The SOW details the scope of work, which includes comprehensive calibration analyses such as vibration analysis, geometry inspection, Renishaw ball bar tests, and drawbar force tests. It also outlines the specific preventive maintenance checks for the mills and lathes, covering systems such as way lube, lubrication, pneumatics, coolant, mechanics, and electrics. The contract will be a 7-day annual preventive maintenance program for five Haas CNC machines. The contractor must use Haas certified technicians and provide a report detailing the work performed and machine condition.

The related federal contract opportunity is a Request for Quote (RFQ) for the FY24 CNC Machine Preventive Maintenance Service at Vandenberg Space Force Base. It is a 100% Small Business Set-Aside under NAICS code 811310, with a $12,500,000 size standard. The contract will be a Firm Fixed Price arrangement. Haas CNC Machine Preventive Maintenance

1.0 Background. As an integral member of the Space Launch Delta 30 team, the Training Device Design & Engineering Center (TDDEC), 30 Operations Support Squadron (OSS), plays a key role in assuring access to space by providing all management, tools, supplies, equipment and labor necessary to accomplish the Operation and Management (O&M) of the Training Device Design & Engineering Center. Work includes concept, design and development to implementation and installation. Construction of fully functional Desktop and Operational task training devices with prototypical scaled and miniature interactive simulators and static training devices, models, mockups and other items. This facility is dedicated to realistic, economical training devices for customers within the space and missile community. This facility supports all units of Air Force Space Command (AFSPC) worldwide as well as Air Education and Training Command (AETC) at Vandenberg SFB (VSFB) in meeting their training and real-world operational support needs. To accomplish this, TDDEC utilizes, a wide variety of CNC machinery. To keep these machines running in peak efficiency, TDDEC requires an annual preventive maintenance program to maintain 5 Computer Numerically Controlled (CNC) milling and turning machines. These machines are manufactured by Haas Automation and are an integral part of nearly every project that comes through TDDEC. Their continued operation is critical to our success. The relatively low cost of preventive maintenance saves time and money by keeping our machine tools running at peak performance. It also keeps our technicians from needing to spend precious hours on machine repairs rather than staying focused on supporting the mission.

1.1 Description of Services. The preventive maintenance shall consist of all major maintenance checks that are recommended by Haas Automation. Preventive maintenance will be completed by Haas Certified Service Technicians to ensure our machines are running at full capacity. Using Haas Certified Technicians is required to maintain existing Haas equipment and component warranty. A report will be left with TDDEC outlining work performed and the condition of the machines. This will include recommendations for any reactive service or spare parts necessary to bring the machines to full specifications.

1.2 Period of Performance. The period of performance shall begin on a mutually agreed upon schedule between the contractor and TDDEC and take place over a 7-day period.

2.0 Scope of Work. Table 1 represents the machines currently owned by TDDEC which will require Preventive Maintenance. Additional or removal of machines will be through bi-lateral agreement. Adding additional machines will be priced as needed according to machine type. Proposals will be generated as needed for additional machines.

2.1 Comprehensive Calibration Analysis. Comprehensive checks will be performed by factory-trained technicians on the major systems of the machine. The diagnosis from these checks will determine a course of corrective action if needed.

2.1.1 Vibration Analysis. A vibration analysis will be performed on the spindle and tested up to maximum RPM. This data will be collected and analyzed to determine the state of health for spindle bearings, drive motors, drive belts, and overall performance. Performed on all Haas machines.

2.1.2 Geometry Inspection. A Geometry Inspection will be performed along each axis and ensure the machine is parallel and square. Inspections will follow TDDEC’s machine specifications sheet. Performed on all Haas machines.

2.1.3 Renishaw Ball Bar Test. Preventive Maintenance will include an annual ball bar calibration. The Renishaw ball bar testing will generate a comprehensive diagnostic report to provide TDDEC with an overall assessment of each machine’s performance (circularity). TDDEC will remove all fixtures, rotaries, and/or other equipment that would prevent a ball bar test prior to the technician’s arrival. Performed on all Haas machines.

2.1.4 Drawbar Force Test. A Drawbar Force Test will be performed to measure the clamping force of the drawbar and to measure how tight the drawbar can hold a tool in the spindle. The test will detect premature tool wear, damage to the spindle taper, and dropped tools. Performed on all Haas Mills.

2.2 Preventive Checks for Mills and Lathes. Machine areas to be inspected will include but are not limited to:
