This is a Statement of Work (SOW) for the U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS) Plant Materials Program to repair a greenhouse facility at the E. "Kika" de la Garza Plant Material Center in Kingsville, Texas. The project involves complete replacement of the evaporative cooling system and south wall components of a 36 ft by 60 ft Stuppy System 2000 greenhouse. Specific tasks include: replacing the evaporative cooling system with proper wiring connections to the existing Wadsworth Controller System using heat and humidity-resistant coated wiring and white or black (non-clear) PVC piping; installing new clear corrugated polycarbonate wall panels matching Solar Soft Dynaglass specifications (85% light transmission, 100% light diffused); and replacing all rusted-out galvanized wall support posts on the south wall (including two corner posts) and three posts on side walls before new panels are installed.
The contractor must provide all labor, supervision, materials, tools, equipment, and transportation while adhering to industry standards and all applicable federal, state, and local construction, safety, and labor laws. Work shall be performed Monday through Friday during PMC hours (0700–1700 hours Central Daylight Savings Time), with a detailed project plan and schedule due within five days of contract award and weekly written progress reports due every Friday by 3:00 PM until project completion. Key deliverables include the project plan, weekly status reports including electrical function and safety test results, replacement of all rusted support posts, properly functioning evaporative cooling and venting systems, secured wall panels, and site cleanup. The contractor must maintain an onsite foreman, designate key personnel in the project plan, maintain a personnel log, secure all equipment, and coordinate work with PMC staff to minimize operational disruptions. Performance will be verified by contractor-provided certified inspector approval of all installations, and any damage to government property caused by contractor personnel must be repaired or replaced at the contractor's expense.

Project Title Greenhouse – Repair to Evaporative Cooling Wall
General Information
1.0 Background and Purpose
The Natural Resources Conservation Service (NRCS) Plant Materials Program develops vegetative solutions for natural resource concerns such as soil stabilization, soil health and productivity, and water quality. The program also focuses on national priorities such as enhancement of pollinators and other critical wildlife habitats and evaluation of cover crops to support soil health. The program supports the NRCS mission by providing scientifically sound plant information and tools used by NRCS conservation planners and partners. NRCS has 25 Plant Materials Centers all around the country, including the E. “Kika” de la Garza Plant Material Center, 3409 North FM 1355, Kingsville, Texas 78363.
The E. “Kika” de la Garza Plant Material Center needs repairs for an existing 36 ft by 60 ft Stuppy System 2000 greenhouse. The far wall which includes the evaporative cooling system needs to be replaced.
