Statement of Work (SOW) 20 May 2021

SECTION 1

1.0 DESCRIPTION OF SERVICES/GENERAL INFORMATION

1.1 Background: The USAF Expeditionary Center is the Air Force's center of excellence for Rapid Global Mobility and expeditionary Agile Combat Support training and education, while also providing direct oversight for the Global Air Mobility Support System and installation support, contingency response and building partnership capacity mission sets within the global mobility enterprise. The Expeditionary Center provides operational control of the Expeditionary Operations School and administrative control for five wings and two groups within Air Mobility Command. One of our primary rooms to support the mission is Grace Peterson hall (GPH). GPH is an auditorium that seats 206 personnel and is used for briefings, classes, and special events.

1.2 Objective: The objective shall be to upgrade the USAF Expeditionary Centers GPH Audiovisual system, which is located in a control booth, podium and auditorium seating area.

The equipment has aged and most of the components have reached or exceeded their life expectancy. The replacement system shall incorporate the ability to operate from the control booth and podium independently as a standalone system and together as one unit. The equipment that shall be upgraded are matrix switcher, touch screens, control panels, transmitters, receivers, confidence monitors, projector, speakers, soundboard, amps, cables, wall plates, mounts, and accessories that support the audio visual system. All equipment must integrate flawlessly with one another. Certain equipment shall be specific in order to maintain continuity in all the EC classrooms (45) and conference rooms (6) and because the multimedia staff have been trained on the installation, set-up, and maintenance of this equipment.

1.3 Contract Type: The resultant contract will be a Firm Fixed Price, non-personal, contract to provide equipment purchase, and installation for the USAF Expeditionary Center. The government shall not exercise any supervision or control over the contract service provider performing the services herein. Such contract services providers shall be accountable solely to the contractor who, in turn is responsible to the government.

1.4 Required Services: The selected contractor shall provide an upgrade to the USAF Expeditionary Center GPH with the installation of an audiovisual system. All vendor provided equipment shall be installed in the control booth, podium, and auditorium seating area. The system will route through an Extron Model DTP Cross Point 108 4K IPCP SA matrix switching system, which will route computers and/or video sources. One Government Furnished Equipment (GFE) computer is located in the GFE podium, one computer located in the GFE rack in the control booth, two contractor provided HDMI Faceplates used for guest laptop computers, one located on the GFE podium and one located on the control booth GFE desk. The system shall be able to operate from one of two (2) contractor provided Extron TLP Pro 1025T, black, table touch-link pro touch panels. One panel is located at the GFE podium and the second is located at the control booth GFE desk. The touch panels shall connect to an Extron XTP PI

100. The touch panels shall be able to route all video sources to a podium display, control room display, two projectors, and two confidence monitors. They shall also include the necessary volume control, power control, curtain control, projection screen control, and other interface equipment to integrate and control the entire system from either control panel. The Contractor will provide an on-site program manager to work with the government technicians to install the control system. The control system will be mounted, integrated, and programmed using Extron configuration software. When the system is turned on through the touch panels, the curtain will close, the projection screen will come down, the projectors will turn on, all monitors will turn on, and the amps will turn on. When the system is turned off through the touch panels, the curtain will open, the projection screen will go up, the projectors will turn off, all monitors will turn off, and the amps will turn off.

1.5 The GFE podium will house a GFE hard-wired microphone, GFE Dell P2219H display, GFE computer. The contractor shall provide the following equipment and install in GFE podium, Extron DTP HDMI 4k 330 RX, Extron DTP HDMI 4k 330 TX, Extron TLP Pro 1025T Black, DTP T DWP 4k 332 D faceplate to be utilized for guest laptops, and a UPS that meets or exceeds the specs of Tripp lite model SMART1500LCDXL. All equipment shall have the proper cables and extenders in order to connect to the system in the control booth. The outside dimensions of the GF podium are 40” w X 32”d X 40”h and the inside has a 19” rack with 8 RU’s.

1.6 Located in the control booth the contractor shall install and mount from the ceiling one GFE NEC P502HL-2 projector w/ Long zoom lens NP21ZL on the left side of the control booth. On the right side of the control booth, the contractor shall install and mount from the ceiling, a contractor provided NEC P502HL-2 projector w/ Long zoom lens NP21ZL. The contractor shall provide the necessary projector mounts, mounting poles, hardware, equipment or accessories needed in order to secure and mount the projectors properly. Each projector shall route through the matrix switcher, turn on and off as the system turns on and off and be able to be controlled independently through the control system. The control booth GFE display will connect to a contractor provided Extron DTP HDMI 4K 330 Rx and will stay mounted to the wall above the control booth desk. The contractor shall provide and install an Extron 60-1421-12 faceplate and a rack mountable 8-outlet power conditioner into the GFE desk.

1.7 The contractor shall provide and install a 16-Channel Premium Analog Mixer (soundboard) that meets or exceeds the specs of Mackie model ONYX16 located in the control booth on the GFE desk. The soundboard will route through the Extron switcher, which will allow control of the GFE computers from the soundboard. The GFE podium microphone, 3 GFE microphones located on the front center row of the auditorium, all speakers and all microphone receivers will also route through the soundboard. The contractor shall label all cables connecting to the soundboard; the labels will have the name of the specific source it comes from.

1.8 The contractor shall provide and install two (2) Audio-Technica dual wireless receivers model R5220DF1, located in the control booth in one of the two GFE racks. The receivers will connect to the contractor provided soundboard. The contractor shall provide and install four (4) Audio-Technica body pack transmitter model ATW-T5201DE1 or like model, four (4) Audio- Technica Lavalier Microphones model AT831CH or like model, two (2) Audio-Technica Handheld Microphones model ATW-T5202DE1 or like model and two (2) Audio-Technica Mic Capsules model ATW-C4100 or like model. The contractor shall provide and install an Audio- Technica RF Venue DFINB Diversity Fin Antenna model DFINB. The antenna will be installed in the auditorium on the catwalk where the contractor best sees fit. The body packs, lavaliers, handhelds, mic capsules and antennas will be compatible with the dual receivers and with one another. They will be tested to ensure they are all working properly and they have the correct frequencies.

1.9 The contractor shall replace the current camera system located in the auditorium and control booth, to include all cabling and equipment. The system will be provided by the contractor and include four (4) 1080p Pan Tilt Zoom (PTZ) Cameras with HDMI Output to be located in the auditorium where the current cameras are located. They should meet or exceed the specs of Sony model SRG-X400/W. The cameras will be wired via HDMI cables or extenders to allow for maximum resolution. Each camera cable will be labeled on each end 1 through 4. The cameras will be mounted on the current GFE camera mounts. The cameras will connect to a camera control system that must be compatible with the cameras and they will connect to four (4) LCD CCTV Monitors, one camera per monitor, which will be used to view from the booth for easier control. The monitors shall meet or exceed the specs of Orion model 9RCRD. The camera control system and CCTV monitors will be located in the control booth on the GFE desk.

1.10 The contractor shall provide and replace the two (2) amps that are currently in the GFE rack that is located in the control booth; the amps should meet or exceed the specs of Crown model DSi2000. The two (2) speakers in the front of the auditorium shall be replaced and rewired; the speakers should meet or exceed the specs of JBL model C222HP, they will be mounted to the wall. The contractor shall provide all necessary equipment to properly mount the speakers. The eight (8) GFE speakers in the back of the auditorium will be tested and wired into the system.

All auditorium speakers and amps should be configured to work through the soundboard. The contractor shall provide and install one (1) speaker in the control room. The speaker should meet or exceed the specs of Fostex model 6301NE. The speaker will sit on the GFE control room desk, this speaker will be used for the control booth technician to hear all personnel using microphones in the auditorium and should be configured with the soundboard. After installation, all speakers shall be tested to ensure there is no buzzing or white noise.

1.11 The contractor shall provide and replace the two 55” confidence monitors that are located in the front row of the auditorium. The monitors will be rewired and the proper cables and extenders will be used in order to connect to the system in the control booth. The monitors will turn on and off as the system turns on and off and be able to be controlled independently through the control system. The monitors must fit in the cubbies; the dimensions are 53” w X 10.5”d X 34.5”h. The monitors shall be mounted inside the cubbies and the contractor shall provide the mounts and any other necessary equipment needed to mount the monitors properly. The monitors must be non-smart, non-Wi-Fi and shall meet or exceed the specs of LG model

55US340C0UD.

1.12 The contractor shall assess the current GFE projection screen. The contractor shall adjust as needed in order to remove the wrinkles from the screen.

1.13 The contractor shall be responsible for all new cabling, wiring, and connectors to integrate the system, and routing of all cables and installation of connectors for connections of the system.

The contractor shall remove all old and unused cables in the control booth, podium, auditorium and conduits. All GFE and contractor provided equipment shall have all new cabling to include HDMI, audio, CATx, RS232, Relay and miscellaneous. The contractor shall provide an architectural and engineering design, to include all cabling to be numbered and a final CAD drawing provided to the customer at the time of final approval. Included will be the basic order of materials and implementation plan. The contractor shall supply equipment manufacturer’s documentation for each piece of equipment.

1.14 The contractor shall remove all unused, obsolete and inoperable equipment from the control booth, auditorium, and podium. They shall provide this equipment to the government project manager for proper disposal. The contractor must dispose of all packing material used in the shipment of equipment and materials and/or waste incurred in the process of completing this requirement and abide by local and Government recycling and hazardous materials guidelines when disposing materials. The contractor shall provide written detailed blocking requirement specifications to the government for room preparation for the audiovisual system installation.

1.15 The table below lists all GFE equipment that will be utilized for this project:

1.16 A complete, modifiable, uncompiled, copy of the programming code and source code must be delivered to the Government with the Government retaining ownership of the code and all associated rights. All programming code must be free of any compiling errors and warnings. All .vtp, .smw, .ccp, .sig, .spc, .umc, .ush, .ir, .xml, and .usp files must be included as a deliverable.

Any passwords associated with the control code or modules must be included as well.

SECTION 2

2. TRAINING

2.1 The contractor will provide user training for up to three facilitators and operators and all training materials for total operation of the new audiovisual system. The contractor shall conduct training during the installation performance period. The contractor shall provide a hardcopy and softcopy, diskette or CD/DVD, compatible with Windows 10 and above, engineering and wiring documentation and/or blueprints of all installed equipment to the Government Project Manager.

The contractor shall provide reference, maintenance and user documentation for all products and services provided in upgrades.

SECTION 3

3. Maintenance/Warranty

3.1 The contractor shall provide a minimum one year warranty on all products provided under this contract. Warranty shall consist of manufacturer’s telephone support and return to factory repair and/or replacement. The Government may request as an option to this service, that the contractor provide on-site support and service. Such requests shall be negotiated on a case-by-case basis utilizing existing hourly rates established in the contract with travel and per-diem in accordance with the JTR.

3.2 The contractor shall provide the operators and facilitators telephone numbers and email technical support with qualified system technicians during normal duty hours, Monday through Friday upon contract award.

3.3 The contractor’s support shall consist of technical support, software support, and hardware replacement for failed components, engineering support, and maintenance services necessary to ensure active management, reliable operations, and rapid restoration.

3.4 These technical support services shall include Original Equipment Manufacturer (OEM) level support as required based on the need to achieve problem resolution. All technical support shall be provided by certified technical personnel fluent in the English language. When the Offeror is notified to a degradation or failure, the Offeror shall provide immediate support to the operational user to identify, troubleshoot, and remedy the problem. The Offeror shall execute all hardware repair actions necessary to return the affected system to full operational capability. If the failed equipment is no longer under any warranty support, the Offeror shall provide replacement options for government review.

3.5 Contractor’s technicians shall provide a full range of support for operations related questions or troubleshooting and fault analysis support. In the event of suspected trouble, the contractor shall work with local site users to isolate and correct all system related issues. If the system’s maintenance issue cannot be resolved through telephone support due to faulty parts/hardware, the contractor shall provide next-day delivery (considering parts availability) of the necessary replacement hardware and parts in order to repair and replace the defective equipment. Once the replacement equipment arrives on-site, the contractor shall continue working with the Contracting Officer Representative (COR) via telephone in order to troubleshoot, isolate failed components, and install the new replacement items. If the Government deems a qualified Field Service Technician is necessary to repair the defective equipment, the Government will request the contractor provide on-site maintenance support; however, the Government shall fund travel and wage charges incurred by the technician IAW Joint Travel Regulation (JTR) and the hourly service charges. The contractor will not dispatch the Field Service Technician to the site prior to funds being obligated for this on-site service. The contractor shall troubleshoot, isolate failed components, and begin repair actions. If full repair of the system cannot be completed because of parts unavailability, the Field Service Technician will work with site COR via telephone support once replacement hardware or software is received to restore the system to a state of operational readiness. Trouble tickets shall not be closed until the site/system is tested and re-certified by the contractor along with the Government facilitator/operator. The contractor shall be liable for the cost of parts covered under factory warranty. The Government will provide all escorts for the contractors into restricted areas. The Government will ensure room availability before the contractor arrives on site.

SECTION 4

4.0 TESTING AND ACCEPTANCE

4.1 Perform test and acceptance procedures for all equipment, both GFE and contractor provided, as part of this audio visual solution to ensure complete operation of the system and its peripherals. Testing will include but not be limited to:

A. Demonstrate full functionality of the centralized control panel on all integrated audio, video, and data peripherals from the contractor-provided control system.

B. Verify all speakers within the room for optimum sound with no feedback or echo.

C. Verify all microphones within the room for optimum sound with no feedback or echo.

D. Demonstrate full functionality of the soundboard on all integrated audio and microphones.

E. The Contractor will provide a test and acceptance plan to be approved by the Government

14 days prior to the test date.

SECTION 5

5.0 SECURITY REQUIREMENTS

5.1 Access: Contractor is required to obtain appropriate contractor building passes from the USAF EC. At no time is the contractor or its employees authorized escort authority for any USAF EC campus facilities. In the performance of any of the work covered in this contract, the contractor shall at all times, other than regular working hours, upon leaving any building or secured area ascertain that all lights have been turned off in the area in which work was performed.

5.2 Physical Security: The contractor shall safeguard all government property while performing duties outlined in this SOW. At the close of each work period, government facilities, equipment, and materials shall be secured.

5.3 Contractor Consent to Background Checks: The contractor shall not employ persons to perform under this contract if such employee is deemed or identified by the Air Force as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check shall be denied access to the installation. Information required to conduct a LEADS check include full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor must have this information ready to provide to the Installation Visitor Control Center, if requested. Contractors must ensure their employees and those of their subcontractors have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens shall be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.

5.4 Contractor Registration of Vehicles: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations.

Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on the installation.

5.5 Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

SECTION 6

6.0 GENERAL INFORMATION

6.1 The Contractor shall make every effort to retain personnel in order to ensure continuity until contract completion. If it should become necessary to substitute or replace personnel, the contractor shall immediately notify the COR in writing of any potential vacancies. The contractor shall submit the resumes of all potential replacement personnel selected to perform under this contract to the COR for Government review to ensure qualified personnel are performing installations and maintenance. The contractor shall inform the Government of what projects or assignments might be affected with a change in personnel.

6.2. Period of Performance: The required delivery date is no later than (NLT) 30 days after contract date (ACD).

6.3. Travel and Other Direct Costs: Contractors cost for travel shall be included in the Firm- Fixed-Pricing.

6.4 Length of Project and Hours of Work: The contractor shall provide an installation time line before the project start date. The contractor shall provide for non-duty hours on an as required basis that shall be agreed and approved in writing by both the Contractor and Government Project Manager. Work shall generally consist of a 40-hour workweek, Monday through Friday, between the hours of 0730-1700 EST, excluding federal holidays. The Contractor personnel shall observe all Federal Holidays, including New Year's Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. If the holiday falls on a Saturday, the holiday shall be observed on Friday. If the holiday falls on Sunday, the holiday shall be observed on Monday. The contractor shall ensure continuity of operations during periods of personnel turnover and long-term absences. Long-term absences are considered those longer than a one-week duration.

6.5 Contractor-Furnished Items: Except for those items specifically stated as Government-furnished Items, the contractor shall furnish everything needed to perform this contract.

6.6 Government Services: The Government will provide the following requirements:

A. Secure storage area for contractor tools and/or equipment.

B. Disposal containers for contractor packaging material.

C. Conduit runs and telephone line connections as required by the contractor.

D. Escorts for contractor in secure areas of Government buildings during upgrade.

E. Access to appropriate base presentations and/or networks personnel.

F. Rest room facilities and office space for use as required by the contractor.

G. Wiring diagrams for GPH.

H. Ensure room availability for contractors to complete upgrade.

6.8 Meetings and/or Visits: The contractor will formally notify the Government COR if they require a meet and/or visit 72 hours in advance to allow proper scheduling.

SECTION 7

7.0 SAFETY

7.1 Fire Protection and Prevention: The contractor shall not store combustible supplies, including rags, paper and other like items near possible sources of combustion such as, steam pipes, high wattage lamp bulbs, and other like items.

7.2 Safety Hazards: The contractor shall instruct employees in appropriate measures as specified by the applicable provisions of the Occupational Safety and Health Act 1970, PL 91- 596 (84 Stat 1590). The contractor’s employees shall not place, machines or other equipment in traffic lanes or other locations in such manner as to create safety hazards.

7.3 Report: The contractor, or the contractor’s employees, shall report immediately to the COR unusual soiling of any area and unhealthful or hazardous conditions which may affect the performance of work.
