About this file

This is a Statement of Work (SOW) for federal contract solicitation 140FS326Q0034 issued by the U.S. Fish and Wildlife Service for tankless water heater replacement and conversion work at the Nathaniel P. Reed Hobe Sound National Wildlife Refuge in Hobe Sound, Florida. The contractor must be a State of Florida licensed plumbing contractor and shall use properly licensed personnel; if electrical work is required, it must be performed by a State of Florida licensed electrical contractor (prime or subcontractor). The project involves removing two existing tank-type electric water heaters from Quarters 1 (located in attics) and installing tankless electric water heating systems, plus removing one existing tank-type electric water heater from Quarters 2 and installing a tankless system. Work includes verifying hot water distribution configurations, installing isolation/shutoff valves and service valves per manufacturer requirements, evaluating existing electrical service/panel capacity, and providing any required breakers, wiring, disconnects, and electrical components in accordance with the National Electrical Code and Florida codes. The anticipated period of performance is 45 calendar days from Notice to Proceed, with normal duty hours Monday through Friday, 8:00 a.m. to 4:30 p.m. The contractor must provide pre-installation submittals within five business days of award, proof of licenses and insurance prior to mobilization, a clearly separated pricing schedule for base work and optional items (electrical modifications, permitting/inspection costs, relocation from attic to first-floor location, and leak detection/automatic shutoff devices), and commissioning/functional test results demonstrating hot water delivery at multiple fixtures with stable temperature control and zero leaks under operating pressure.

Government acceptance is contingent upon systems being installed and operating safely, compliance with applicable codes and manufacturer instructions, completion of functional testing, zero leaks, delivery of required documentation including manufacturer manuals, warranty information, and as-built documentation, and restoration and cleanup. The performance objectives include reliable hot water service with no major defects, flood/leak risk reduction with zero leaks and proper pressure relief/discharge, electrical safety and compliance with zero safety defects, minimal occupant disruption with no unplanned outages exceeding four hours, and 100 percent complete documentation and warranty packages. A site visit is recommended to verify existing conditions, electrical panel capacity, attic access constraints, and hot water distribution configurations. The Government is interested in evaluating relocation of water heaters from attic spaces to first-floor/ground-level locations where feasible to reduce flood risk, with any relocation or significant rerouting of piping proposed as a separate priced option unless otherwise directed. No permitting requirements apply. The primary technical coordinator is Missy Juntunen, Acting Refuge Manager, and the secondary technical coordinator is Ken Johnson, Facilities Manager.

Type of Service/Construction (NAICS): 238220 (Plumbing, Heating, and Air-Conditioning Contractors) PR Number: ______________________

Project Title: Quarters Water Heater Replacement and Conversion (Tankless)

1. General

1.1 Description. The U.S. Fish and Wildlife Service (USFWS), Nathaniel P. Reed Hobe Sound National Wildlife Refuge (Hobe Sound NWR), requires replacement of aging domestic hot water systems serving Quarters 1 and Quarters 2 on refuge property. The current water heaters are located in attic spaces and are beyond recommended replacement age.

1.2 Purpose/End Application. Provide safe, reliable, code-compliant domestic hot water service to Quarters 1 and Quarters 2 by replacing existing tank-type water heaters with tankless water heating systems (electric, unless otherwise approved), including any associated plumbing modifications and (as applicable) electrical panel/breaker work. The desired outcome is a functional system that meets household demand and reduces the risk of attic flooding through proper installation, secondary containment/drainage, and commissioning.

1.3 Contractor Qualifications. Contractor shall be a State of Florida licensed plumbing contractor and shall use properly licensed and supervised personnel. If electrical work is included, electrical work shall be performed by a State of Florida licensed electrical contractor (prime or subcontractor). Contractor shall demonstrate experience installing and commissioning residential tankless water heating systems and performing work in occupied residences.

1.4 Pre-Proposal Site Visit. A site visit is recommended to verify existing conditions, electrical panel capacity, attic access constraints, and hot water distribution configuration (including the suspected separate hot water service to the laundry room in Quarters 1). Coordinate the site visit with the Government Technical Coordinator.

2. Place of Performance and Period of Performance

2.1 Place of Performance. Work will be performed at Nathaniel P. Reed Hobe Sound National Wildlife Refuge Quarters:

13610 SE Federal Highway, Hobe Sound, FL 33455; and 13620 SE Federal Highway, Hobe Sound, FL 33455

2.2 Period of Performance. Anticipated period of performance is from Notice to Proceed (NTP) through completion within 45 calendar days. Contractor shall coordinate scheduled water shutoffs with occupants and the Government. The Government prefers minimal disruption and restoration of domestic hot water service the same day whenever practicable.

2.3 Normal duty hours are Monday through Friday 8:00 a.m. - 4:30 p.m. Contractor shall provide an after-hours emergency contact for active work periods.

3. Scope

3.1 General Scope. Contractor shall provide all labor, supervision, materials, equipment, tools, transportation, and incidentals to remove and properly dispose of existing domestic hot water systems and install new tankless domestic hot water systems serving Quarters 1 and Quarters 2, in locations approved by the Government. Contractor shall verify existing conditions and size/select equipment to meet performance requirements.

3.2 Quarters 1 Requirements. Contractor shall:

• Remove and dispose of the existing two (2) tank-type electric water heaters currently located in the attic.

• Provide and install a tankless domestic hot water system(s) capable of supplying hot water demand for the Quarters 1 residence and the laundry room.
