wall penetrations shall be sealed and be weather tight.
3.5.9.5. After installation is complete, the contractor shall perform a startup and ensure proper operation of both heating and cooling according IAW manufacturer requirements.
3.5.10. Demo Duct Work:
3.5.10.1. Approximately 10 feet of 12” x 8” duct shall be removed in room 100 from where the duct penetrates the block wall to the point where it connects to the 12” x 24” main trunk (see note D4 on drawing M-1). Patch the existing 12” x 24” main duct where the 12”x8” branch was removed.
3.5.10.2. The air supply vent and corresponding 6” duct that connects the vent in room 102 to the 12” x 24” main trunk shall be removed. Patch existing 12”x24” main trunk where the 6” duct branch was removed.
3.5.10.3. The scrap metal from the air ducts may be placed in installation’s QRP metal dumpster for recycling.
3.6. Any quantities and measurements provided are to enhance contractors’ understanding of the magnitude of work required under this bid. Government-provided quantities shall not be used by contractors in establishing pricing. Contractors are responsible for making their own measurements in determining their bids for work under this project.
3.7. All listed sub‐contractors working for the contractor shall possess the applicable Pennsylvania Contractors license.
3.8. Contractor shall maintain one usable entrance to project facilities at all times.
3.9. Performance Period: The contractor has 240 days from the Notice to Proceed (NTP) to complete all work on the project. The NTP will be issued by the Contracting Officer.
4. GENERAL REQUIREMENTS
4.1. Contractor shall attend a Pre-Construction Conference. The Pre-Construction Conference will be scheduled after award. At a minimum, the contractor shall have their project manager and site superintendent attend the meeting. The Contractor shall provide the following documents at the Pre-Construction Conference.

4.1.4. Quality Control Plan
4.2. Hours of Operation. The normal duty hours of operation at PAANG are as follows:
1st Week: Monday through Thursday 0700 hours to 1630 hours, Friday 0700 to 1530 hours.
2nd Week: Tuesday through Friday 0700 hours to 1630 hours.
Construction can be accomplished any time during these hours unless the base is closed for a holiday. Prior coordination with CE is required to work outside these hours.
4.3. Base Access: Base security personnel require that all personnel entering the installation are cleared for access and use the contractor entrance (Sabre Gate). The contractor shall complete WG Form 128, Request for Long Term Visitor Badge prior to commencing work.
Contractor will provide first name, last name, date of birth, SSAN, gender, and race information for all personnel accessing the base. The contractor shall submit this information to the COR NLT two weeks prior to the date of required access. Personnel must maintain a valid driver’s license, vehicle registration and proof of insurance at all time while on the base.
4.4. Waste: Any waste of excess material resulting from any contract requirement shall be removed and disposed of by contractor at a proper disposal site off 171st ARW, Air National Guard Station. If any waste material is dumped in unauthorized areas, the contractor shall remove the material and restore the area to the condition of the adjacent undisturbed site at contractor’s expense. Contractor shall provide proof of disposition documentation for recycling and/or landfill of construction waste.
4.5. The contractor shall comply with all city, county, state and federal regulations applicable to the construction work for this site. The contractor shall also comply with applicable building, fire, plumbing, gas, and electrical codes, to include, but not limited to the following:
4.5.1. International Building Code (IBC)
4.5.2. International Plumbing Code (IPC)
4.5.3. International Fuel Gas Code (IFGC)
4.5.4. NFPA 70, National Electric Code (NEC)
4.5.5. NFPA 90A, Standard for the Installation of Air-Conditioning and Ventilation
Systems.
4.5.6. NFPA 220, Standard on Types of Building Construction
4.6. Any additional work completed by the contractor without approval by the Contracting Officer shall be at the contractor’s expense. The contractor shall schedule and arrange work with the COR at least five (5) working days before beginning work. The contractor shall make every effort to minimize the interference and effect on the government mission.
4.7. Government Furnished Property and Services: The government will provide water, sewer and electrical connections. Unsecure outdoor storage area at the base is available and must be requested through the project manager prior to utilizing. Secured storage is the responsibility of the contractor.
4.8. Quality Control: Contractor shall develop and maintain a quality program to ensure work is performed as described in this Statement of Work and in accordance with all local, state and federal rules.
4.9. Quality Assurance. The Government will maintain a Quality Assurance Program to ensure work is performed as described in this Statement of Work and in accordance with all local, state, and federal rules. The Project Manager will manage the Government’s QA program.
4.9.1. Periodic inspection of the work in progress will be accomplished by a representative of the government for the purpose of ensuring the contractor is conforming to the requirements of the statement of work as well as verification of conformance with all safety, environmental, and employment regulations, practices and guidelines.
4.9.2. A one hundred percent (100%) inspection of the finished product will be accomplished. This inspection will be a two-part inspection consisting of a pre-final and a final inspection walkthrough by the contracting officer, contracting officer representative, safety, environmental, fire department, security, anti-terrorism officer, user, contract manager and a representative of the associated trades to be inspected.
4.9.3. Upon completion of the pre-final inspection, a pre-final inspection report will be prepared by the COR and forwarded to the contractor. All discrepancies noted in the pre-final inspection report must be corrected by the contractor to the satisfaction of the contracting officer within 10 days of receipt of the report.
4.9.4. The contractor shall be held accountable for the successful execution of the project in accordance with the contract documents. Failure to meet the requirements of the contract may result in repair or replacement of nonconforming supplies or reperformance or nonconforming services at no increase in contract price.
4.10. Material Safety Data Sheets, and Labels: The contractor shall maintain a copy of the Environmental Protection Agency or State Registered Labels, plus Safety Data Sheets for all paints, primers, solvents, inhibitors, or solutions used in connection with this contract; Safety Data Sheets are also required for all hazardous materials defined in Federal Standard 313c.
Identical back-up copies of these documents shall be given to the COR prior to the start of any work.
4.11. Technical Competence and Ability: If requested by the Government, the Contractor shall provide proof of technical competence and experience in the area of expertise required by this Statement of Work. The contractor shall be prepared to submit documents providing proof of successful competence such as training certificate or accreditations from recognized industry leaders. Contractors shall also be prepared to provide proof of successful project experience through references of former clients in related project types.
4.12. Dimensions and Quantity: All dimensions and quantities provided in the Statement of Work are estimates only. They are provided as a courtesy for contractors to estimate the magnitude of work or materials necessary to complete a task. They are not intended to be final measurements. The Contractor is responsible for verifying all dimensions and quantities in the field prior to starting work.
4.13. Warranty: The contractor shall guarantee all workmanship and materials covered under this statement of work for a period of no less than 1 year from the date of project acceptance.
This contractor’s warranty shall be included with any manufacturer’s warranties that accompany materials or systems installed as part of this statement of work.
4.14. Contractor Payment: Contractor shall submit an application and certificate for payment every 30 days or at the end of the performance period, whichever comes first. Once approved, contractor shall submit all invoices through Wide Area Work Flow (WAWF). Register for WAWF at https://piee.eb.mil/.
4.14.1. The payment request shall include the following:

5.1. The government must approve materials prior to installation. No materials shall be ordered without material approval of the contracting officer and the COR. The contractor shall submit material approval form(s) to the contracting officer within 10 days of contract notice to proceed date.
5.2. All material approval submittals shall be submitted with an AF Form 3000 to the Contracting Officer. When submitting on a finish, texture or other material characteristic where a photograph is unacceptable, the Contractor shall provide a sample of the material for review and approval along with the product cut-sheet.

1. Relocate all loads not being demolished from existing 100A BX subpanel to new 250A BX subpanel. Provide complete panel schedule and updated as-builts at end of project. New special purpose receptacle as defined on plans
2. Install weather proof disconnect switch and all electrical wiring/breakers for dual zone heat pump for ductless mini-split system (part of Option 1)
3. All existing receptacle wiring shall be relocated to new 250A panel. Verify existing wiring paths/locations and label new panel accordingly.
