(Deliverable)

Accessibility: Canines must be accessible and retrievable for duty 24 hours a day, 7 days a week.

A CBP Canine Enforcement Officer must be able to retrieve their assigned canine immediately upon arrival. The contractor shall provide each CBP Canine Enforcement Officer with necessary access (e.g., keys, codes, or 24-hour staffing) for independent retrieval. Access will be required for up to two (2) CBP employees (one (1) CBP Canine Enforcement Officers and one (1) CBP Canine Enforcement Officer Supervisors); this number may change based on CBP needs. All entry/exit points must be locked after hours or when unattended.

Authorized Access: The contractor shall ensure that only authorized kennel personnel have access to CBP canines. Public access to, and contact with, CBP canines, including contact with privately kenneled animals, is strictly prohibited.

Identification of working canines: Kennel personnel shall not disclose the identity or location of CBP canines to any unauthorized individuals. All information regarding CBP canines is restricted to CBP personnel.

Operating Environment: The contractor shall ensure the kennel, access buildings, break areas, and curtilage are clean and maintained in a safe, sanitary condition that poses no danger to canines or CBP Canine Enforcement Officers. (See Section 4.4 Sanitation).

Bathing: CBP Personnel will perform the bathing and grooming services of the CBP canines. On average, each canine is bathed two (2) times per month. The contractor shall provide bathing utilities, which shall include either a low level or easy canine access basin or tub, equipped with cold and hot running water. The contractor shall always keep the bathing area clean and provide a constant supply of fresh clean towels. In addition, the contractor shall provide a cupboard, closet, locker or other similar storage area for CBP to store bathing supplies. The storage shall be of adequate size to hold a minimum of one month’s quantity of supplies. CBP personnel will provide bathing supplies. CBP will coordinate the bathing of canines to coincide with the facility bathing routine.

General CBP Canine Guidelines: CBP canines are working dogs, not pets, typically weighing 20- 90 pounds and working 8-16 hours daily in high-stress situations. They are generally over one year old and are trained to detect illegal contraband. Therefore, it is important for these canines to have an appropriate environment to rest in while in the kennel facility. The kennel shall create a plan to meet the requirement that CBP canines have an appropriate environment to rest in while they are in the kennel facility with minimal noise and stimulation.

4.2 Facility

Perimeter Fencing and Gates: Kennel facilities must have a double gate/door system requiring canines to pass through two secure gates/doors for facility and grounds entry/exit. Security fencing must surround all outside runs and break areas. The fence fabric must be solid surface or minimum 11-gauge steel wire-mesh chain-link, at least 6 feet high from ground to top.

Fencing must prevent passage over, around, or under, and must be kept in good repair to restrict outside access.

Heating Ventilation and Cooling: All kennel facilities and runs must have fresh air via windows, doors, vents, or air conditioning. Air temperature must be maintained between 50°F and 85°F.

Auxiliary ventilation (air conditioning or exhaust fans) is required if ambient temperature exceeds 85°F. Ventilation should provide 12-15 air exchanges per hour, and humidity levels must be maintained between 30%-60% to prevent upper respiratory illnesses and bacterial/fungal infections. The contractor shall provide an analog or digital temperature and humidity gauge, viewable by the Canine Enforcement Officer, within 10 feet of the CBP canine kennel. For multiple canines, one gauge shall be centrally located near the designated kennels.

Lighting: The kennel compound, runs, and parking lot must be sufficiently lighted for security and safe nighttime canine handling. All accessible areas will be lit, either by motion sensors or dusk to dawn sensor lighting.

Video Surveillance: The kennel compound, kennel runs, outside runs, break areas and secured parking lot will be under video surveillance 24 hours a day, 7 days a week. Video surveillance shall be a minimum of 1080p resolution with video kept for a minimum of 30 days and available to CBP personnel for viewing upon request. Login if required and access to view surveillance system shall be given to Canine Enforcement Officer Supervisor.

Commercial Security and Fire Alarm System: Window and door intrusion detection, glass break detectors. Fire alarm system can be stand alone or integrated into security system. Systems must include monitoring and alerts for after-hours building security.

Break Area: The contractor shall provide a fenced break/exercise yard for the exclusive use of CBP canines. Privately boarded dogs are not allowed in the designated CBP break/exercise yard.

For the safety of the canines only one dog at a time will be allowed in the break/exercise yard.

Parking: The contractor shall provide sufficient, safe, and lighted parking on facility grounds for loading/unloading canines and accommodating government-owned vehicles of CBP personnel.

24-hour access to the parking area is required.

4.3 Kennels

Kennel Runs: Kennels must be in a secure, limited-access area, away from the public, with minimal stimulation and maximum protection from elements. CBP canines must be kenneled individually and, whenever possible, separate from non-CBP canines. Designated CBP kennel runs are exclusively for CBP canines; public dogs are prohibited. Crates or wire cages are not permitted for CBP canine kenneling.

SOW – OFO Port of International Falls K9 Kenneling Services Page 4 of 10

Design Preference: While indoor/outdoor kennel runs are preferred, indoor-only runs will be considered. A guillotine-type drop door with a locking mechanism is acceptable for access between indoor sleeping areas and outdoor runs. Access doors must be sized to allow canines to enter without scraping.

Minimum Dimensions: Combined kennel runs and sleeping areas must total at least 24 square feet, with no dimension less than 3 feet.

Access: Canines must have full access to their kennel run for a minimum of 11 hours daily, seven days a week, including during public closure times. Canines should only be confined to their sleeping area during cleaning, sanitizing, or nighttime rest.

Kennel Run Fencing and Gates: Runs and gates must use solid surface or wire mesh fence fabric, at least 11-gauge material for 2-inch mesh. PVC-coated mesh is preferred. Access gates to each run and sleeping area must have a positive latching system to prevent canines from opening them.

Kennel Run Barriers: If kennel runs share a common barrier, it must extend from the floor to the top to prevent cross-contamination. The barrier must be a solid or composite wall at least 48 inches high, with the remainder being solid surface or wire mesh fence fabric. No wood construction is permitted in kennel runs.

Canopies and Chain Link Tops: Outdoor kennel runs must be fully covered with a canopy providing shade and all-weather protection. Rain gutters shall direct water away from runs. All kennel runs must have secured tops to prevent canines from jumping or climbing out.

Buffer Zones: For chain-link fence designs, an empty kennel buffer zone is required between CBP canines and other dogs to prevent contact, disturbances, overstimulation, or injury. This buffer is not necessary for fully partitioned rooms (e.g., solid wall construction).

Floor: Kennel buildings must have concrete foundations and subfloors. Kennel run floors shall be sealed, hard, non-skid surfaces (e.g., concrete or tile) sloped for adequate drainage to prevent liquid pooling. Other floors and pathways must also be non-skid and allow for adequate drainage.

Sleeping Areas: The contractor shall provide chew-proof aluminum KURANDA platform beds (Brand Name or Equal) of adequate size for the canine. If the sleeping area is part of the kennel run, it must have two solid walls between adjacent runs, with chain link or solid surface ends. If the enclosed bedding area is separate and accessed by a guillotine door, it must have three solid walls with a gate access opening on one end.

Salient Characteristics of the Kuranda Platform Bed *No access fabric edges

* Chew proof or similar *All aluminum frame *Orthopedic support *Cot style elevated bed *Waterproof fabric

SOW – OFO Port of International Falls K9 Kenneling Services Page 5 of 10

*Easy to clean *No stuffing **Any other proposed type of bedding must meet or exceed these salient characteristics.

Kennel Run Cleaning: Kennel runs and sleeping areas require daily cleaning and sanitization, encompassing walls, floors, doors, and ceilings. Disinfection must be performed daily using a veterinarian-approved, broad-spectrum kennel cleaner effective against Avian Influenza, Parvovirus, SARS-CoV-2, and Giardia. After cleaning, floors are to be squeegeed and dried before K9 units return. It is essential to keep kennel runs and sleeping/food areas free of pests and rodents. Stools must be removed as often as necessary, with all stools cleared by 8:00 a.m. daily.

Stools, urine, and waste food are not permitted to remain in a run for more than three (3) hours during staff visits, which are mandated at least four (4) times per day, seven (7) days a week, between 7:00 a.m. and 6:00 p.m.

Food and Water Areas: Kennel personnel shall clean food and water utensils every day with hot soapy water. Kennel personnel shall clean utensils used in preparation of food immediately after each food preparation period. Stainless steel feed and water pans shall be provided and used. Empty dog food bags shall be removed and disposed of in a covered waste container. All food shall be stored in a covered, rodent proof storage container in a clean dry area separate from non-CBP canine food. The area shall be rodent and pest free. The contractor shall provide a refrigerator for special diets and medications. Medication shall be properly labeled and stored in the refrigerator, if necessary. If the water supply comes from an underground well, it shall be tested and approved for human consumption (potable). If applicable, the water shall be tested annually, and the results provided to CBP. (Deliverable) The kennel shall have potable hot and cold running water. CBP Canine Enforcement Officers shall have 24-hour access to the potable hot and cold running water. Self-waterers are prohibited.

Break Area Cleaning: Break areas containing materials that cannot be sanitized using veterinarian approved disinfect, such as gravel, sand, grass, earth, absorbent materials etc., must be sanitized by other means to include removing the contaminated materials and rinsing the contaminated area as often as necessary to prevent odors, diseases, pests, insects and vermin infestation. Areas with surfaces of dirt, absorbent materials, sand, gravel, grass or other similar material must be raked or spot cleaned with sufficient frequency to ensure all animals the freedom to avoid contact with excreta. Stools and waste shall be removed promptly and completely between each use of the break area.
