About this file

This is a Statement of Work (SOW) for a Motor Control Center (MCC) upgrade project at the USDA ARS Cotton Ginning Research Unit in Stoneville, Mississippi. The project requires supply and installation of one 600-volt class MCC with Programmable Logic Controllers (PLC) and Human-Machine Interface (HMI) control console to replace existing hardwired devices and controls. The existing electrical service consists of three on-site transformers providing 480 volts via a delta configuration with a corner grounded "B" phase, which will remain unchanged. The contractor must design and install the system in accordance with NEMA, ANSI, and UL 845 standards, with the MCC bearing a UL label and certified production test reports provided upon request. Installation includes removal and demolition of existing equipment, cable trays, and wiring, with all new components meeting applicable local and national electrical codes. The contractor must provide all equipment, supplies, wiring, connectors, conduit, and cable trays, including a new 600-amp service panel at the northwest end of building 26 (or alternatively, extend service from the existing 600-amp panel at the east end to the new MCC location at the west end).

The MCC specifications require 600-volt amperage rating for 480-volt, 60 Hz, three-phase delta operation with 24V DC control voltage. The system is designed for 400 total connected horsepower (current connected load is 332.75 HP) with combination starter units featuring full-voltage, non-reversing motor controllers utilizing High-magnetic Motor Circuit Protection (HMCP) devices. Variable frequency drives (VFD) must be equivalent to Schneider Altivar ATV340, Eaton Power XL DX1, or Mitsubishi FR-A800 series with EtherNet/IP communication capability. The PLC must be one of the following: Schneider M340, Allen Bradley COMPACTLOGIX 5380, Siemens SIMATIC S7-1500, or Omron NX1P2, with robust I/O capacity supporting both digital and analog signals, PID loop control, and EtherNet/IP or Profinet protocols. The HMI must be NEMA 4X industrial grade, minimum 21.5" display at Full HD 1920x1080 resolution, capable of displaying fifty motor start/stop stations with real-time visualization, priority-based alarms, password-protected security, recipe management, and production data logging. The contractor must provide factory testing documentation, factory-trained representative installation services, two-day training for up to five owner representatives, field adjustments and testing with certified reports, and complete operation and maintenance manuals with instruction leaflets and parts lists for all equipment and components.

General Information (A):

A1: The USDA ARS Cotton Ginning Research Unit in Stoneville, MS has a requirement for the supply and installation of one Motor Control Center (MCC) and Programmable Logic Controllers (PLC) with

Human-Machine Interface (HMI) control console to replace the existing hardwired devices and controls.

Commissioning will be the joint responsibility of contractor and USDA personnel.

A2: Existing service is provided by three on site transformers providing 480 volts via a delta configuration with a corner grounded “B” phase. The current service configuration will not change.

Special consideration must be applied to the application of variable frequency drives with the grounded

“B” phase.

A3: Installation must include removal and demolition of existing devices (see Installation Comments in Appendix), cable trays and wiring. Supply must include all devices and controls, wiring, connectors, conduit and cable trays. All wiring and hardware must meet applicable local and national codes.

Contractors must provide a new 600-amp service panel at back wall on northwest end of building 26.

Alternate: Current 480-volt service is provided by one 600-amp panel at the east building end wall.

Contractor may consider providing service from the 600-amp panel to the new MCC, to be located at the west end of the building.

A4: Due to the complexity and age of the existing configuration, it is strongly encouraged that interested vendors attend the scheduled site visit.

A5: Contractor must provide all equipment and supplies necessary for installation. USDA personnel will be available to receive equipment shipments. USDA furnished forklift, scissor lift and boom lift will be available for use in equipment installation.

A6: The MCC and all components must be designed, manufactured and tested in accordance with the latest applicable standards of NEMA, ANSI and UL 845.
