Foreword The Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office, Socorro Field Division (Reclamation) has determined a need for the purchase of one purpose-built telescoping boom mowing machine. The purpose of this procurement is to replace aging equipment that is required to perform cutting grass, brush, and overhead limbs adjacent to low flow channels and access roads. This requirement shall have emphasis on operator safety, machine reliability, and a purpose-built design with low center of gravity to avoid tipping the machine.

Measurement and Payment

1. The cost of measurement for the boom mowing machine includes the following:

a. One purpose-built boom mowing machine that meets or exceeds these minimum characteristics.

b. Delivery to 2401 State Road One, Socorro, NM 87801.

2. Payment: Lump-sum price offered upon satisfactory delivery of the boom mowing machine.

1. Boom Mowing Machine Salient Characteristics A. The successful contractor shall provide one purpose-built boom mowing machine that is new, safe, and fully functional. The machine shall meet or exceed the following salient characteristics:

1. Engine Requirements

a. The engine shall be diesel fueled and meet EPA Tier 4 Final requirements.

b. Engine gross power shall be no less than 140 horsepower.

c. Cooling system shall have reversible fan to assist in cleaning coolers.

d. Battery box shall have a locking feature to discourage theft.

e. Fuel tank shall have a capacity of no less than 40 gallons.

f. Engine shall be turbocharged or have a USDA Forest Service approved spark arrestor on the exhaust.

g. Under-hood engine air cleaner shall be dry type, dual element with evacuator valve, and service indicator.

h. A battery disconnect switch shall be accessible from the outside of the cab and shall disconnect all loads except computer memory.

2. Drivetrain

a. Transmission shall be hydrostatic drive. Hydrostatic drive system shall be closed loop, variable displacement to reduce generated heat.

b. Transmission shall provide at least two speed ranges in both forward and reverse directions.

c. Front and rear axles shall provide limited slip or operator-controlled locker operation.

d. Service braking system shall be foot operated, and of the wet disc type.

e. An independent parking brake must engage automatically on a loss of hydraulic pressure.

f. Two wheel and four-wheel steering must be available, and operator selectable.

g. Operator shall have control of direction and speed of the travel within a selected speed range without removing the right hand from boom controls.

h. Tires shall be a multi-purpose radial type and shall have a width of 17-inch to 21-inch and a sidewall height of no more than 13-inches.

3. Cab Requirements

a. Cab shall be ROPS ISO 3471 and FOPS ISO 3449 certified.

b. Windows on the right side of the cab shall be polycarbonate and capable of protecting the operator from objects thrown by the mower head.

c. The steering wheel shall have tilt and telescopic adjustments.

d. 3-inch retractable seat belt shall be provided.

e. Sufficient hand holds and steps shall be provided to allow the operator to maintain three points of contact while entering and exiting the cab.

f. The seat shall be of cloth material and air suspension with adjustable controls.

g. The machine shall have a cab heater and air conditioner from factory.

h. The cab shall have left and right outside mirrors and inside mounted rearview mirror.

i. The windshield shall be equipped with a multiple speed wiper.

j. A backup camera shall cover the area directly behind the machine and the display monitor shall be no less than 6-inches.

k. Machine shall have gauges for fuel level, oil pressure, coolant temperature, hydraulic oil temperature, and engine RPM visible from the operator seat.

l. Integrated radio with controls accessible from operator’s seat.

4. Lighting

a. Turn signals, headlights, reverse lights, brake lights, and taillights must be provided.

b. Flashing amber warning light must be visible from the front and rear of the machine.

c. LED work lights shall be mounted on the front and right side of the cab and shall provide sufficient illumination to allow safe operations during dawn and dusk.

5. Hydraulics

a. Machine shall have separate hydraulic pumps for travel, mower, and boom functions.

b. The hydraulic tank shall have an external sight glass with labels for minimum and maximum operating level.

c. All hydraulic hoses within 18-inches of ground level shall be protected from objects thrown up by tires.

d. Mower drive system shall be a closed loop variable displacement system.

e. Machine shall have a hydraulic temperature gauge with high temperature warning.

6. Telescoping Boom

a. Boom shall be mid mounted on the right side of the machine and allow for 180-degree rotation.

b. The boom system shall have a vertical boom lift, dipper crowd, horizontal swing, mower deck tilt, and mower gate open and close.

c. The horizontal swing circuit shall have hydraulic relief to protect the boom from an impact to the front or rear of the mower deck when the boom is perpendicular to the direction of travel.

d. These functions shall be controlled with by a joystick controller with the operator’s right hand.

e. Boom sections shall be welded steel plate not less than 3/8-inch.

f. The boom shall be capable of cutting/mowing no less than 22-feet horizontally from the centerline of the machine with a 60-inch rotary deck at ground level.

g. The boom shall be capable of cutting/mowing no less than 19-feet vertically from ground level when equipped with a 60-inch rotary deck.

h. Boom shall be telescoping to maximum of 30-feet.

i. Machine shall be provided with additional counterweights as manufacturer recommends.

j. All boom sections shall have replaceable bushing for pivot pins.

k. Main boom lift cylinder shall have a rod diameter of no less than 2.5-inch.

l. Crown cylinder shall have a rod diameter of no less than 2.0-inch.

7. Front Lift Arm

a. Machine shall be manufactured with front lift arm capabilities.

b. Front lift arm shall be able to power multiple hydraulically actuated attachments.

8. Attachments-Rotary Mower, Drum type mulching head, and broom attachment.

a. Machine shall have one 60-inch rotary mower assembled to boom.

i. Blade shall be no less than 1-inch thick.

ii. Mower deck shall be constructed of no less than 9-gauge steel plate.

iii. Mower deck shall have a 90-degree hydraulic rotate function.

iv. Mower deck shall have a hydraulically actuated gate on the front end.

b. Contractor shall deliver with machine one 50-inch drum type mulching/masticating head capable of mulching 8-inch woody material.

c. Machine shall have one angled broom attachment affixed to the front lift arm upon delivery.

i. Angled broom attachment shall be no less than 90-inches in width.

9. Operation and Repair Manuals

a. Two hard copies of operation manual will be provided upon delivery.

b. Two hard copies of repair manuals will be provided upon delivery.

c. Four electronic copies of repair manuals will be provided upon delivery.

d. Government request that its heavy mobile mechanic have or be able to have access to any diagnostic software to assist in troubleshooting repairs.

Submittals The contractor/vendor shall submit the following for Government review and approval:

· Prepare in English.

· All documents submitted will be 508 compliant.

· Label with contract number and the title including Required Submittal Number (RSN).

· Measurement Units: US Customary Units

· Provide a unique transmittal tracking number for each submittal.

· Required certifications shall be performed by a registered professional.

· Manufacturer’s certifications shall be signed by an authorized representative.

· Review of submittals:

· Time required: The Government will require a minimum of 14 days to review and/or approve each submittal or resubmittal, unless otherwise specified.

· Excess Time: Should the Government require additional time for review, the Contracting Officer may extend the contract completion date to allow completion of work. Time extension will be to the extent that the excess review time caused delay to contract completion.

Warranty Equipment supplied under these contract specifications shall be under warranty where applicable to be free of such defects in workmanship as appears under normal use, service, operation, and when owned by the original purchaser. Warranty option should be supplied for the maximum extent beneficial for the Government but cannot be less than 12 months/one year.

Period of Performance Period of performance for this procurement shall start upon notification of award and extend out no later than 365 days from contract award date. If potential offerors need additional time, then this should be discussed with the Government during the solicitation period.

Site Visit, Delivery, and Setup A. It shall be the responsibility of the contractor to arrange delivery to Bureau of Reclamation, Socorro Field Division, Socorro, NM 87801. Socorro Field Division will accommodate delivery needs during normal business hours of Monday thru Thursday 7:00am – 5:30pm. (Special arrangements can be made on Fridays if given 24hrs notice) Include all costs for shipping, and orientation for SFD/Reclamation’s personnel. B. Successful contractor shall protect all parts/equipment from corrosion, deformation, dents, dings, scratches, breaks, punctures, abrasions, cuts, and other types of damage during storage, handling, transport, and delivery.
