About this file
This is a Statement of Work for the procurement of one oscilloscope system to support the National Institute of Standards and Technology (NIST) Materials Science and Engineering Division's development of standard reference materials for magnetic moment measurement. The oscilloscope will be integrated into NIST's Absolute Magnetometer at the Gaithersburg, Maryland campus to measure force with SI-traceability and enable certification of new magnetic standard reference materials for use by government agencies, industry, and academia in calibrating instrumentation for next-generation magnetic memory, computing, medical imaging, and infrastructure monitoring applications.
The contractor must provide one new oscilloscope meeting specific technical requirements including a minimum bandwidth of 2.5 GHz, sampling rate of at least 20 GSa/s on two channels, record length of at least 1 Gpta/channel, 12-bit ADC resolution, four analog input channels, selectable input impedance (1 MΩ or 50 Ω), maximum jitter of 80 fs, and time accuracy of 1.0x10⁻⁷. The system must include four passive X10 probes with 0.5 GHz bandwidth, four high-current probes (5 mA–100 A range), USB connectivity, 115V/60Hz power, software capable of downloading V(t) or I(t) data, SI-traceable calibration, and two sets of operation and maintenance manuals. All equipment must be new, original manufacturer packaging, with original documentation and software included, plus FOB destination delivery and a minimum one-year warranty.

STATEMENT OF WORK
Title: Oscilloscope
I. BACKGROUND INFORMATION
The semiconductor supply chain is global, specialized, and interconnected. Chipmakers do business with thousands of individual suppliers that provide the highly complex materials and tools used to produce semiconductors. To address the lack of full visibility into the semiconductors markets supply chain and R&D ecosystem gaps the National Institute for Standards and Technology (NIST) will conduct the measurement science, or metrology, critical to the development of new materials, packaging, and production methods in chip manufacturing.
The National Institute of Standards and Technology (NIST) Materials Science and Engineering Division (MSED) within the Material Measurement Laboratory (MML) is involved in the development of standard reference materials (SRMs) for magnetic moment – a critical standard for measuring magnetic materials for next generation memory and computing. The SRMs are certified using the NIST-built Absolute Magnetometer, a unique custom instrument. For SI-traceability, the force acting on the SRMs will be measured and then traced back to the kilogram. To measure the force accurately and repeatably, this work requires an oscilloscope. The oscilloscope will be integrated into NIST’s Absolute Magnetometer and must communicate with the control computer of the Absolute Magnetometer system. The development of the Absolute Magnetometer for oscillatory fields will enable the certification of new magnetic SRMs that can be used by other government agencies (i.e. FDA, EPA in regulations), industry, and academia to calibrate their instrumentation to make quantitative and comparable measurements for faster development of new technologies (i.e., next generation magnetic memory and computing, as well as other fields including medical imaging and diagnostics and non-destructive evaluation of materials for real-time monitoring of infrastructure).
