About this file
This Statement of Work (SOW) details off-site storage requirements for the National Center for Advancing Translational Sciences (NCATS) Chemical Genomics Center. The contract seeks a vendor to provide 600 cubic feet of -20°C walk-in freezer space and storage for seven ultra-low temperature freezers, with 24/7 monitoring and temperature logging. The storage is needed for approximately 400,000 unique small molecule compounds acquired through the Molecular Libraries Small Molecules Repository, which cannot be commercially reacquired.
The contract is a non-competitive solicitation for Kamtek, Inc. in Frederick, Maryland, with a base period from April 1, 2025 through March 31, 2026, and an option period from April 1, 2026 through March 31, 2027. Key requirements include maintaining constant temperature, providing monthly reports, completing annual preventative maintenance and calibration, ensuring uninterrupted power supply, and maintaining cGMP compliance following ISBER and NCI "Best Practices". The government will provide pre-packaged samples and the seven ultra-low freezers, with all deliverables to be submitted electronically to shinnp@mail.nih.gov.

STATEMENT OF WORK
(SOW)
GENERAL INFORMATION
Title of Project:
Off-Site Storage for Frozen Compound Management Samples and Freezers
Project Purpose or Objectives:
Objective is to secure 600 cubic feet of space in a -20C walk-in freezer to store samples and to store seven ultra-low temperature freezers where they will all be monitored 24/7.
Background Information:
The NCATS Chemical Genomics Center (NCGC) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intra- and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases.
NCATS, through the Molecular Libraries Small Molecules Repository (MLSMR), acquired nearly 400,000 novel small molecules for testing in our quantitative high throughput screening (qHTS) platform. These molecules were purchased at great expense and have been used in qHTS over the past 10 years in over
4,000 assays. The Molecular Libraries Program (MLP) which funded these compound acquisitions ceased operation in 2015 and NCATS has terminated its contract with Evotec which housed the MLSMR in South San Francisco, CA. Over 46,000 of these molecules cannot be acquired commercially and are unique to this collection. It would require great expense and effort to reacquire all these molecules so they have been returned to NCATS at the close of the contract in March 2017. These compounds have been stored at -20C at Evotec, and to maintain their integrity we will continue to store them at -20C. The samples are currently stored at the Kamtek facility and need to continue being stored there until the new
Compound Management lab space is constructed.
NCATS lacks the space on-site to store the excess of ultra-low freezers and the contents are not required on site for daily operations. The freezers are currently located at this storage facility, which provides 24/7
REES monitoring and monthly reports sent directly to the POC to ensure that the contents are kept at temperature. The facility also ensures that a yearly preventative maintenance inspection and calibration is completed.
Period of Performance:
Period of Performance shall be as follow:
BASE YEAR: April 1, 2025 through March 31, 2026 OPTION YEAR ONE: April 1, 2026 through March 31, 2027 https://commonfund.nih.gov/molecularlibraries/index
General Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the
Government as needed to perform the Statement of Work below:
• Provide constantly monitored freezer space in an off-site facility.
• Provide storage space for seven ultra-low freezers with constant monitoring
• The vendor shall complete preventative maintenance and calibration of each freezer every year
Specific Requirements:
1. The walk-in storage area must be temperature controlled to hold samples at a constant temperature not to exceed -20 Celsius.
2. There must be logs kept of the temperature in the walk-in cold room 24 hours a day which can be provided to NCATS at our request.
3. The cold room must be maintained, including calibration and preventative maintenance, to ensure the best results at no additional cost to the government. Any issues with temperature control will be immediately reported to NCATS so we may assess any sample degradation.
4. Facility must provide uninterrupted power supply and REES alarm monitoring for all freezers and walk-in space utilized by NCATS.
5. Facility must be cGMP compliant, strictly following ISBER and NCI "Best Practices".
Level of Effort:
GOVERNMENT RESPONSIBILITIES
NCATS will provide pre-packaged and pre-inventoried samples in appropriate sized containers to fit properly on the shelving. NCATS will also provide seven ultra-low freezers.
DELIVERY OR DELIVERABLES
Any temperature verification reports, documentation of calibrations, preventative maintenance, or repairs done on the walk-in freezer and ultra-low freezers. Timely submission of deliverables is essential to successful completion of this requirement. Deliverables are to be submitted in “electronic copy” to shinnp@mail.nih.gov.
REPORTING REQUIREMENTS
• The vendor shall complete monthly reports to be sent directly to the POC to ensure that the contents are kept at temperature.
• The vendor shall complete preventative maintenance and calibration of each freezer every year and provide confirming documentation.
