About this file
This is a Statement of Work (SOW) for the procurement of a Fiber Coupled Widely Tunable Laser system for the National Institute of Standards and Technology (NIST) at its Gaithersburg, Maryland campus.
The SOW specifies requirements for a fiber-coupled tunable laser system capable of operating across a wide wavelength range for NIST's research and measurement applications. The contractor shall deliver a complete laser system with fiber coupling capability, ensuring compatibility with NIST's existing laboratory infrastructure and experimental setups. Key deliverables include the laser unit with all necessary optical components, fiber coupling assemblies, control electronics, operational software, technical documentation, and user training. The contractor is responsible for system integration, performance testing to verify specifications, and providing warranty support. Acceptance criteria require the delivered system to meet specified wavelength tuning range, output power, beam quality, and stability parameters, with formal performance validation testing conducted at the NIST facility. The SOW establishes technical performance standards, delivery schedules, installation requirements, and post-delivery support obligations to ensure the laser system meets NIST's research needs and operational specifications.

Statement of Work Fiber coupled widely tunable laser
I. Background The NIST Mass and Force Group, Small Mass and Force Metrology Project requires a fiber-coupled widely tunable diode laser system for interferometric displacement measurement in optomechanical systems used for development of mass and force standards.
Mission Critical statement: The laser will be used to develop measurement standards for mass and force metrology. This activity is critical to the NIST mission to disseminate the units of measurement within the International System of Units.
II. Scope The contractor shall provide a narrow linewidth, fiber-coupled continuously tunable near-IR laser that must have continuous spectral coverage of 1550 nm with a tuning range of no less than 160 nm and include linewidth broadening option with coherence control.
III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001: Fiber coupled widely tunable laser must meet the following minimum specifications:
Quantity: 1 Technical Specifications:
· System must provide turnkey tunable fiber-coupled laser system.
· System must provide laser wavelength tuning range of no less than 160 nm that includes the wavelength 1550 nm.
· System must deliver polarized light to a polarization-maintaining fiber with an FC-APC connector.
· System provide wavelength accuracy of less than 2 pm.
· System must provide wavelength continuous scanning and a scan rate of greater than 150 nm per second.
· System must maintain output power of 10 milliwatts at 1550 nm.
· System must include built-in coherence control to broaden linewidth to greater than 30 MHz without mode-hopping.
· System must support laser linewidth of less than 70 kHz.
· System must provide spontaneous self emission ratio greater than 60 dB, and SMSR greater than 50 dB.
· Vendor bid should include shipping costs INCLUDING any tariffs.
IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) and shall occur not later than (NLT) 14 weeks ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver the equipment to:
National Institute of Standards and Technology 100 Bureau Drive, Building 217, Room B127 Gaithersburg, MD 20899 ATTN: Gordon Shaw V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in FAR 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Tests:
1. Check for physical damage on continuously tunable laser module
2. Measure response of continuously tunable laser on power meter and wavelength meter
3. Check continuously tunable laser communication with Windows PC
The Government will test, inspect, and accept the equipment onsite within 14 business days of receipt. A visual inspection of the equipment will be performed by the NIST Technical Point of Contact (TPOC) to identify surface defects or any form of indication that the equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance.
VI. Warranty The contractor shall warrant the continuously tunable laser for a period of a minimum of one (1) year in accordance with terms in FAR 52.212-4.
VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after installation and acceptance by the TPOC of fully installed system.
2. The Government anticipates inspection will occur upon:
a. After the testing procedures set forth in this document have been completed
