STATEMENT OF WORK
for
Industrial Wastewater Treatment Plant (IWTP)
Control System
Requesting Base plus Two (2) Option Years
1.0. PURPOSE
1.1. The purpose of this contract is to obtain support for Anniston Army Depot’s (ANAD) General Electric Proficy iFix version 5.9 software, which is deployed on Army Gold Master (AGM) versions of Windows Server 2016 and Windows 10.
Support shall include providing technical services/support required to maintain the control system associated with the Industrial Wastewater Treatment Plant (IWTP), located at ANAD. The control system includes hardware and software. The hardware is primarily composed of field instrumentation (e.g., probes and sensors), control devices (e.g., PLCs and motor starters/drives), human-machine interfaces, and networking components. The software is primarily PLC ladder logic and Supervisory Control and Data Acquisition (SCADA) software, currently Rockwell Automation’s RS Logix 5000 and General Electric’s Proficy iFix, respectively. For the purposes of this contract, the IWTP is understood to include the associated buildings/equipment for the main treatment plant, Building 505A Lift Stations, and Building 506/506A Pretreatment. All buildings and equipment are located within the boundaries of ANAD. The technical services to be provided under this contract are periodic maintenance, troubleshooting, repair, and minor modifications of the control system. Technical services may also include upgrades. Upgrades may be made to the various software components or hardware components, as is required by ANAD, to ensure Army security standards are maintained. The upgrades/support shall include upgrading Rockwell RSLogix 5000 / FactoryTalk Activation Manager / Diagnostics / Services Platform and Programmable Logic Controllers (PLCs) to newer, more secure versions, as requested and approved by ANAD, to ensure internal security compliance controls are met.
1.2. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
2.0. SCOPE. The IWTP currently has two (2) Windows Server 2016 (AGM) servers and five (5) Windows 10 AGM workstations configured with the iFix 5.9 software. The workstations are FULL clients. The IWTP currently runs, and must always run on an operating system (OS) that is approved for use by the Army.
Current Windows versions are Windows Server 2016 and Windows 10. Other acceptable OS’s are on the Defense Information Systems Agency (DISA) website.
The system must run with all applicable DISA Security Technical Implementation Guides (STIGs) applied. STIGs are available at http://iase.disa.mil/stigs/Pages/a-z.aspx. IT Components presented to run on the Army network must operate with Federal Information Processing Standard Publication (FIPS) 140-2 and have National Information Assurance partnership (NIAP) certification if there is a Protection Profile for its specific technology type. NIAP information can be found at https://www.niap-ccevs.org/. Applicable hardware must contain a Trusted Platform Module (TPM) v2 chip. Acceptable compliance to the DISA STIGS is when all Category (CAT) I’s and CAT II’s are remediated or mitigated to an acceptable risk level as determined and approved by the ANAD Information System Security Manager (ISSM).
2.1. The contractor shall support the IWTP components to ensure operational success. The GE iFix configuration is heavily modified and reconfigured, with site specific code, to run on the Army Gold Master (AGM) operating system software hosted on the ANAD network.
2.2. The contractor shall acquire, install, and upgrade to newer, secure versions of Rockwell RSLogix 5000 FULL EDITION, Rockwell FactoryTalk Activation Manager, Diagnostics and Services Platform when requested and approved by ANAD, to ensure internal security compliance controls are met.
2.3. The contractor shall upgrade PLC Firmware on PLC controllers to newer, secure versions, which are compatible with the version of RSLogix 5000 that ANAD is running. This will be done as/if requested and approved by ANAD to ensure internal security compliance controls are met.
2.4. The government will verify, validate, and ensure that all applications are functional and properly configured.
2.5. Remote Support: The contractor shall provide remote support to the control system, typically servicing the SCADA software (iFix) or the PLCs control code.
The contractor shall provide service over the phone or by email. Information provided to the contractor will be detailed in order for the contractor to answer questions, troubleshoot, and resolve technical issues. The contractor shall provide employees at the appropriate skill level to provide remote support. The contractor shall provide support during Anniston Army Depot’s normal business hours (Monday - Thursday 7:00 AM - 4:30 PM, Every other Friday 7:00 AM-3:30 PM and CLOSED every other Friday, Saturdays, Sundays and Federal Holidays).
2.6. Requested Site Visit: The Government may request a site visit to address non-emergency issues identified by the Government when remote support is insufficient.
The government may also request that the contractor perform control system component repairs, calibrate sensors, and troubleshoot problems that arise with instruments and equipment. In this case, the contractor shall provide an appropriately skilled employee to perform a site visit. The contractor shall conduct the requested site visit within 30 calendar days. The government may require assistance outside of normal business hours. In this case, the contractor shall perform two onsite visits per year.
The contractor shall provide additional onsite visits if phone call and/or email support does not resolve identified problems.
2.7. Emergency Support: The contractor shall provide on-site support during emergency or urgent situations to resolve technical issues critical to the functionality of the plant when remote support is insufficient. The emergency on-site support shall be performed by the appropriate level employee, which may include technician, programmer, or engineer. The following minimum response times (time from notice to arrival) will be selected by the Government based on the urgency of the situation. The visit shall consist of either a PLC or a SCADA engineer being on site for up to 3 days. Response times are as follows:
(a) 6 hours (total IWTP shutdown),
(b) 24 hours (A server is down or loss of process of visibility),
(c) 72 hours or (Server or Level sensor, controller, pressure transducer is down),
(d) 1 week (7 calendar days) (Anything else that does not affect operations).
2.8. The Contractor shall perform control system component repairs, calibrate sensors, and troubleshoot problems that arise with instruments and equipment.
2.9. The Contractor shall not charge more than the Manufacturer’s Suggested Retail Price (MSRP) for repair and replacement parts.
2.10. The Contractor shall provide all parts, materials, travel, and labor necessary to perform repairs. Travel expenses shall be based on reasonable actual costs incurred and shall include hourly travel rate plus per diem, airfare and rental vehicle.
2.11. The Contractor shall perform all upgrades and patches on the control system’s hardware and software as requested by the Government. This includes firmware patches and upgrades, and software patches and upgrades. The site is NOT on GlobalCare support.
2.12. The Contractor shall have knowledge and technical expertise in several areas including: water/wastewater treatment, industrial controls and automation, Supervisory Control and Data Acquisition (SCADA) software, programming of Programmable Logic Controllers (PLCs), and networking for industrial automation.
Wastewater treatment background and experience must include specific knowledge of industrial wastewater treatment using physical/chemical precipitation, oxidation/reduction, pressure filtration, biological organics removal, and sludge processing.
2.13. The Contractor shall have knowledge and experience with four specific software products:
(1) Rockwell Automation’s RSLogix 5000 (All Versions)
(2) General Electric’s Proficy iFix (All Versions)
(3) Microsoft Windows Server 2016
(4) Microsoft Windows 10
2.14. The Contractor shall have knowledge of hardware such as lift station design and operation, variable frequency drives, chemical metering pumps, PID control loops, pH/ORP sensors, flow meters, ultrasonic/radar level transducers, flow control valves, filter presses, various types of mixers and pumps, and other equipment typical to the wastewater treatment industry. IT specific hardware is not required.
2.15. The contractor shall warrant all software for one (1) year after installation. If applicable, software licenses shall be transferred to the Army within 30 calendar days prior to contract completion.
***NOTE*** All application software changes or upgrades/installations will be conducted with the assistance of DOIM System Administrators due to the required elevated privilege access needed and scheduling.
2.16. The contractor shall notify the Contracting Officer’s Representative (COR) prior to removing any equipment from ANAD for repair by providing the model number, serial number, and location to the COR. The contractor shall also notify the COR upon return of equipment to its original location.
2.17. The contractor shall re-install and/or reconfigure plant operating system (SCADA) software packages to all workstations, notebooks and servers during any Army Mandated OS upgrades or changes. The Government will be responsible for the OS upgrade to the workstations, notebooks, and servers.
2.18. The contractor personnel shall prominently display their ANAD personal identification badges at all times while working on-site at ANAD. The contractor shall comply with all ANAD security regulations and Information Assurance requirements.
2.19. The contractor shall comply with the requirements of Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C.794d). Requirements can be found at http://www.section508.gov.
