POLICE FACILITY AT U.S EMBASSY, NEW DELHI

1. DESIGN APPROACH

The intent of this proposal is to provide a facility to accommodate New Delhi police officers and other members of local security staff for the Embassy of The United States of America, New Delhi. After completion of construction, the facility will be turned over to the Government of India, referred hereafter as “the owner”. The proposed facility consists of two major components:

1. A pre-fabricated turn-key structure

2. A site-built fence that screens the facility

The basis of design for the work is a portable cabin based on prefabricated panels and pre-engineered streel structures, intended for easy erection and disassembly (e.g. Porta Cabin or equal system). The system shall be placed on raised platforms to mitigate flooding issues during the raining seasons as described in this document and drawings. The method of construction allows the facility not to be subject to ground coverage limitations and floor-area-ratios (FAR). These aspects allow for approvals by the relevant authorities to be achieved with less difficulty.

2. SITE CONDITIONS

The intended site contains a number of site constraints that must be managed. There are several city-marked trees on the intended site. The site is within the jurisdiction of the New Delhi Municipal

Council (NDMC), which prohibits the felling of any trees in the area of work. The site plan in the bid proposal documents consider this factor. No trees should be required to be removed to accommodate the facility.

3. PERMITING AND APPROVALS

The proposed police facility is located on a parcel of land belonging to the NDMC. A local advisor for permitting and approvals indicates that there are number of precedents for Porta Cabin construction in the vicinity. The successful bidder will be required to coordinate the approvals and obtain permits on behalf of the New Delhi Police from the Ministry of External Affairs (MEA) and all other authorities needed to complete the work.
