About this file

This Statement of Work (SOW) details requirements for the Doty/Badwater Fence project located in Carbon County, WY, which involves removing and replacing approximately 18,051 linear feet of fencing. The project requires installation of wildlife-friendly four-strand wire fence consisting of 3 barbed wires and 1 smooth bottom wire, with steel line posts and 42-inch wood stays between posts. The specifications include approximately 7 three-post corners, 14 h-braces, 2 end panels, 2 twelve-foot wire gates, and 1 twelve-foot metal pipe gate.

The technical specifications require barbed wire to be 12-1/2-gauge galvanized with 2-point barbs spaced 4 inches apart, steel posts to be ASTM A 702 T-bar type with anchor plates, and wood posts to be 6-inch diameter treated posts made from specified species including Ponderosa pine, Lodgepole pine, fir, or tamarack. The fence design places the top barbed wire at 40 inches, intermediate barbed wires at 28 and 22 inches, and bottom smooth wire at 16 inches, with line posts spaced at 16.5 feet. The contractor must maintain fence functionality during construction and prevent livestock passage by promptly replacing removed sections. The specifications include detailed material treatment requirements and installation procedures.

A. Clearing: No blading will be allowed. Cutting and clearing shall be by brush hog or other comparable equipment. Clearing shall be limited to 10’ either side of the fence line. Clearing is required for the entire fence line other than places brush does not exist. Dispose of cut brush by scattering it evenly adjacent to the fence line.

3.2 INSTALLATION

A. General:

02824 - 2

1. Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts.

2. When treated posts must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.

B. Driving Posts:

1. Wood Posts: Driving wood posts shall be allowed for Stress Panels, Three Post

Corners and End Panels. Driving wood posts will be allowed if they drive without damaging the post and are plumb and tight.

2. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate and excavate or drill holes a minimum of 18-inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.

C. Setting Posts:

Dig holes for setting wood posts to the depth as shown on the Work Data Sheet for Corners, End and Stress Panels. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space posts within 6-inches of the dimension shown on the drawings or specified on the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill with soil gradually and uniformly around each post. Holes shall be backfilled firmly, from the bottom of the hole to the top of ground surface.

D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel Assemblies:

Construct as shown on the drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.

E. Wire:

Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.

2024 Rawlins Field Office – Doty/Badwater Fence

02824 - 3

F. Brace Wire:

Twist tight with a lever. Leave one end of the lever long enough to fasten behind the horizontal brace to prevent wire from unwinding.

1. The lever shall be a straight ridged rod, consisting of dimension wood ripped and cut to length or a minimum #4 rebar cut to length.

G. Spiking: For spikes predrilled lead holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.

H. Minor Drainage Crossings:

Additional steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages. Additional wire shall start and end from the main fence. Shall be in locations staked in the field or as directed by the COR.

I. Wire Gates: Construct wire gates with 2 wooden fence stays spaced evenly across opening. Wire Gate Closers are acceptable under this contract.

J. Metal Pipe Gates: Use powder coated style Pipe gate as pictured below.

K. Fence Stays: Wood fence stays are required in this Contract.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will be measured and paid for by the job, for fence constructed.
