Statement of Work Orono ME Electrical IDIQ
Background.
The USDA-Agricultural Research Service conducts research on salmon genetics and breeding at the National Cold Water Marine Aquaculture Center (NCWMAC) in Franklin, ME.
Project objective.
Our objective at the National Cold Water Marine Aquaculture Center is to upgrade and modernize the electrical systems within NCWMAC to ensure safety, reliability and compliance with current electrical codes and industry standards. The project aims to meet growing electrical demands of our facility, address identified issues and improve energy efficiency. Modernizing electrical systems will enhance safety measures as well as integrate innovative technology to support NCWMAC’s breeding program and fish welfare.
Specifications:
Direct hard wiring of existing Ultraviolet (UV) lights in Main Building
Hard wire 3 USDA supplied UV lights in Parr, Smolt 1 and Smolt 2 tank rooms, to three separate 30amp breakers. Install a USDA supplied NEMA 4X disconnect at the 3 UV control panels. Supply and install wire from breaker panel to UV lights. Wire cannot be run in tank rooms. Wire can be run in the water treatment rooms and through the mezzanine. The wire should be PVC coated MC cable. The Parr UV light will be wired to breaker panel 2514. The Smolt UV lights will be wired into breaker panel 2513 or 2512 in the long hallway.
Outlets for makeup water UV lights in Main Building Supply and install 9 – 20amp, 120v wet location outlets on separate breakers for Parr, Smolt 1, Smolt 2, Brood 1, Brood 2 and Tank Bay systems. The outlets must be within 5 feet of the make up water UVs. Brood 1 and 2 outlets can be wired off existing nearby outlet circuits. The wire can be run through the water treatment rooms and through the mezzanine. The wire cannot be run through the tank rooms. The wire should be PVC coated MC cable. The Parr outlet will be wired into breaker panel 2514. Smolt outlets will be wired into breaker 2513 or 2512 in the long hallway. Tank Bay outlets will be wired to the new sub panel in the necropsy storage room.
Building 2 Outlets for UV lights Supply and install 4 – 20amp, 120v wet location outlets in room 1 on separate breakers.
The outlets will be located on the north wall behind the sump tanks within 5 feet of the UV lights. Supply and install 4 – 20amp, outlets on 2 breakers in room 2 within 5 feet of the UV lights on the North, East and West walls. The wire should be PVC coated MC wire and run through the wall. Conduit may be used within 10 feet of the breaker box to match existing wire.
Culture Tank Room hung LED lights in Main Building
Replace existing ceiling hung metal halide lights with USDA supplied LED lights in all culture tank rooms with LED lights. The new replacement LED light fixtures are already on site. The existing lights are approximately 15 feet above the floor. There are 33 light fixtures to replace in the tank rooms and the necropsy room.
Replace light ballasts in Main Building Supply and replace 5 flush, steel, 2 bulb 2x4 ballasts in hung ceilings. 1 in the main lobby hallway, 1 in the Ongrow hygiene room, 1 in the Brood hygiene room, 1 in the mechanical room and 1 in the back storage room.
Supply and replace 6 dust/moisture resistant, wet location, interior, industrial marine type 2 bulb fixtures. 1 in the Smolt 2 water treatment room, 1 in the Ongrow water treatment room, 3 in the Brood water treatment room, 1 in the Tank Bay water treatment room.
All lights will use existing 277-volt wiring circuit.
Evaluating power infrastructure to building 1 Evaluate the power supply in place for Building 1 and advise on how much more power we can run to the building while using the existing underground conduit. List options for additional power to the building without excavating the paved area.
Fish Effluent Treatment Building Supply and replace 11 old outlets with new GFI outlets. Existing wire will be used on the new outlets.
Supply and replace 3 metal junction boxes for well pump control panels with plastic junction boxes.
Exterior outlets and lighting on Main Building Supply and install 2 exterior outlets on each wall by exit doors. A total of 8 outlets.
Outlets will be wired to the nearest breaker panel. Can be multiple outlets per run. Wires should be PVC coated MC wire and run through the walls.
Replace existing exterior light fixtures with diffused LED light fixtures.
3-phase control panels in Main Building Install USDA supplied 3-phase, 480-volt control panels in the water treatment rooms for
Brood 1, Brood 2, and Ongrow next to the chiller barrels. The control panel must be NEMA 4x rated. The control panel must have a separate means of disconnect with a lockout option and be NEMA 4x rated. The 3-phase wire will be run from the nearest 3-phase breaker panel. The cable should be PVC coated MC cable and cannot be run through a tank room.
Necropsy storage room in the Main Building Supply and install a sub panel in the necropsy storage room.
Supply and install 5, 20amp outlets on separate breakers off the new sub panel.
Supply and install 2, 30amp outlets on separate breakers.
Additional Work CLIN - Miscellaneous/Emergency electrical projects
Various electrical tasks and minor emergency projects that may arise. These projects will be ordered on a task order basis. A proposal will be provided for each project. If the price is considered fair and reasonable, a task order will be issued. The minimum limit on each task order is $2,000.00. The maximum limit on each task order is $20,000.00. The maximum value of the additional work CLIN will be $150,000.00. The period of performance for the Additional Work CLIN will be one year from contract award.
All electrical work must meet applicable codes. The government is not liable for incidental damage by contractors during the contract period.
Period of Performance – All repairs listed under specification are to be complete within 60 days of the Notice to Proceed (NTP). The period of performance for the Additional Work CLIN will be one year from contract award.
