STATEMENT OF WORK (SOW)

Bureau of Reclamation

Leadville Mine Drainage Tunnel (LMDT), Leadville, CO LMDT Access Main Vehicle Access Gate Operator Replacement

1.0 BACKGROUND

The Bureau of Reclamation’s anticipates replacement of the main vehicle access gate at Leadville Mine Drainage Tunnel (LMDT) Water Treatment Plant located in Leadville, Colorado in Lake County. Leadville is situated at 10,200’ asl in the central Colorado mountains, subject to a short construction season of June through September of each year. The existing gate has been determined to be unsafe due to its proximity to overhead power lines.

The existing gate is a Tiltaway Model # KJB 25 hydraulic vertical pivot gate. Access control inputs are one push-button keypad and gate card reader located on the unsecured side of the gate permitting vehicle drivers to enter a security access code and open the gate, and one remote operation push-button within the facility. Access controls are hardwired. Closing the circuit initiates the gate opening cycle.

2.0 SCOPE

The scope of this purchase order includes all necessary labor, equipment, and materials to install one (1) new remotely actuated vertical pivot gate operators and associated vehicle sensors to the front entrance of the facility driveway in the same location as existing entrance gate. This gate will need to be a dual tilt gate with each side extending no more than 4’ above the existing fence to prevent any issues with the overhead powerlines in front of the facility. Quotes shall include removal of existing gate, and installation of the new gate, stanchions, and operator footings, and keypads. Running the wiring and communications cables to the facility.

3.0 OBJECTIVES

The objective of this effort is to provide safe and reliable access to the LMDT main entrance including deliveries, while maintaining these facilities secure from unauthorized entry as well as maintaining a safe distance from the existing overhead power lines.

4.0 WORK REQUIREMENTS

The Contractor shall furnish and install one (1) new gate operators along with appurtenant equipment including new vehicle sensors and access controls. The components or systems replaced must meet the following salient characteristics:

4.1 Operators

(1) The hydraulic system shall be designed to:

a. Keep the gate locked in the closed position,

b. Keep any person from lifting the gate open when it is in the closed position and,

c. Permit personnel with the appropriate means of access to bypass the hydraulic system and raise the gate manually.

(2) The Government provides 240VAC/1PH/30A service to the LMDT Main Gate and 240VAC/1PH/20A service to the same gate.

(3) Maximum gate opening time: 20 seconds. Maximum gate closing time: 20 seconds.

(4) Duty cycle: demonstrate 60 open/close cycles per hour.

(5) Operational capabilities between temperatures of negative 20 and positive 120 degrees

Fahrenheit.

(6) Weather-resistant housing for mechanical equipment.

(7) NEMA 4 or NEMA 6 type enclosure for electrical equipment.

(8) Housing access must have flat ground for a distance of at least 3 feet around it.

(9) Gates must be able to operate with 1/4-inch ice accumulation.

(10) Manual operation capabilities requiring less than 20 pounds force to raise and lower.

(11) Provide pressure relief system to avoid crushing object below the gate.

(12) Shut-off power device in case of balance system failure.

(13) A reversing edge safety function to automatically open the gate if the gate touches an object while closing.

(14) A cold weather package to include heating devices on the hydraulic cylinders to ensure operation in weather up to -25 degrees Fahrenheit.

(15) Ice scrapers for cable sheaves

(16) Integrate with existing access control systems inputs adding new control systems in Administrative Assistants Office.

(17) Provide radio controls with open-close-stop transmitters/receivers systems. Provide three transmitters.

(18) Include one enclosure mounted key switch. Key switch shall accept Government security tumblers.

(19) Run Conduit and wires for gate power and operation for both gates 26’ Double equivalent to HYJG Amplimesh Gate with Barb Wire that is more than 12’ clearance from overhead power lines when fully open.

4.2 Vehicle sensors

(1) No roadway imbedded channels or tracks to inhibit snow plowing and road surfacing.

(2) Vehicle sensors must be functional with up to 4 inches of packed snow and/or ice on the roadway and 36 inches of plowed snow and/or ice on the side of the roadway.

4.3 Gates and Stanchions

(1) Tilt-A-Way (or approved equivalent) vertical pivot gates.

(2) Minimum 26’ between the open area of the driveway with both gates open.

(3) The gate shall be 9’ feet tall including three strands of barbed wire.

(4) Maximum clearance under the gate shall be 4 inches.

(5) Aluminum frame construction.

(6) Barrier to be aluminum alloy screen fabric.

(7) Dual Vertical pivot design.

(8) Gates must be operable with 1/4-inch ice accumulation.

(9) Corrosion resistant connections for dissimilar metals.

(10) Stainless steel hinges and pivots.

(11) Minimum wind load rating of 100 miles per hour.

Installer Qualifications: Offeror has a minimum five years successful experience completing vertical pivot gate installation similar to that required.

Field Measurements: Verify dimensions and component layout by field measurements prior to beginning installation. Site visits shall be coordinated with the Contracting Officers Representative

(COR).

Installation: I nstallation shall comply with manufacturer’s recommendations and installation instructions.

Spare Parts: The contractor shall submit a list of recommended spare parts and supply one complete set of spare parts.

5.0 SECURITY

The Contractor shall coordinate with the COR for any periods of time in which the gates must be disabled or remain in the open position. The Contractor should make all efforts to arrange work such that the gate is not required under any circumstances to be left open overnight.

6.0 PLACE OF PERFORMANCE

All work shall take place at LMDT in Leadville, Colorado.

7.0 PERIOD OF PERFORMANCE

All on-site work shall be completed within 90 calendar days after receive the Notice to Proceed (NTP). The contractor shall coordinate with the COR, a minimum of 5 working days, prior to initiating on site work requirements.

8.0 WARRANTY

Provide a one-year or manufacturer’s standard warranty, whichever is longer, for system and system components against failure resulting from normal use based on manufacturer’s literature.

Failure shall be defined as any defect in manufacturing, which prevents gate from operating as intended.

9.0 SUBMITTALS
