About this file
This statement of work outlines an environmental baseline survey to be conducted at Santa Maria Airport in California. The United States Space Force requires this survey prior to installing a new Vandenberg Operational Lightning Tracking System sensor. The contractor will review previous environmental surveys, conduct a site inspection with Space Force Base and airport representatives, obtain relevant records from the airport and regulatory agencies, identify any environmental constraints such as potential PFAS impacts from a past plane crash, and gather information on threatened species and cultural resources. The deliverables will include a comprehensive report detailing the findings, analysis, conclusions and any recommendations within 60 days of starting the work. The related federal contract opportunity is a solicitation from the Department of the Air Force Space Command to conduct this environmental baseline survey.

Statement of Work (SOW) - Environmental Baseline Survey for VOLTS 5th Sensor Installation Project at Santa Maria Airport
1 August 2023
Introduction:
The United States Space Force (USSF) requires an Environmental Baseline Survey (EBS) to be conducted at Santa Maria Airport in California prior to the installation of the Vandenberg Operational Lightning Tracking System (VOLTS) sensor.
Objectives:
The primary objective of the Environmental Baseline Survey is to assess the existing environmental conditions at the proposed VOLTS sensor installation site, including potential impacts from past activities. The survey will identify any environmental constraints or hazards that may affect the installation process.
Scope of Work:
The scope of work for the EBS includes but is not limited to the following activities:
A. Review of Previous EBS: Contractor will review the Environmental Baseline Survey conducted in 2020 for the previous proposed VOLTS sensor location to gather relevant historical data.
B. Site Inspection: Personnel, escorted by Vandenberg Space Force Base (VSFB) and Santa Maria
Airport District (SMPAD) representatives, will conduct a Visual Site Inspection (VSI) of the proposed Lease Area and adjacent property to assess existing conditions.
C. Record Review: Relevant environmental and civil engineering records will be obtained from
SMPAD and outside regulatory agencies through telephone/email requests. City and county agencies' records will require a separate on-site visit.
D. Environmental Constraints: The survey will identify if the new location is impacted with PFAS due to a previous plane crash site and evaluate the impact of new proposed uses of the area by Santa Maria Airport.
E. Threatened and Endangered Species and Cultural Resources: Information regarding threatened and endangered species and site-specific cultural resources for SMPAD property will be gathered through records and interviews provided by SMPAD.
F. Sampling Exclusions: The scope of work does not include sampling. If conditions warrant further testing of building materials or environmental media, Contractor will recommend proceeding with a Phase II EBS in accordance with AF32-7066.
G. Compliance Exclusions: The scope of work does not include preparation or revision of an Air
Force Form 813 or planning services such as building permit acquisition, Initial Studies, Environmental Impact Reports, or meetings relating to CEQA/NEPA requirements.
Deliverables:
The following deliverables will be provided by Contractor upon completion of the Environmental Baseline Survey:
A. Updated EBS Report: A comprehensive report detailing the findings, analysis, and conclusions of the survey, including identified environmental constraints and recommendations for further actions if necessary.
Schedule and Milestones:
The survey shall commence upon approval of this Statement of Work and is expected to be completed within 60 days.
